MEETING MINUTES
DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
Thursday, September 5, 2019 12:00 to 1:30 pm
ODOT, 63055 N Hwy 97, Building M, Upstairs Conference Room, Bend
Members Present: Dave Thomson, Christopher Cassard, Ann Marland, David Roth, Katie Hammer,
Katrina Lagenderfer, Mark Smith, Rick Root, and Scott Morgan.
Agency/Organization: Zechariah Heck (Deschutes County – CDD), Jovi Anderson (Bend MPO),
Derek Hofbauer (COIC/CET), Tom Headley and Matt Tipton (Century West Engineering), and Gregory
Bryant (Bend CTAC).
Call to Order
Meeting was called to order at 12:00 p.m.
Introductions
Attendees of the meeting introduced themselves and, if applicable, identified the organization they
represent.
Approval of Prior Minutes
A vote of the July 11 and August 1, 2019 minutes were approved with a correction of the date on the
July minutes.
Public Comment
Greg Bryant offered a public comment that he knows many riders that would be interested in
the Lava Butte trail to Bend (discussed during the August BPAC meeting).
Tom Headley recommended a book about biking and walking the era of autonomous vehicles
(No One at the Wheel - by Karen Kelly and Samuel I. Schwartz).
Bend Neighborhood Greenways project update – Rory Cowan / Project Engineer
Rory shared project website: bendoregon.gov/neighborhoodgreenways.
The Greenways Project was created as capitol project two years ago from City Council.
Approximately $900,000 over four years was dedicated to the project. This represents 1-2% of
total transportation funding, according to Rory. The initial funding was split into four phases
focused on creating north/south and east/west connections.
City staff held open houses and conducted bike rides to help inform their preliminary designs.
Speed humps, shared lane markings (sharrows), and changing orientation of stop signs were
design elements in part of the greenway program.

Greenways were designed for all ages and abilities (compared to bike lanes on high-stress
routes).
The next phase will focus on extensions of 15th street, and a new creation of Milwaukie St, and
2nd Street/Roosevelt as Greenways.
BPAC Business
BPAC members voted on officers for the 2019-2020 year:
Dave was voted to continue as Chair.
Chris was voted to continue as Vice-Chair.
Rick was voted to continue as Secretary.
BPAC members voted on Big Chainring and Safe Sidewalk Awards:
Jeff Monson was selected for the Lifetime Achievement Award.
Sisters Trail Alliance was selected for the Non-profit Award.
Scott Woodford with Redmond Community Development was selected for the Public
Agency Award.
Robin Lewis was selected for the Special Project Award.
Entrada Lodge was selected for the Commercial Award.
Anne Linton was selected for the Peter Hanson Memorial Award.
Kate Armstrong was selected for the Individual Award.
The committee also decided that creating policies for how to select awardees should be created.
Dave T. will contact awardees and invite them to attend the Board of County Commissioner’s
meeting on September 18, 2019.
Chris Cassard provided an overview of the planning presentation to the Board, which will cover
what the group has accomplished over the past year and what the committee wants to work on
over the next year. Dave, Chris and Rick encouraged the committee to offer any suggestions.
Dave announced the next meeting will be in Sunriver. Mark is working on setting up a location.
Regional Updates
Sunriver - Mark offered that he has had positive results with a new product for improving
asphalt conditions.
South County – Scott is continuing to work on installing several “Share the Road” signs.
Sisters – Ann announced there will be a celebration of trails in Sisters on September 21.
Redmond – Katie shared that the 15th St. sidewalk will be completed soon and that the city is
performing bike/ped counts to see if improvements have made a difference.

Deschutes County – Zechariah updated the committee that grant funding for the TSP update
was not successful, but the update will proceed anyway. Also, the Westgate Subdivision
proposal in the newly created Westside Transect Zone was approved with conditions to
include a multi-use path adjacent to the private roads.
COIC/CET – Derek explained that COIC has met with the Forest Service to discuss FLAP projects
focused on transit service to Mt. Bachelor with service to Devil’s Lake and Elk Lake. There
would be 6 to 8 runs a day. Mt. Bachelor could be park and ride for access to lakes. This would
occur in 2022/2023. Also, the city of Bend is working on cross-walk across 3rd and Hawthorne
station.
