I. CALL TO ORDER Chair Horting-Jones called the meeting to order at 5:30 p.m. Historic Landmark Commissioners present were Sharon Leighty, Rachel Stemach, Dennis Schmidling, Bill Olsen, and Kelly Madden. Staff present were Nick Lelack, CDD Director, and Zechariah Heck, Associate Planner. II. PAST MEETING MINUTES The January 7, 2019 meeting minutes were approved as drafted. III. ELECTION OF OFFICERS Commissioners unanimously supported Chris Horting-Jones as Chair, Sharon Leighty as Vice-Chair, and Dennis Schmidling as Secretary. IV. RECRUITING OF EX-OFFICIO MEMBERS Staff asked the HLC if there was an interest in expanding the Ex-Officio member role on the commission. The HLC code allows for Ex-Officio members to provide advice to the HLC and staff on issues in front of the HLC and which they have special expertise in. Potential members could be from public agencies and historical societies. The HLC expressed interest in including more members with expertise in historic preservation. The HLC directed staff to enquire with the Board of County Commissioners to see if the HLC could include more Ex-Officio members. V. MAY PRESERVATION MONTH Staff provided an update on May Preservation Month. The commission decided not to hold a special HLC meeting in May. However, staff mentioned there will likely be a panel discussion with the county, city of Bend, city of Redmond regarding Goal 5 Historic Resources. The panel discussion is set for May 15. Page 2 of 2 VI. CDD FY 2019-2020 WORK PLAN Staff provided an overview of the Community Development Department’s FY 2019-2020 Work Plan. The commission supported the work plan, acknowledging that CDD staff will be administering a CLG grant that focuses on historic preservation. VII. STAFF / HLC COMMENTS Staff informed the commission the State Historic Preservation Office has informally announced that CLG applications have been approved. However, the funding has not been issued yet from the federal government. Staff announced the National Park Service has sent out a request for comments on proposed amendments to the National Historic Preservation Act. Commissioners Leighty and Olsen suggested staff pursue more information about the amendments and explore possibilities on commenting. There was a brief discussion about the Oregon Heritage Conference, which will be hosted in Medford on April 25 and 26. Commissioner Leighty mentioned she is planning on attending. Commissioner Olsen announced the Pioneers’ Association is hosting a travelling Vietnam Memorial on August 3 and 4. The meeting schedule was updated to hold an August meeting and a November meeting, instead of July and October. The meetings will be on the first Monday of the month. The October meeting is tentatively scheduled to be hosted in Sisters. VII.
