MINUTES
DESCHUTES COUNTY HISTORIC LANDMARKS COMMISSION
DESCHUTES SERVICES CENTER
1300 NW WALL STREET, BEND, OREGON, 97701
FEBRUARY 3, 2020 – 5:30 P.M.
I. CALL TO ORDER / REVIEW OF PAST MEETING MINUTES
Chair Chris Horting-Jones called the meeting to order at 5:30 p.m. Historic Landmark
Commissioners present were Chris Horting-Jones, Rachel Stemach, Bill Olsen, Dennis
Schmidling, and Kelly Madden. Staff present were Nick Lelack, CDD Director, Peter
Gutowsky, Planning Manager, and Zechariah Heck, Associate Planner.
The November 6, 2019 meeting minutes were approved as drafted.
II. ELECTION OF OFFICERS (CHAIR, VICE-CHAIR, SECRETARY)
Zechariah announced that four Commissioners have terms expiring on March 31, 2020.
Staff asked for Commissioners to share their intention on whether to renew their terms or
not in the coming days. The HLC voted in favor of postponing a vote on elections of officers
until the next HLC meeting in order to afford confirmation of who will be on the HLC moving
forward.
III. RULE ADVISORY COMMITTEE FOR NATIONAL REGISTER PROGRAM IN OREGON
Peter summarized the Rule Advisory Committee (RAC) to the HLC and explained his role on
the committee. The RAC will meet four times and Peter will provide an update to the HLC
after each meeting. The RAC is charged with reviewing Oregon Parks and Recreation
Department’s proposed changes to Oregon Administrative Rules pertaining to the federal
National Register of Historic Places.
IV. GOAL 5 MODEL ORDINANCE OVERVIEW
Zechariah discussed the process underway to audit and amend the County code and
Comprehensive Plan to align with Oregon Administrative Rules (OAR). The project is part of
the County’s CLG grant funded projects. The amendments are informed by a 2019 model
ordinance and 2017 updates to the OAR. Zechariah explained the amendments do not
change the designation or protections associated to historic landmarks, whether on the
County’s Goal 5 inventory or the National Register of Historic Places.

V. PRESERVATION MONTH PLANNING
The HLC briefly shared ideas for events and activities for the upcoming May Historic
Preservation Month.
VI. STAFF / HLC COMMENTS
Zechariah offered for the HLC to have a retreat at some point in the year. The Landmark
Commissioners expressed interest in this idea.
Nick mentioned the Board and Planning Commission will have a joint meeting to discuss
land use projects. Nick also shared that the state legislative session kicked off in February.
He is not aware of any historic preservation related bills proposed. A comprehensive plan
update is a significant project on the horizon. He also stated he plans on sharing budget
information with the HLC in the near future. A HLC manual is another project that staff will
be working on shortly and sharing with the commissioners in the near future.
