V. HISTORIC RESERVATION AMENDMENTS / WORK SESSION
Zechariah presented a PowerPoint presentation to the HLC that covered the background
and summary of the proposed amendments to Deschutes County Code (DCC) and the
Comprehensive Plan. He explained the amendments are in line with the 2017 Department
of Land Conservation and Development updates to the Oregon Administrative Rules and
the State Historic Preservation Office 2019 Model Ordinance.
There were several questions from the commissioners regarding what was expected of
them and if any of the amendments were discretionary. Zechariah explained the HLC is
being asked to provide suggestions and, ultimately, make a recommendation to the Board
of County Commissioners. There are few discretionary amendments proposed: 1) deletion
of secretary position as a HLC officer; 2) definition of owner as it pertains to National
Register Resources;1 3) and formatting (e.g., creation of an additional section for
condemnation of a historic landmark).

VIII. ADJOURNMENT
