Box 6005, Bend, OR 97708-6005 (541) 388-6575 bpac@deschutes .org www.deschutes.org/bpac DRAFT -- MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, May 7, 2020, 12:00 to 1:30 pm Virtual Zoom Meeting Members Present: Dave Thomson, Christopher Cassard, Ann Marland, Katie Hammer, Katrina Langenderfer, Scott Morgan, Sam Handelman, and Wendy Holzman. Agency/Organization: Tanya Saltzman (Deschutes County – CDD), Kim Curley (Commute Options), Andrea Napoli (Bend MPO), Jovi Anderson (Bend MPO), Derek Hofbauer (COIC/Cascades East Transit. Call to Order Meeting was called to order at 12:00 p.m. Introductions Tanya provided a brief introduction of virtual meeting procedures via the Zoom platform. Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Approval of Prior Minutes The March 2020 minutes were approved with no corrections. Public Comment There were no public comments. General Updates - Dave  Membership openings: Katie Hammer and Kat Langenderfer will not be renewing their committee membership; other members are encouraged to spread the word regarding recruitment. Those members whose terms are up and seek to continue will be able to do so.  Safe Sidewalks Awards: There were no nominations this year, so there will be no awards.  Big Chainring Awards: Right now the idea is to proceed as usual; nominations in summer with presentations in early fall  Central Oregon Bicycle and Pedestrian Summit: How to proceed? Is it possible to do virtually? Should the event be postponed until next year? Committee will discuss this further at the June meeting.  Virtual meeting feedback request: please provide any feedback to either Dave or Tanya. Page 2 Subcommittee Updates Trails subcommittee – Chris Chris provided an overview of the meetings that were held thus far (Redmond, Redmond Parks, Bend, Bend Parks, Deschutes County, ODOT, La Pine, COIC)  Redmond: Noted a couple of connections outside of the city that would be useful (Cline Butte, Radlands)  Bend/Bend Parks & Rec: had mapped 5 trails already, some of which are in TSP, some should go into future TSP  Deschutes County: discussed TSP and BPAC’s involvement; BPAC recommendations should be very specific, per Peter Russell  ODOT: Information was similar to TSP conversation with the county, except ODOT advised BPAC to be broad and suggest a general vision, rather than specific narrow recommendations  La Pine: need continuing support regarding the CET transportation hub Due to virus and associated complications, the committee has been on hold for the last several weeks. Consider reaching out to agencies regarding their bandwidth to continue? Community connections subcommittee – Sam  Sam spoke to Chris Doty, who noted that there’s not much the County can do to facilitate these community connections  ODOT has a lot more control in terms of these community connections  Redmond BPAC would like a lot of these connections, but feels the bottleneck lies at the County  Next step: develop a vision statement  Consensus is that the vision statement (and/or specific recommendations) should be blended between the two subcommittees in order to present a unified statement to the County (whether with respect to the TSP or in general). Chris, Sam, and Dave will consider first and determine next steps. CET Updates - Derek Current service updates:  Due to COVID-19, bus service is currently on a Saturday schedule, and weekend service is suspended. Hoping to bring back more service in June in order to provide service to essential workers  Crews are doing extra cleaning throughout the day, utilizing social distancing, and buses are utilizing rear boarding only to minimize contact, requiring face masks as of April 20  Service has been fareless since March 21 and this will likely continue for next few months Additional items:  STIF funds: getting scope of work together now, working with Commute Options; obtaining smaller, more nimble vehicles in the fleet in order to better navigate narrow street width  Currently working on: two new Bend routes (NE and SE); a fixed route study in Redmond, and a deviated flex route will run in Redmond until then  Federal Lands Access program between Mt. Bachelor and Elk Lake is moving forward and planned for 2022 Page 3 Committee Reports  COACT will be meeting next week via Zoom Regional Updates  South County: Wickiup Junction meeting will be rescheduled to date TBD  Sisters:  Building a new paved trailhead with toilets;  There is a group of people who are delivering prescriptions and groceries around town (in non-COVID times the tasks differ slightly) but ideally a fixed-route service would help address these needs  Redmond: added mile markers to some trails in the city  Deschutes County:  Planning and Road Department staff met last week to begin early work with consultant for 2020-2040 TSP Update, which will include a bike/ped component. The advisory committee will include a BPAC representative; the advisory committee’s membership is still in draft form and staff still needs to run the draft by the Board of County Commissioners.  Planning is beginning to draft a two-part TGM grant application to 1) Update Tumalo Community Plan of which one component will be updating the bike/ped portion and 2) a trails plan based on the Sisters Country Vision. The Board will need to approve the TGM grant application prior to submittal.  Commute Options – Ran a telework perks contest in April, in which 218 new people signed up via Get There. Another promotion will happen on June 1. In general, looking at policies that can encourage employers to encourage teleworking even after restrictions due to COVID are lifted.
