MEETING MINUTES
DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
Thursday, June 4, 2020, 12:00 to 1:30 pm
Virtual Zoom Meeting
Members Present: Dave Thomson, Christopher Cassard, Ann Marland, Rick Root, Dave Roth, Mark
Smith, Sam Handelman, and Wendy Holzman.
Agency/Organization: Tanya Saltzman (Deschutes County – CDD), Ashley Hooper (Cascades East
Transit/COIC), Chris Cheng (ODOT)
Call to Order
Meeting was called to order at 12:00 p.m.
Introductions
Tanya provided a brief introduction of virtual meeting procedures via the Zoom platform. Attendees
of the meeting introduced themselves and, if applicable, identified the organization they represent.
Approval of Prior Minutes
The May 2020 minutes were approved with additions to the attendees (Rick Root and Dave Roth).
Public Comment
There were no public comments.
General Updates - Dave
Membership openings: Tanya will coordinate with the County to put out a press release
announcing recruitment for four members. A subcommittee will then conduct interviews—
number and format to be determined depending on the number of applicants. Wendy, Chris,
and Mark expressed interest in being on the subcommittee.
Subcommittee Updates
Trails subcommittee – Chris
Community connections subcommittee – Sam
Both committees had no specific updates but expressed interest in moving forward, noting
that the ball is somewhat in the County’s court rather than individual communities with
respect to trails. Participation in the TSP is critical to this.

ODOT Updates - Chris
Chris provided a rundown on numerous active ODOT projects and how they may relate to bike-ped
issues:
U.S. 97 Terrebonne Lower Bridge Way: Construction to begin in 2022. Pedestrian concerns
around the school; potential Sisters to Smith Rock bicycle route
OR 242 McKenzie Pass: Paving project will widen and add bicycle parking. Construction slated
for 2022
OR 126 Redmond-Powell Butte: Primarily a paving project with some sidewalk infill
Bend North Corridor (between Cooley and OB Riley): interchange realignment, future
roundabouts, and a future multi-use path. More details as this project continues.
US 97 Nels Anderson-Romaine Village: Primarily repaving and general cleanup. ODOT is
looking into potentially using Nels Anderson as a bicycle route.
US 20 Tumalo-Cooley: New roundabout in Tumalo plus repaving; there is potential for a
below-grade multi-use path but this part of the project lacks funding
US 20 Mervin Sampels-Greenwood: As previously discussed, buffered bike lanes, a 2-stage
left turn at OB Riley intersection
US 20 3rd Street-Purcell: Paving, enhanced crossing at 4th Street, realigning the 12th Street
RRFB
US 20 Ward-Hamby Roundabout: safety project, replacing the intersection with a
roundabout; widening of shoulders with potential for sidewalk
Bend-Lava Butte multi-use path: In planning now; soon will narrow down potential
alignments. More to come in future BPAC meetings
Lava Butte-La Pine multi-use path: Currently has planning funding only
US 97 S. Century to USFS boundary: primarily repaving
Chris requested feedback on KPM (Key Performance Measure) metrics for bike lanes and sidewalks
in jurisdictions. The current structure is not an effective measure for many reasons, such as
jurisdictional transfers, and lacks nuance. He welcomes any idea on how to improve this to provide
more detail, or examples from other locations.
Committee Reports
COACT: County Commissioner Patti Adair is now the chair. Many communities weighed in on
transportation in relation to COVID
Bend MPO TAC: The Bend TSP will have a draft online shortly; additional updates from the
TAC will be provided via email in the interest of time.
Regional Updates
South County: Observation: Paths have been extra busy during COVID, almost to the point of
overcrowding

Sisters: New trailhead to Three Creeks Lake is almost complete
Deschutes County:
Board approved adding US 20/Cook-O.B. Riley and US 20/Old Bend-Redmond roundabouts
to the County TSP
County is developing a Scope of Work for TSP consultant; the TSP will include an advisory
committee on which a BPAC member will serve
Onsite construction work has begun on the Sisemore Rd Bridge Rehabilitation project. The
project includes repair and strengthening of the historic Bull Creek Bridge on Sisemore
Rd. The project is anticipated to be completed by September 18, 2020. Sisemore Rd will be
closed at the bridge to all traffic (including bike and pedestrian traffic) for the duration of
the project.
COIC/CET: As of June 1, CET is almost back to full force with regular weekday service (still no
weekend service however). The La Pine-Sunriver route launched; since it is a pilot project, there
is potential for the route to change with demand.
Administrative note: Due to time constraints, the discussion of the Summit and of BPAC’s position
on e-bikes will be pushed to next month’s meeting.
