HomeMy WebLinkAboutJAN 25 2017 MINUTES Deschutes County Health Services Public Health Advisory Board MINUTES MINUTES January 25, 2017 12:00 – 1:30pm Stan Owen, DCHS Building 2577 NE Courtney Drive, Bend Facilitator Kate Wells, Interim Chair Staff Coordinator Tom Kuhn, Community Health Manager Scribe Lisa Michael Next Meeting February 22, 2017, Health Services – Stan Owen Topic and Lead Introductions & Approval of December Meeting Minutes The Board and guest speakers went around the room and introduced themselves. Jim made an observation that the Board should review the minutes, give feedback and follow-up on critical discussions. Key points should be incorporated in the minutes in order to have a paper trail and be accountable to the BOCC. Chuck asked how we are enhancing our relationship with the BOCC. Tom said no meeting has been scheduled yet due to a new commissioner coming on Board; however, will be forthcoming sometime in March. He also mentioned that the BOCC meets every Monday and Wednesday for their work sessions. Tom said we could add a line item to include action items in the minutes from now on. Jim agreed and proceeded to move to approve the minutes from the December meeting with a second from Steve. The Board unanimously voted in favor of including action items and approved the December minutes as submitted. Brief Announcements & Unfinished Business Tom announced that Mike Shirtcliff sent in a letter of resignation and requested that Sharity Ludwig replace him. Sharity will go through the standard application and interview process in order to be officially appointed to the Board. Tom also sent out an email about the open Board Chair and Vice Chair positions. There was positive feedback about Kate staying on as Chair. To make it official, Robert moved to approve Kate as Chair with a second from Keith. The Board unanimously approved. Tom asked if anyone was interested in the Vice Chair seat and told members to let him know. Measuring Community Health priorities and metrics Jenny and Channa gave a PowerPoint presentation on the Integrated Management System (IMS) and how DCHS is monitoring our metrics and priorities. The IMS was designed to track regional progress of all three counties (Deschutes, Jefferson and Crook) through help from several master plans. Each year, DCHS follows an action plan guided by development through the RHIP and RHA. The RHA creates a mid-point update and allows for community input. The RHA also generates a report every 5 years on Central Oregon community health statistics and trends. Jenny uploads these statistics, along with other community reports, onto the County “To promote and protect the health and safety of our community.” Updated 8/4/20 website for public viewing. These reports are also available on the COHC website. The Strategic Plan guides the operation of more than 50 programs, which aids in determining our yearly budget. Program specific measures are tracked either by the Strategic Plan or program operational plans. Approximately 40 metrics are tracked at the Strategic Plan level using a Cloud-based performance management system called AchieveIt! Staff meet midyear with regional partners to give updates of our progress by early Fall. Channa and Jenny keep tabs on quality improvement plans and update data when necessary in order to keep track of our work and stay accountable by creating action items. Each program has a dashboard of progress and with the use of AchieveIt! we can review problem areas and make revisions where needed. AchieveIt! reminds us when to update measures and has helped in accomplishing 80% of these updates on time. Every program has a purpose, outcomes, metrics and action items for the year and each program manager presents their operational plan to department and division management yearly. Monthly meetings are held and open to all staff for comment. Health Heroes Discussion Tom stated only one group was nominated for the group award, which was BestCare Treatment Services. There were four nominations for the individual award: Dr. Jessica LeBlanc from Mosaic Medical, Kimberly Swanson from St. Charles Family Care (Redmond), The Center and Chair of the Pain Standards Task Force, Rebeckah Berry from COHC, and Dr. Laura Pennavaria from the LCHC. Tom asked the Board if they would like to vote now and choose the winners or vote off-line. After some discussion about the candidates and their background, and whether or not the Board should continue to elect PHAB members or their groups, the Board decided to vote during the meeting and elect co-winners for the individual award. Steve motioned to elect Dr. Swanson and Rebeckah Berry for the individual award and BestCare for the group award. Keith seconded the motion and the Board unanimously approved the three nominations. Tom and Kate will speak with Markian Hawryluk, Health Reporter for the Bend Bulletin, to cover the story. The winners will be notified in March and plaques will be awarded in April. Shared Future Coalition introduction – How can we work together on youth marijuana prevention? Julie gave a PowerPoint presentation on the Shared Future Coalition (SFC) with assistance from board members, Chris Cheng and Barb Stoefen. The SFC, which was formed in 2012, focuses directly on alcohol, marijuana, tobacco products and prescription drug use. The Board is comprised of 12 to 18 members from various industry sectors and oversees and advocates for related work. The Board is accountable to funders and the community and presides over 6 sub-committees: Youth Advisory, Street Team, Communications Development, Rx Drug Assessment, Bend River Project and Tobacco Retailer Compliance. Every board member serves on at least one of these committees. With Marijuana currently in the limelight, the SFC is focusing on use prevention for those under age 21. The Coalition recognizes the fact that there is a lot of controversy over policy and opinion regarding marijuana use, and that the implications of recreational and medicinal marijuana are not well understood. Research has proven the potential to cause short and long term health effects leaving youth under the age of 25 and other vulnerable populations more susceptible to these effects, which may reduce thinking, memory and learning functions. As it stands, the use of recreational marijuana is illegal for use by Oregonians under 21; however, there is no recommended use of medicinal “To promote and protect the health and safety of our community.” Updated 8/4/20 marijuana for minors, except for specific medical conditions as recommended by a medical professional. The SFC’s goal is to create public awareness campaigns for teens and their parents promoting several messages: learning the actual consequences that marijuana can have on your life, the risks of driving while high, engaging parents in a conversation with their children about it and conducting substance abuse presentations in area schools. On a positive thth note, Julie said that current data indicated a decrease in use amongst local 8 and 11 graders within the past 30 days resulting in a lower use rate than the State average. Multiple government agencies, including all three school districts, have included the prohibition of marijuana use in their no-smoking policies. On the flip side, over 40% of local traffic accidents involved speeding or driving under the influence of drugs or alcohol. The SFC is working on forming a multi-sector committee to implement comprehensive prevention efforts while assessing conditions and prioritizing in what direction they want to proceed. Julie asked if PHAB could endorse the SFC and consider forming a joint committee to align work, but operate separately. Action Items: 1.
