Introductions & Approval of May Meeting Minutes
Introductions were made and the May minutes were deferred due to a lack of quorum.
Brief Announcements & Unfinished Business
Tom mentioned that he met with Keith, Rebeckah, Hillary and the BOCC but will discuss their
meeting at a later date.
Legislative Update:
All the legislative bills we are watching are still on hold. SB 27 (water system fee increase) is
at the Governor’s desk for signature. Tom will know more in a week or so and will email the
board with updates.
Health Hero Awards:
Laurie Slye, who is an in-home RN at Partners In Care, won the individual award and was
nominated by Lisa Hurley, who got up and spoke about Laurie’s experience and efforts.
Pacific Crest Affordable Housing won the organization award who was nominated by Erin
Solomon. Unfortunately she was unable to attend so Ben Bergantz, Pacific Crest Resident
Services Coordinator, got up and spoke briefly about his company and their mission.
Social Determinants and Public Health
Hillary and Channa spoke about the DCHS mission and the role of public health. In 1948, the
WHO quoted that “health is a state of complete physical, social, and mental well-being, and not
merely the absence of disease or infirmity”. The role of public health is what we as a society
do collectively to assure the conditions in which all people can be healthy. Hillary noted that
the state requires us to adhere to specific requirements by providing the following:
1. Prevention and health promotion
2. Direct services
3. Healthy people and families services
4. Population health (meaning whether you are a resident or just visiting).
Hillary told those in attendance that they were invited to this meeting because they possess

some kind of expertise in public health, social determinants, or both. DCHS wants to share
feedback in what we see as social determinants. There is another meeting scheduled
tomorrow in Redmond. Hillary asked what we should be doing and what strategies we should
be using and collaborating with partners on. DCHS is just finishing the RHA, which will be
published in August. Several feedback surveys are being conducted among partners and the
community from different citizen groups. The BAR HII Assessment was initiated last year to
measure how well we are doing regionally. Survey results reflected that staff was actually
harder on themselves than the general public. The RHIP will be completed by January 2020,
then we will start work on the strategic plan region wide. There are 10 essential services and 5
key social determinants of health:

Some examples of how public health services can address social determinants were provided as
follows:
Monitor health status to identify and solve Ensure health assessments and data include
health problems. SDOH & engage multi-sectoral partners (i.e.
RHA).
Mobilize community partnerships & actions to Engage & collaborate with community
identify & solve health problems. members & non-traditional partners, such as
housing authorities, law enforcement,
schools, & community organizations.
Link people to needed health services & Educate community members about their
ensure the provision of care. eligibility for & access to entitlement
programs like Medicaid, including its medical,
mental health & housing benefits.
The BAR HII Assessment conducted among staff and the community resulted in 6 topics of
concern:
1. Poverty and economic disparity
2. Housing and homelessness
3. Substance abuse and addiction
4. Public transportation and alternative commute options
5. Access to care
6. Mental health and lack of access to services (this area is a top concern).
Of those surveyed, 76% agreed we are addressing these concerns. One hundred percent of

partners think we should play a role, while 50% are split on our focus. The Strategic Plan
helps to guide us in what to do. The Health Equity Report was completed as part of
modernization and can be found on-line for review.
Hillary asked everyone to break up into small groups of 5 or more and select or identify a
public health topic specific to social determinants or health equity, then propose at least one
suggestion on how we can proceed with addressing these topics and engage partner
organizations.
The groups came back to discuss their topics, at which time Channa collected their feedback
and will email a summary of her notes at a later date.
