Introductions and Approval of September & October Meeting Minutes
Introductions were made and Rebeckah asked for a motion to approve the September and
October minutes. Steve requested a correction to the October minutes regarding being
misquoted. With that edit, Jim motioned to approve, which was seconded by Robert. The Board
unanimously approved the minutes as submitted.
Brief Announcements & Unfinished Business
Jim shared with the group that he sent Tom and Dave an interesting news article regarding
immune memory being affected by measles. Tom said he will forward this data to the group.
Guest Vanessa Sheets, former health journalist and public health community educator,
attended the meeting to represent the 35,000 children across the state who rely on nonmedical
exemptions for vaccines at schools. Vanessa explained that she and the other guests protect
children’s informed consent rights, and discussed the rise of chronic illness in children related
to vaccines. Vanessa said she will share more CDC information with Tom, and asked that he
forward to the full group.
Kate Wells resigned from the PHAB due to her position changing at PacificSource. Tanya Nason
was recommended to take her place as being the conduit between health workers and
community members to the health plan. Hillary asked if PacificSource is participating in
universal home visiting. Tanya explained they are partnering with the regional effort with the
hope to embed more doulas in the health plan. If Tanya chooses to join the PHAB, a formal
application and an interview are to follow as next steps.
Rebeckah provided the group with an overview of the 2019 American Public Health Association
Annual Meeting and Expo she attended on November 2-6. She shared that the event had 3 full
days of opening sessions and breakout sessions, with 250 options in each block to choose
from. Rebeckah said she attended numerous interesting and diverse sessions and will share her
full notes with the PHAB once finalized.

Tom reminded the PHAB that one of their major roles is supporting Deschutes County Health
Services in their accreditation efforts. He updated the group that a final site visit was
conducted for re-accreditation, and the county was only questioned about one item. DCHS
Quality Improvement Analyst Channa Lindsay will be joining a future PHAB meeting to discuss
this process in further detail.
Tom provided the group with a handout that depicted updates from the October 2019 Board
Retreat. He said he will update the group at the next meeting as he wants Keith to be present
for the discussion.
Regional Health Improvement Plan Update
Rebeckah shared that the final draft of the RHIP is currently under review, and reminded the
group of the 6 priority areas that were identified:
1. Upstream Prevention: Promotion of Individual Well-Being
2. Promoting Enhanced Physical Health Across Communities
3. Behavioral Health: Increased Access & Integration
4. Substance & Alcohol Misuse, Prevention and Treatment
5. Stable Housing & Support
6. Addressing Poverty and Enhancing Self-Sufficiency
Rebeckah added that 24 metrics are included in the RHIP that can be updated on a yearly basis
to help track progress. She explained that 30 different organizations contributed to the creation
of the document, and the draft will be finalized on December 6 with an official release on
January 9, 2020. More discussion to come at next month’s meeting.
Environmental Health Fees
Eric Mone and Tom shared a presentation with the group and explained that they will also be
presenting it to the BOCC at an upcoming meeting. They asked that the PHAB provide
feedback and constructive criticism on the presentation before going before the BOCC. Eric and
Tom will be requesting a letter of support from the PHAB regarding environmental health fee
increases and a 1.0 FTE position that the fee increases will help support.
Eric and Tom highlighted the following topics during their presentation:
FY 10 Facility Statistics
The busy times in Environmental Health
Photos of issues found
Environmental Health customer service and how issues can be reported
FY 19 restaurant license revenues
Restaurant fees comparisons and the proposed increase
Increased revenue for FY21 and the anticipated budget
The increase in mobile food units and the need for a 1.0 FTE position to assist with
inspections of these unites
Eric provided a handout to the group that highlighted revenue for Environmental Health. He
shared the team is under a great deal of pressure due to the large increase of inspections that
are needed in Deschutes County, primarily related to the doubling of mobile food units within
the past 5 years. The BOCC approving the fee structure fir FY21 would allow for additional
revenue to support the 1.0 FTE EH inspector that is greatly needed as the number of mobile
food units continue to rise causing a heavy workload for the small EH team.

Robert, Jim, and Rebeckah motioned to approve a letter of support for the increase
Environmental Health budget on behalf of the PHAB.
