Topic and Lead
Introductions and Approval of September, October and December Meeting Minutes
Introductions were made and Jim motioned to approve the September minutes as submitted,
which were seconded by Dave. Peter motioned to approve the October minutes as submitted,
which were seconded by Jason, and Rebeckah motioned to approve the December minutes as
submitted, which were seconded by Jim. The Board unanimously approved all minutes as
submitted.
Brief Announcements & Unfinished Business
Rebeckah announced that the RHIP has been published and passed one out to each board
member. Rebeckah mentioned that the RHIP is also available for review on the COHC website.
She noted that four of six initial workgroup meetings have been conducted trying to restructure
and bring funding back into the region.
Tom and Keith met with State Representative Cheri Helt and Chief of Staff Sam to discuss
current legislation and immunizations. Cheri has expressed she fully supports public health
modernization and is open to speaking at a future PHAB meeting. She will not be available in
February; however, as she will be attending the legislative short session. Dave said he could

meet with local legislators in Salem on February 6 as a PHAB representative. The session

starts on February 3 and continues for five weeks until March 8 and the bills up for review
were submitted last Friday. Cheri is also supporting the ban on flavored vaping products. Tom
mentioned there were no immunization bills on the docket this time as far as he knows. He is

working on a support letter just in case Cheri asks for one from PHAB. Starting February 4,
Tom will meet with the BOCC every week during the legislative session for updates.
Health Heroes:
Tom asked if the board wants to continue the nomination process as in the past or if any
changes should be made. Since Tanya is new to the group, Tom explained how it works.
There was a short discussion about creating a press release before and after the heroes are
elected. Heather and Morgan work with Whitney, the county PIO, on all press releases. Dave
said he would like to continue as is, while Jim asked how clear are we about what we are trying
to accomplish. Is there a better way or a different more targeted approach the board may

want to take? Tom’s thoughts were to work towards something more streamlined for next year
and get an earlier start on the process. Rebeckah said we could partner with Jefferson and
Crook Counties, while Hillary noted there is an opportunity for public health education during
acknowledgement of public health week. Tom said the board should move up the nomination
period for next year. Rebeckah can send out a list earlier, while Tanya can send out a
message to her people.
PHAB Retreat Priorities Review
Keith asked if there were any questions since the retreat. The Board decided on three main
priorities to concentrate on and three exploratory areas to discuss as time allows:
Priorities:
1. STI’s/Infections
2. Teen Pregnancy and Reproductive Health
3. Immunizations/Vaccines
Exploratory areas:
1. Veteran Homelessness
2. Unintentional Injuries
3. Emerging Public Health Threats
Keith asked the board to break into small groups and come back to the table with ideas to
discuss as a whole. He asked the board to think about what is the most effective and feasible
way to address each topic and devise an action plan.
Brief reports from each group:
Immunizations – Keith and Jim
Keith spoke about building a road map in assisting the BOCC and state representatives in
legislative policies, while Jim said best efforts should be used to view the larger picture and
other objectives.
Sexually Transmitted Disease/Infections– Dave and Jason
PHAB should reach out to the community, school board and long term care facilities about STI
impact and harm reduction. Jenny would be a good source in providing statistics and creating
a slideshow to various partners and community members. Dave explained the campaign as a
two-prong approach specifically interfacing with the school board and educating the community
and long term care facilities on the statistics.
Teen Pregnancy/Reproductive Health – Rebeckah, Charla, Tanya, Peter and Steve
Peter mentioned since pregnancy and STI’s generally go hand-in-hand, pregnant teens and
those with an STI could be the same people. With the school district superintendent leaving
soon, we may be able to get a foot in the door to educate about STIs and safe sex practices.

The school district has already held meetings on January 16 at La Pine High, Sky View and
Cascade Middle Schools asking for public comments on school issues. Charla will set up a
meeting with Amy Tatum from Bend School District and Rebeckah will contact Liz Goodrich
from Redmond School District to build a bond and discuss safe sex practices in the schools.

Amy has already met with Gilchrist and Crescent schools and they agreed it’s a necessary topic.
Peter will speak next week with Paul at ESD.
Tom said he will follow up with the BOCC on the things PHAB is working on.

The board met for a scheduled executive session.
