Box 6005, Bend, OR 97708-6005 (541) 388-6575 bpac@deschutes .org www.deschutes.org/bpac MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, October 1, 2020, 12:00 to 1:30 pm Virtual Zoom Meeting Members Present: Dave Thomson, Christopher Cassard, Rick Root, Ann Marland, David Roth, Sam Handelman, Mason Lacy, Rachel Zakem, David Green, Wendy Holzman, Ken Piarulli, Mark Smith. Agency/Organization: Tanya Saltzman (Deschutes County – CDD), Kim Curley (Commute Options), Barb Campbell (Bend City Council), Andrea Napoli (Bend MPO), Chris Cheng (ODOT). Call to Order Meeting was called to order at 12:00 p.m. Introductions Tanya provided a brief introduction of virtual meeting procedures via the Zoom platform. Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Approval of Prior Minutes The September 2020 minutes were approved pending correction of 1) corrections to the description of the U.S. 97 projects, 2) noting that the committee approved the new officers, and 3) rewording of a Big Chainring award criterion. Public Comment There were no public comments. General Updates – Dave Redmond BPAC seat  Ken Piarulli has been officially confirmed by the City of Redmond and the Board of County Commissioners as the Redmond representative. 2020/2021 Meeting Schedule  Dave distributed a draft meeting schedule. Since meetings will continue to be virtual for the time being, this calls into question the regional meetings. After discussion, the committee agreed that it would still hold regional meetings virtually, but the discussion topics will focus on that region. Page 2  November’s meeting will focus on South County (originally scheduled for October). Big Chainring Award discussion  There were four submissions received for the Big Chainring Awards this year: Ariel Mendez (Individual category), Sunriver Police Department Bicycle Patrol (Public Agency category), Patrick Eckford (Peter Hansen Memorial), and Lucas Freeman (Peter Hansen Memorial).  The awards subcommittee reviewed the applications and determined all four were valid  The group discussed the applicants and noted that Patrick had been previously recognized by BPAC for Big Chainring Awards but not within the last three years so is still eligible.  BPAC members will submit votes via email within the next day  Tanya to check on if the County traditionally does a press release about the winners Annual Report to Board of County Commissioners Each year, a subcommittee puts together an annual report for the BOCC highlighting BPAC’s achievements, milestones, and notable actions.  Dave called for volunteers to create the report (tentatively Rick, Rachel, Annie, David Green, and David Roth)  Usually the annual report is presented along with the Big Chainring Award to the BOCC in a public meeting. This year, there is consideration of splitting the two into two different meetings, particularly given the election cycle and its effect on the BOCC’s schedule. Tanya will look into possible dates for both meetings—potentially October or November for the Big Chainring and January for the Annual Report. Commute Options Program Updates  The Get There Challenge is on! This year, the challenge will be a bit different, owing to the changes in commuting and work patterns. Participants can log trips and also unlock achievements, skill builders, and quizzes to gain points to be entered to win prizes.  The Oregon Friendly Driver Course is now online. BPAC members got a sneak preview of this a couple months ago but it is now available to the public. Traditionally, Commute Options has primarily reached cyclists and pedestrians; reaching drivers through this program represents a huge addition to the population they serve. External Committee Reports COACT: Met September 10; discussed the Oregon Community Paths project, which will be addressed in the ODOT update in this meeting (see below). Given that this meeting took place during the series of catastrophic wildfire events throughout Oregon, much of the discussion focused on road safety during wildfires. Bend MPO TAC and US 97 Parkway Project:  MPO meeting was cancelled  Rick clarified the two projects addressing U.S. 97, as noted above in the corrections from the September minutes. Page 3  In the ODOT study evaluating interchange location ideas and how it would connect to Juniper Ridge, the plan also includes evaluating separated trail connections from new interchange down to Cooley Road, likely on the west side of the railroad. Other Updates Redmond:  The annual bicycle/pedestrian count unfortunately was cancelled due to the severe smoke conditions in the region.  Staffing: Scott Woodford (Planner) has left to pursue an opportunity at the City of Sisters. Deschutes County:  The County seeks BPAC representatives for the TSP update and for the TGM grant. The TGM grant encompasses two projects: Sisters trails and the Tumalo Community Plan. BPAC can determine if it would like to provide one representative for each of the two TGM grants or one for both. The TSP is expected to begin in the next couple of months, whereas the TGM grants will not begin until early 2021.  Tanya will provide the group with additional language describing the scope of each of the TGM projects.  Concerning the TSP, BPC will establish a subcommittee to address issues in the TSP, but there will be one official BPAC Citizen Advisory Committee representative. A larger discussion is warranted to discuss the preferred method for BPAC to participate in the TSP in terms of specific recommendations. ODOT:  Oregon Community Paths Program: This program has between $14 and $19M to distribute for projects statewide; deadline for letters of interest is October 31  Safe Routes to Schools applications are in and currently being scored  U.S. 20 - Greenwood to Purcell (curb ramps): starting, will be in future agenda  Bend North Corridor project: will be brought to BPAC as a future agenda item  TGM grant was awarded [in addition to Deschutes County] to the Bend MPO for mobility hubs COIC/CET:  The transit master plan was adopted on September 3 by the COIC Board  CET has been working with Mt. Bachelor on a shuttle for both staff and patrons  Currently working on a feasibility study of a Redmond full fixed route. This would be a step beyond the deviated fixed route  New NE and SE Bend routes: currently working with neighborhood associations to fine-tune the routes, which would start in July 2021 Meeting Adjourned at 1:37 pm Next Meeting Thursday, November 5, 2020 – 12:00 to 1:30 pm - Virtual Meeting
