COORDINATING
A meeting of the Public Safety Coordinating Council was held at 3:30 p.m.
on Tuesday, April 7, 2020 via Zoom Conference call.

1. CALL TO ORDER & INTRODUCTIONS:
Ken Hales called the meeting to order at 3:32 p.m. and introductions
were made of committee members and of members of the call.
2. APPROVE PSCC MEETING MINUTES:
The minutes of February 4, 2020 were approved unanimously.
3. PUBLIC COMMENT:
None presented
4. Public Safety System Response to COVID-19
Ken Hales asks members of the group to weigh in on their operation
status and what they are doing in this time of crisis. For his department,
Adult P&P is seeing a 90% percent reduction in operations along with
suspended office visits and field visits unless completely necessary. All
work has gone virtual. His staff have been very productive working
remotely. Adult PO's are not doing home visits unless needed. Chief
Darling reports that his office is managing well and PPE inventories are
good. They are trying to maneuver county Orders set by county
Commissioners the last week or so pertaining to short term rentals. No
enforcement on these Orders has happened as of date. John Hummel
add that there are no court hearing other than by phone although
intakes are still happening. Several citizens have been released from jail
and only the repeat serious offenders remain. Mr. Hummel also reports
that he does have staff in office and working remotely. Chief Porter
mentions there is only 5-8% drop in calls happening in his area
otherwise everything is going well. Chief Tarbet explains that his mask
supply will only last about two more weeks and 911 calls have gone
down although suicide rates have gone up. Sheriff Nelson thanks
everyone for working together as Public Safety responders in our
community working to keep everyone safe. Keith Witcosky adds that
regional fire departments have had conversation about wearing masks
on all calls. Chief Porter mentions that they will probably move that
direction as well. Jeff Hall and his staff are following state orders when it
comes to court dockets and hearing. Staffing is the biggest challenge.
Judge Ashby mentions the importance of keeping the court system
moving.
On another note, Justin Livingston adds that Juniper Ridge notices for
the City of Bend water project have been pushed back due to the
pandemic. The project is still taking place. He thanks all public agencies
for their time and effort. Commissioner DeBone thanks everyone for
their cooperation helping facilitate the recently published County
Commission Board Orders on Short Term rentals and Outdoor Mass
Gatherings.

S. Crime Prevention Fund
Ken Hales explains the background to the Crime Prevention Fund.
Hillary Saraceno adds additional background information. The fund has
been static through the time that it has been in place. The fund
supports Functional Family therapy and electronic monitoring costs for
indigents on pretrial release within the community justice department.
Tom Anderson adds that this fund is geared toward crime and
prevention as well as alternatives to incarceration. He suggests that the
recommendations to go fourth with this funding start with PSCC before
going to BOCC and the county budget committee. Commissioner
DeBone wonders which program through the county will be effected.
Hillary Saraceno and Sarah Peterson explain that there are partnerships
with family resources and healthy families which people are identified
through their probation officer. Mr. Hummel asks where the source of
funds come from which Mr. Anderson responds that they come from the
county general fund. Mr. Hummel believes that the discussion should be
left to the county budget committee. Melanie Kebler asks if the
committees will reach back out to PSCC throughout the process.
Commissioner DeBone mentions that the first step would be getting to
know the committees involved first. Mr. Anderson does agrees that it is
budget committee decision with PSCC input.
6. OTHER BUSINESS:
Judge Ashby mentions that the courts are continuing to stay busy
amongst the closures.
ADJOURNMENT: There being no further discussion, the meeting was
adjourned at 4:14 p.m.
