Minutes of Meeting
Tuesday, August 4, 2020
A meeting of the Public Safety Coordinating Council was held at 3:30 p.m.
on Tuesday, August 4, 2020 via Zoom Conference call.
Council Members Present:

Also present were Trevor Stephens, Tanner Wark, Brian Kindel, Donna Mills, Holly
Harris, Heather Dion, Emily Conlee, Brandi Shroyer, Deevy Holcomb, Gail Bartley
and BOCC Administrative Assistant Samantha Pepper.
1. CALL TO ORDER & INTRODUCTIONS:
Judge Ashby called the meeting to order at 3:32 p.m. and introductions
were made of committee members and of members of the call.
2. APPROVE PSCC MEETING MINUTES:
The minutes of July 7, 2020 were approved unanimously.

3. PUBLIC COMMENT:
None.
4. Justice Reinvestment Initiative Victim Services Grant
Trevor Stephens introduces Heather Dion of CASA of Central Oregon.
They were able to serve 88% of children in Deschutes County through
this grant. Of those children, 39 child abuse offense. With the COVID
pandemic there are more children coming into care. CASA trainings
have moved online to hopefully get more volunteers for the huge
need. Gil Levy introduces himself with Kids Center which also helps
prevent child abuse in the community an aid with advocacy. They
have helped 238 children who have suffered from abuse this year
alone. There is always a therapist on duty at the center. These funds
target access to services to so they have strived for virtual access
recently. Gail Bartley introduces Mary's Place and explains what their
funding is used for. Most of their JRI funding helps support two
administrative staff who serve 77 families. With the pandemic, all
visits are virtual by Zoom. There are still in person supervised
exchanges between parents with extra protection.
Ken Hales moved to approved and submit Justice Reinvestment
Initiative Victim Services Grant. Justin Livingston seconded. All
in favor.
5. Quarterly JRI Report
Trevor Stephens states that him and staff just submitted quarter
three and four of the report. They have switched to virtual office
visits. MRT and Moving On therapies are completely virtual because
of the pandemic. The first cohort data was just released. There are 4
pre trail people in right now.
6. IMPACTS Grant
Holly Harris explained the background of the IMPACTS grant. The grant
lasts for two years. Deschutes County was in the top 4 of recipients. The
county received about $2.4 million dollars. This grants will fund the
County Stabilization Center for 24/7 service, Security Costs and
Administrative costs associated with managing the grant. Brandi
Shroyer explains the Forensic Assertive Community Treatment team
(FACT). They focus on low level misdemeanor crimes and how they can
help these individuals by being active in positive services. The grant
helps with services for individuals who have been booked into jail 4 or
more times in a year. Holly and her team have been working on a project
that help identify these people when the police goes on a call so MCAT

can be called at the same time. Stabilization data so far (June 8v July
2020) - 110 citizens served, 137 in-person visits, 21 law enforcement
drop offs, 12 children and 125 adults. Melanie Kebler asks what
intercepts are. Holly states by at least 0 or 1. Hopefully they are cited
but not charged. They are tracking time that law enforcement is at the
center, the average being 3 minutes. Donna Mills asks how confident
staff of the center are to fully staff the Stabilization center quickly. The
pandemic has been challenging but with a little more pay they are
hopeful. Judge Ashby commends Holly and Brandi on their hard work
for this large project.
7. OTHER BUSINESS:
• Justin Livingston updates on Juniper Ridge. Many camps moved to the
north side which the city is trying to find services for. REACH has
been helping Juniper Ridge residents. The City of Bend has received
$2.6 million through CARES funds. Much of this money will support
small businesses, childcare resources and rental assistance for
people who have been effected by the pandemic.
• Judge Ashby mentions that the courthouse just concluded another
court room remodel. The main courtrooms are set to start remodel
the first of the year. The courts are looking for other spaces to hold
trails. The county fairgrounds is the top contender. He thanks the
County for their over pouring support. They are giving video another
try in the future.
• Tony DeBone states that the fairground is being advocated for as of the
County Commissioner Board meeting yesterday.
ADJOURNMENT: There being no further discussion, the meeting was
adjourned at 4:25 p.m.
