Minutes of Meeting
Tuesday, December 1, 2020
A meeting of the Public Safety Coordinating Council was held at 3:30 p.m.
on Tuesday, December 1, 2020 via Zoom Conference call.

CALL TO ORDER & INTRODUCTIONS:
Meeting was called to Order at 3:30pm.
2. APPROVE PSCC MEETING MINUTES:
The minutes of August 8, 2020 were approved unanimously.
3. PUBLIC COMMENT:
None.
4. JRI PRETRIAL SERVICES- GRANT EXTENSION
Chief Deputy District Attorney Mary Anderson asks for committee
support to apply and extend the JRI Pretrial Services Grant. This grant
would support a Deputy District Attorney, pretrial deputy and a court
administrative analyst. These are supplemental funds. Total request is
just over $165,000 dollars which would cover about six months of
wages. Judge Ashby asked how she would describe the program now.
Ms. Anderson believes the program is doing well and there is much hope
to continue the success. Paul Kansky asked how this grant would be
impacted by reduced drug prosecution in light of recent passage of ballot
measure 110. Measure 110 impacts are not related to the grant program
as it focuses on prison -eligible drug and property offenders. Judge
Ashby mentions his full support and if they need anything else to please
let him know. Tom Anderson clarifies that the funding would run out in
Dec 2021 unless Sheriff's Office can get additional funding.
Ken Hales moves to approve supporting JRI Pretrial Services grant.

S. COURT BUSINESS PROCESSES UPDATE
Court Administrator Jeff Hall updates the committee on the courts. The
courtroom at the Fairgrounds is up and running. The court is operating
hearings mainly by telephone while moving toward video. A couple
courtrooms are in the process of installing video capability. He mentions
that two new judges will be added to the bench in the Governors
upcoming legislative sessions this year. Mr. Hall mentions that the state
court administrator office does have a few vacancies that they are
hoping to fill soon. Judge Ashby thanks all community partners' support
in the changes to administrating hearings due to the Pandemic. He also
adds that warrants are moving toward an electronic process. Melanie
Kebler asked how settlement conferences are going. Judge Ashby states
that retired Judges also known as Plan B judges are helping the courts
in capacities like this while working from home and are enjoying it.

6. COVID-19 AND PRISON RELEASE PROCEDURES
Community Justice Deputy Director Tanner Wark updates the
committee on COVID jail releases and the process facilitated by
Department of Corrections. Public Health Educator Ashley Jones states
that she helps with inmates that are about to be released from jail that
has had an outbreak. They help the person move through the 14 days
quarantine. Community Health Specialist Colleen Thomas states that
she does similar work and contracts with a Bend Hotel for stays
involving homeless people who were recently removed from a jail with a
COVID outbreak. These are individuals released due to JRP, expiration
of sentences or the Governor's COVID commutation list.
7. VETERANS INTERVENTION STRATEGY PROGRAM
Deputy District Attorney Matthew Nelson presents the Veterans
Interventions Strategy Program slides. Commissioner DeBone asked
when a crime is out of the court system and then comes back into the
court system and what the process is. Mr. Nelson explains that the
Judge would sign off on the sentence after the program is completely
done. Judge Ashby mentions that these people would already be in the
court system. This program is supported by all county judges.

adjourned at 4:31 p.m.
