A meeting of the Local Public Safety Coordinating Council was held at 3:30 p.m. on
Tuesday, October 1, 2019 in the Allen Conference Room of the Deschutes Service Building.

Also present were Trevor Stephens, Deschutes County Adult Parole and Probation; Holly
Harris, Health Services; Tanner Wark, Community Justice, Deevy Holcomb, Juvenile Justice;
Donna Mills, Central Oregon Health Council; Laura Skundrick, Administrative Assistant.
1. CALL TO ORDER & INTRODUCTIONS: Chair Judge Wells Ashby called the meeting to
order at 3:32pm at which time introductions were made.
2. APPROVE PSCC MEETING MINUTES: Motion made and supported for approval of
September 3, 2019 meeting minutes. Motion Carried.
3. PUBLIC COMMENT: None.

4. COMMUNITY CORRECTIONS PLAN: Community Justice Deputy Director Tanner Wark
presented the attached powerpoint, "Deschutes County 2019-2021 Biennial
Community Corrections Plan". He stated that the plan is provided to the Council every
two years for review and approval, however there are not many large changes in the
plan. Mr. Livingston inquired about two line items with budgets of zero, the Treatment
Transition Fund and the CJC Treatment Court Grant. Trevor Stephens, Adult Parole and
Probation Management Analyst, replied the transition funds are no longer provided,
and the grant is now with Behavioral Health. District Attorney John Hummel stated that
he supports the proposed plan, and to thanked Community Justice for providing the
critical work of misdemeanor supervision. Chair Judge Ashby agreed, adding that the
supervised probation program is very important work and is a critical component of the
court. Commissioner DeBone noted that hearing this feedback is valuable to see how
the decision to fund the program affects the entire system. Ms. Kebler inquired
whether the Parole Officers receive training or support on how to work with those
specific cases, and Mr. Wark replied there is not specific training, but they are referred
to Saving Grace and the Victim's Advocate at the DA's Office, and they work closely
with them as a resource. Ms. Kebler asked for clarification about the need for two
additional PO's even though the population has decreased, and whether those
positions are built into the proposed funding numbers. Mr. Wark explained there are
currently three supervisors carrying a caseload, but are not designed to do so. Mr.
Stephens confirmed the proposed plan budget includes the two additional positions.
County Administrator Anderson clarified that they have not been budgeted for the
upcoming year, and Mr. Wark confirmed this document is the proposed plan and the
budget request comes later, based on approved plan elements. District Attorney
Hummel moved to approve the plan, Mr. Livingston seconded. Motion carried.
5. STEPPING UP: Behavioral Health Program Manager Holly Harris presented the attached
powerpoint, "Deschutes County Stepping Up Initiative", which evaluates whether
Deschutes County is lining up with the initiative after signing on several years ago.
Commissioner DeBone provided background about AOC's national effort for counties to
sign on to the Stepping Up initiative, that Oregon is a strong player in. Ms. Harris
provided statistics and ways to measure how programs of Deschutes County support
Stepping Up. Mr. Anderson asked about the Forensic Diversion population, and Ms.
Harris replied about 30-40 have been served over three years, seemingly a small group
but those were heavy utilizers of the jail, so it made a large impact in a short amount of
time. Sheriff Nelson agreed that program has made a huge difference. Regarding the
Co -Responder Program with City of Bend Police, Chief Jim Porter spoke to the great
work done and how helpful of a resource it is for officers, who seek out her assistance.
Ms. Harris thanked Mr. Porter for his comments, because those are impacts that
cannot be measured, those people who have been diverted we wouldn't know about.
Ms. Harris requested feedback regarding statistics that would be meaningful to the
council regarding the new stabilization center. Sheriff Nelson inquired whether the

statistic regarding individuals connected to ongoing treatment, entitlements (OHP), and
housing will take into account the recurring high utilizers. Ms. Harris stated she is
working on getting that data and will add it in. Commissioner DeBone suggested the
basic facility utilization will be helpful, such as how many served.
6. OTHER BUSINESS:
• Commissioner DeBone noted that Dawn from Dawn's House may join a future PSCC
meeting to speak during citizen input, to speak about their interest in growing a
strong board of directors and strengthening the organization.
• Chair Judge Ashby explained they have now named a new judge, Alycia Sykora, who
will be a great addition. They expect her to take the bench late this month.
• New Judge Sykora will attend the foundational training in domestic violence in
February, which will then mark the first time all judges on the bench have had this
very valuable training.
• Held a meeting with Commissioner Adair and the Chief Justice of the Supreme
Court, which was great, and have connected with several members of legislature
which has been positive.
ADJOURNMENT: There being no further discussion, the meeting was adjourned at 4:08
p.m.
