Aimee Snyder, PHD, Healthy Schools Supervisor. Healthy Schools is a locally funded program
with local partnerships and priorities to promote student health and wellness. Healthy Schools
provides public health services directly to schools and school communities using collaborative,
systemic, and integrative approaches so that school leaders, staff, students, and families in
Deschutes County have access to high quality health promoting programs. There are multiple
ways in which health affects learning. More research is showing that interpersonal relationships
between staff and peers is a big promoter in students wanting to be at school. Absenteeism is
also an indicator of health and social issues. There are selected items that Healthy Schools
monitors overtime regarding student health and wellness. Healthy Schools uses The Whole
School, Whole Community, Whole Child model (WSCC) which was developed by the CDC and is
composed of 10 core components. The School Health Index (which includes the comprehensive
guide) is a companion tool to WSCC used to help identify priorities, areas for improvement, etc.

The WSSC model/framework is currently in six districts but not in Central Oregon as of right
now. Our Healthy Schools model focuses on the partnership between the district and
Deschutes County Health Services- embedding a Public Health Specialist into every school (will
happen by 2023) and leading and coordinating the school health improvement process by
using the School Health Index. They been working closely with school leadership and the
steering committee and haven’t received any negative feedback about the approach. The goal
is to really understand the needs and interests of the community. Healthy Schools has been a
high priority for the Bend-La Pine School District Board and it’s important to know that the
school board chair is extremely dedicated to the success of this program. All public health
services that are integrated in the schools will follow the district policies and protocols. It would
be helpful to identify all of the different stakeholder groups and invite them to participate in
planning- parent teams are really where the work gets done. Aimee is working on connecting
with the school based clinics for collaboration as well.
Emily Cummins- Bristol Hospice Presentation. Bristol Hospice was formed in 2006 and is in the
start up process in Central Oregon. They just received approval to start taking patients as soon
as tomorrow. They are not approved to bill right now, so all work is considered charity but they
will eventually be able to bill Medicare and Medicaid. Bristol Hospice is working on becoming a
Community Health Accrediatation Partner (CHAP). CHAP accrediation shows that the hospice
program meets the industry’s highest standards. There are several programs of Bristal Hospice
that are a valuable resource to the community. The Bristol Foundation is a program of Bristol
Hospice that offers educational programs focused on hospice care; community support
providing aid and support for those impacted by community events; burial benefits for those
who cannot afford them; and financial assistance to help with hospice expenses for those who
are experiencing finanial hardships. Bright Moments is a speciality program that is designed
specifically for patients with dementia and alzheimer’s to support patients, family, staff and
physicans while increasing the quality of care with specialized interventions that comfort and
support. Sweet Dreams is another specialty program that focuses on promoting healthy sleep
by creating an individualized care plans that facilities sleep and comfort at the end of the day.

Suggestion to add staffing crisis to this list. We could provide support to various types of
training programs and work with community partners to address. COCC is very interested in
workforce development and increasing the PH workforce. The timing is perfect for this (the
idea is being pitched to the deans and presidents) right now and COCC is looking at bringing in
OHA certificates and incorporating these into the curriculums. There are staffing shortages
across the board in multiple areas and the board is in agreement that this is a dire need. Plan
to create a subcommittee for this with Sarah as the lead. Work on collaborating with other
groups like COIC, St. Charles, etc. to align efforts. Will also need to check in with
commissioners and make sure this aligns with their goals. There is a grant available right now
for community health workers but funds are going fast. Recommendation to submit some sort

of letter of interest by Friday of this week and then hammer out a more thoughtful proposal.
Renee will provide alignment with measures in the Regional Health Improvement plan.
