MEETING MINUTES
DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
Thursday, June 2, 2022, 12:00 to 1:30 pm
Virtual Zoom Meeting
Members Present: Dave Thomson, David Roth, David Green, Wendy Holzman, Neil Baunsgard,
Emily Boynton.
Agency/Organization: Tanya Saltzman (Deschutes County – CDD), Miranda Wells (ODOT), Robin
Lewis (City of Bend), Emily Dougan (Commute Options), Andrea Napoli (Bend MPO).
Call to Order
Meeting was called to order at 12:00 p.m.
Introductions
Tanya provided a brief introduction of virtual meeting procedures via the Zoom platform. Attendees
of the meeting introduced themselves and, if applicable, identified the organization they represent.
Approval of Prior Minutes
Approval of the May 2022 minutes were postponed due to lack of a quorum.
Public Comment
There were no public comments.
Oregon SCAN Design Bike Tour – Robin Lewis, City of Bend
Robin Lewis provided an overview of the Scan Design Fellowship program that she will be
participating in.
The course, “Designing Cities for People on Bikes,” was made possible by the Scan Design
Foundation, which is dedicated to advancing American-Danish relations
Focuses on: Planning and design solutions for community building; livability; sustainability;
transportation safety
Robin is part of the Oregon professional cohort consisting of participants from Lane County,
ODOT, the City of Eugene, and Oregon Metro

The course will travel to Denmark and the Netherlands over the course of several weeks and
will have meetings and tours with policymakers, mayors, city staff, community leaders,
volunteers, school and park leadership, engineers, architects, and city planners

ODOT Updates - Miranda Wells, ODOT North Corridor Project Manager
North Corridor
Miranda provided an overview of the project, including bike ped improvements
Provided a summary of multiuse paths: Cooley, Robal, US 20 path connecting to Empire.
Addressing design speeds down to 35 mph
US 97: keeping same cross section but changing land width to widen bike/ped
ADA updates at each intersection
Enhancing the crossing by 97 and Cooley, though is limited by right of way issues
Will integrate with any crossings that the city will be addressing
Crossings will be at all roundabouts plus certain locations on 97 between Cooley and Robal,
with RFBs
Noted that roundabouts are a bit smaller than usual to address climate change goals and
thus will not build to 2040 standards
The group had several questions about access to various points, particularly around the
Cascade Village Shopping Center
Timeline: completion by end of 2023 but depends on certain items (light poles have long lead
time, for example)
Rest of project will be complete by end of 2024
Committee Business – Dave
Decide on format for July meeting; hybrid won’t yet be possible
July meeting will be in person at the County (Tanya to coordinate)
Report on presentation of BPAC Annual Report to Board of County Commissioners –
o Lots of interest in e-bikes and a request from BOCC for presentation in fall that would
address the rules for various jurisdictions, and any potential changes
o Email Dave if you have interest in helping with this
o BOCC felt there are a lot of bike-ped issues happening and encouraged BPAC to visit them
more often with relevant projects, issues, etc. Perhaps annual report and then in-
between topic-specific check in. Will discuss more next meeting.
o BOCC was supportive of bike ped summit and requested that BPAC shares the date.

Central Oregon Bike/Ped Summit in early September
Need to decide on location
Subcommittee volunteers so far :Wendy, Chris, Dave R. Dave T. and David Green; still need chair
Dave T. will arrange kickoff meeting then turn it over to chair; will send a poll to determine times
Dave T will email planning materials from 2019 to subcommittee members; also on Dropbox
Potential date should coincide with OR Transportation Options meeting in early September
TSP Subcommittee Update (Mason, Dave G.)
Met with Chris Doty, Peter Russell (Deschutes County) to review the list of projects; worked out
a few minor details on that
Next step: work on the body of the TSP, which team noted that role of bikes as transportation,
not just recreation, will be a theme. Document will be reviewable this summer.
External Committee Reports
Tumalo Community Plan Active Transportation stakeholders:
Scheduled a stakeholders meeting next week (walking tour)
Bend Transportation Bond Oversight Committee:
Meeting either bimonthly or quarterly at this point
Updates on some of the first projects (Wilson corridor)
Discussion of advanced signal systems, potential of using some of the funding for certain
corridors in Bend—what does it mean with respect to emergency vehicles, bikes, peds
Other Updates
Redmond
Last BPAC meeting was about the joint street festival event at which they’ll have a booth
Deschutes County
KAI/County hosting a walking tour of Tumalo at 2p on June 8 as part of the TGM grant. On the
same day, KAI is slated to upload a Tumalo map to their website to allow the public to
comment.
County is planning on holding 20-minutes Meet A Planner sessions in Tumalo for more one-on-
one feedback regarding the entire Tumalo Community Plan.
Commute Options:
Just ended Walk and Roll Challenge; had over 115 adult participants and 3,000 miles
Awarded ODOT Safe Routes to School Innovation Grant: will fund an education program for
walking school buses for areas identified as not very safe currently

Hired new vanpool coordinator; started a new vanpool with Nosler and are in discussions with
the SHARC in Sunriver
Reminder: take the OR Friendly Driver course online
