Box 6005, Bend, OR 97708-6005 (541) 388-6575 bpac@deschutes .org www.deschutes.org/bpac MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, July 7, 2022, 12:00 to 1:30 pm DeArmond Room, Deschutes Service Center, 1300 NW Wall Street, Bend Members Present: Dave Thomson, Chris Cassard, Rachel Zakem, Ann Marland, David Roth, David Green, Wendy Holzman, Neil Baunsgard, Mason Lacy, Mark Smith. Agency/Organization: Tanya Saltzman (Deschutes County – CDD). Call to Order Meeting was called to order at 12:00 p.m. Introductions Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Approval of Prior Minutes The May 2022 and June 2022 minutes were approved. Public Comment There were no public comments. Committee Business The August meeting will be held via Zoom. The group may consider going back to virtual meetings only due to the recent rise in COVID cases. Central Oregon Bike/Pedestrian Summit planning Materials from last (2019) summit were included in email with agenda Subcommittee volunteers so far: Chris, Dave R., Dave T., Wendy • Dave offered to assist whoever the chair is; consider holding subcommittee meeting and then decide who will run it. • Subcommittee will meet July 14 at noon via Zoom Page 2 • Finalize date – Sep 16 or 23 is the OR Transportation Options meeting, TBD • Choose location (community, not venue) – decision was made to hold in Redmond due to central location, hasn’t been there in the past o Venue identification and coordination (we don't have a budget, so has to be government facility or donated) – any room in Redmond City Hall? • Choose a theme for this year: o Connectivity: was used previously but still relevant; can be considered on a variety of scales o Also ancillary issues: e-bikes, bike share, etc. (but also need to consider outside of Bend and also outside of Deschutes County) o Previewing TSP connectivity piece would be great, especially for Redmond audience o Do we want to talk about e-bikes? Too big of a topic? • Speaker recruitment (probably at least 3 people) – Prineville (redoing a corridor); Terrebonne (for underpass), bike shop owners in various communities; Madras is improving some of its bike/ped/transit infrastructure; State committee is being formed to discuss e-bike rules – head of this?  Opportunities for roundtable topics like in last summit (community-focused, moderated by Chris with reps from each community?  Lunch planning (attendees bring or buy lunch, options depend on venue)  Often there is a walking tour after or similar TSP Subcommittee Update (Mason, Dave G.)  Haven’t heard any updates lately  David Green provided summary of progress meeting that occurred previously with respect to route priorities (i.e. Sisters to Black Butte); Kittelson will be working on the plan document itself  Big project to keep an eye on: Lower Bridge Way and bicycle lane width (and County road standards in general) External Committee Reports Sisters Rural Trails stakeholders  Next meeting is in early August Tumalo Community Plan Active Transportation stakeholders:  Rachel and Dave both attended the walking tour, summarized some of the takeaways  Second committee meeting reviewed issues that were brought up in walking tour and priorities; discussion on where to focus sidewalk improvements (there is an online survey to capture opinions about it) Page 3 Bend MPO TAC  Discussed upcoming round of grants that typically improve bike/ped, usually fairly small projects  $2.4m over next 5 years  Scoring criteria: this round will add criteria for benefit to underserved communities  Call for applications to go out in early fall Bend Transportation Bond Oversight Committee:  9th and Wilson roundabout is now open! o Messaging about “cyclists and peds should make eye contact with driver” is problematic  Construction will now continue east  Neighborhood Street Safety Program: first round of small projects will start going into construction soon  Butler-Boyd Acre project, just selected design consultant  Portland Ave, will be ripping up for water line; will do a progressive design build.  Midtown crossings: public comment just closed Other Updates COIC/CET:  Route 31 between Sunriver and La Pine was canceled after two weeks due to driver shortage and low ridership  Ride the River and Lava Butte started in June, doing well  Still looking for drivers  Publicity for mobility hubs in progress  Finalizing RFP for new bus shelters in some locations South County:  Doing parks master plan in Sunriver, just finished a new tunnel; have one or two slated for next year Deschutes County  Working on Tumalo Community Plan draft goals and policies for an online rollout in early August prior to August 22 open house at Tumalo Community School gym  Consultant is working on a public draft of the TSP after receiving comments from Planning, Road Dept., and partner agencies. Anticipate that going public (i.e. online) in late August/early September Meeting Adjourned at 1:40 pm Next Meeting Thursday, August 4 – 12:00 to 1:30 pm – Virtual meeting
