MEETING MINUTES
DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
Thursday, September 1, 2022, 12:00 to 1:30 pm
Barnes Sawyer Room, Deschutes County Service Center
Members Present: Dave Thomson, Chris Cassard, Ann Marland, David Roth, Wendy Holzman,
Mason Lacy, Ken Piarulli, Mark Smith.
Agency/Organization: Tanya Saltzman (Deschutes County – CDD), Chris Cheng (ODOT), Kim Curley
(Commute Options), Greg Bryant, Barb Campbell (Bend City Council).
Call to Order
Meeting was called to order at 12:00 p.m.
Introductions
Attendees of the meeting introduced themselves and, if applicable, identified the organization they
represent.
Approval of Prior Minutes
The August 2022 minutes were approved.
Public Comment
There were no public comments.
Committee Business
Format for October meeting will be – Zoom. Still looking into possibility of hybrid—Mark may
have some tech to offer.
Officer elections: Dave noted last meeting that he would like to step down as chair. David
Green is willing to step into vice chair role with help from Dave Thomson. Rachel volunteered
to continue in her role as secretary.
BPAC unanimously approved all three positions.

TSP Subcommittee Update (Mason, Dave G.)
(limited update via Peter Russell)
TSP remains in slumber; KAI may have an online open house this month or next. Still revising
policies based on comments from Planning and Road Dept. Not sure if KAI has reached out
yet to local agency partners for comments, but that is part of the next steps prior to a public
online open house.
External Committee Reports
COACT
Kicked off safety subcommittee, which reviewed past developments. Next COACT meeting is
next week.
Sisters Rural Trails stakeholders
Had second meeting recently. Consultant is working on plan still, dependent on plans and
funding.
Tumalo Community Plan Active Transportation stakeholders
Open house was held on August 22; approximately 50 people were in attendance.
In the dot exercise, the concept of making Tumalo a destination for cycling was voted against by
many people. Having a transit stop there was also downvoted. This is presumably about desires
for the community to remain small/quiet.
Bend MPO TAC
Meets next week; will be discussing new application process for the surface transportation block
grant program.
Bend Transportation Bond Oversight Committee:
Last meeting August 23
Olney undercrossing project is moving forward; issued RFP for design
Midtown crossings feasibility study: some TBOC reps will meet with consultants soon. Study will
be done in mid-October before presenting to City Council.
Other bond projects moving: Portland Ave improvements (sidewalks and bike lanes, mini
roundabout at 9th and Portland). Will possibly seek additional funding for this project. Design is
beginning.
Boyd Acres and Butler Market project: currently doing surveying now, anticipate opportunities
for public input
Barb Campbell: Council has been looking at key route maps to look at east-west and north-south
crossings
Dave T. noted a Bend Bikes survey about bike lane barriers: people want jersey barriers

Other Updates
ODOT:
Bend North Corridor: work is happening and will continue through 2024.
3rd Street construction is ongoing
6th Street crossing is built!
US 20 corridor should be kicking off shortly, will likely be reaching out for public comments soon
US 20/Cooley to Tumalo: went out to bid.
Lots of funding opportunities around currently (OR Community Paths, ODOT Great Streets,
Reconnecting Communities)
Commute Options:
School starts next week. Have been contacted by lots of people about transportation options
(due to bus staffing issues and gas prices).
Regional programs they’re working on: School Pool (closed shared ride network on the Get There
site); paid walking school bus leader.
South County:
Pathway master plan was completed and adopted by the Board
Parks master plan in process, will be completed in 6 months
Bend:
Commute Options received some money to help with construction/detours during Neff-Purcell
project process
City is applying for a grant for lower income kids to be able to buy electric bikes
Sisters:
Roundabout at Locust and US 20 has been funded
Working on connections from downtown; will put multi-use path from Hwy 242 to Railway Ave.
Redmond:
Applying for Community Paths grant: connecting Wickiup Ave to Ridgeview High School via a 10-
ft multi-use path (about $500k)
Redmond BPAC want to improve education about shared path use in Dry Canyon. Going to put
down more pavement markings to share the trail
Deschutes County
Recap of Tumalo Community Plan Open House #2, lots of feedback about draft goals and
policies. Those that pertain to bike/ped/transit showed a mixed response to making/keeping
Tumalo a biking destination. In discussions at Transportation table, it appears this was more
of an anti-tourism response than anti-bike. Tweaking policy to make it more inclusive of
bike/ped traffic both internal (Tumalo only) and external (riders passing through on Twin
Bridges State Scenic Bikeway).

Rural trails in Sisters Country is moving along and hopes to have an online public open house
in Oct. summarizing what the public has said so far about where trails should go. Lots of TAC
discussion about the controversial trails from Sisters to Black Butte and how to teach the
controversy and present a proposed trail alignment. Much of trail is on USFS land and Forest
Service will wait to see more support for trail before beginning any more planning work to
meet NEPA.
Bicycle Pedestrian Summit Planning
Save the date handouts were distributed for anyone who would like to distribute them
Working on agenda and speakers
Will distribute some draft questions for the various geographic areas to share with larger BPAC
One topic for discussion: e-bikes. Will have owner of an e-bike shop to speak about various
regulations. Also, potential forest service and/or/BLM.
