Box 6005, Bend, OR 97708-6005 (541) 388-6575 bpac@deschutes .org www.deschutes.org/bpac MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, October 6, 2022, 12:00 to 1:30 pm Virtual Meeting Members Present: Dave Thomson, David Green, Rachel Zakem, Ann Marland, David Roth, Neil Baunsgard, Wendy Holzman, Mason Lacy. Agency/Organization: Tanya Saltzman (Deschutes County – CDD), Chris Cheng (ODOT), Greg Bryant, Alec Fransen (Century West). Call to Order Meeting was called to order at 12:00 p.m. Introductions Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Approval of Prior Minutes The September 2022 minutes were approved. Public Comment There were no public comments. Committee Business  Format for November meeting will be in person with an effort to make it hybrid Central Oregon Bike/Pedestrian Summit Post-summit thoughts:  Maybe a longer day with built in lunch would be better?  Tour wasn’t too well attended due to time crunch  Wendy: appreciated the panel, in particular having a rep from Warm Springs (who in turn said he valued being there) Page 2  Snacks would have been appreciated—too long to not provide any food  Great to have a County Commissioner (Phil Chang) attend, also for him to hear regulatory confusion re: e-bikes  Chris Cheng: more networking time would be helpful, maybe during lunch Feasibility study for new north Bend US97 alignment and railroad underpass/Overpass  The city had hoped it would be simple to put an undercrossing culvert under highway, but it’s actually much more complicated, resulting in a very long bending tunnel  Therefore, the study is looking at underpasses and overpasses.  Cost: between $12-20 million, and that funding isn’t available at this time  Overcrossing would have to be 23.5 feet above tracks  Railroad has a wide right of way for future tracks, so crossing would have to be very wide in anticipation of that  Would have to acquire ROW east of crossing; haven’t begun these conversations yet, and the railroad is difficult to communicate with  The good news is there is quite a bit of time before the ODOT project is complete, which will allow for further study TSP Subcommittee Update (Mason, Dave G.)  Received draft final TSP project list  Upon first review, appears similar to what we’ve been seeing thus far; quite promising, including things we advocated for.  Provides list of community connections—just being listed is helpful  Near term: largest projects: Hunnell Rd (not really a bike-ped project); Lower Bridge Way  Lots of work proposed on Cascade Lakes Hwy via federal lands grants  Public input on project list will be solicited during the first part of November External Committee Reports Sisters Rural Trails stakeholders  Met a couple weeks ago in which they presented draft plan and planned trails Tumalo Community Plan Active Transportation stakeholders  Open house showing all of the projects; very well attended Page 3 Bend MPO TAC  Presentation on mobility hubs; Rachel summarized overall concept of mobility hubs—providing areas where people feel comfortable biking, walking, boarding transit. City has been involved in mobility hub study concerning potential locations. Bend Transportation Bond Oversight Committee:  Met Tuesday. Focused on midtown crossings feasibility study. Prior to this meeting there was a meeting involving the Core Area Advisory Board (CAAB). Both committees are working on preparing recommendations to Council on midtown crossings  All were supportive of all three crossings but question is how to prioritize; TBOC recommends prioritizing Greenwood undercrossing first; then Franklin, and use leftover funds (if any) for Hawthorne. Hopefully there could be additional federal money available for remaining projects.  CAAB prioritizes the Franklin corridor. Lots of potential larger development there compared with Greenwood.  Side note: Franklin is currently the most used so if it is closed for construction, Greenwood isn’t a great place for a detour.  Both options could utilize a road diet—one travel lane in each direction with one center turning lane. Other Updates Deschutes County  Sisters Rural Trails: The advisory committee met and discussed draft trail concepts and alignments and potential TSP policies amongst themselves on Oct. 4. The Sisters rural trails will be posted online in late October for public comment.  TSP: Kittelson has sent the project memo portion of the TSP to local agencies and ODOT on Sept. 23 for comment with an Oct. 7 deadline. Once we receive their feedback, we’ll see if the project list needs to be revised or not. Then plan is to have an online open house for public to comment on the TSP in November. ODOT:  Construction on Old Bend Redmond roundabout and Tumalo roundabout will begin soon (November and December)  North Corridor should be starting soon (next year US20)  Bend to Lava Butte multi-use path: 30% design  Lava Butte to La Pine: planning should kick off soon  ODOT has provided letters of support for a lot of federal funding opportunities for Bend COIC/CET  Started a new route: recruited enough drivers to begin a route between Crooked River Ranch and Redmond. Part of the route is a call-ahead service for medical appointments (3x/day). Had an informational event with 25-30 people in attendance. Page 4  Had 72 rides in first 19 days. Primarily elderly population who likely should not be driving to medical appointments.  Finalizing switchover to new platform for on board tech. Messaging Sprinklers/freezing temperatures Meeting Adjourned at 1:08 pm Next Meeting Thursday, November 3 – 12:00 to 1:30 pm – In person, with hybrid possibility
