Box 6005, Bend, OR 97708-6005 (541) 388-6575 bpac@deschutes .org www.deschutes.org/bpac MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, March 2, 12:00 to 1:30 pm Deschutes Service Center, 1300 NW Wall Street, Bend Members Present: David Green, Rachel Zakem, David Roth, Chris Cassard, Ann Marland, Neil Baunsgard, Wendy Holzman, Ken Piarulli, Mark Smith. Agency/Organization: Tanya Saltzman (Deschutes County – CDD), Chris Cheng (ODOT). Call to Order Meeting was called to order at 12:00 p.m. Introductions Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Approval of Prior Minutes The February 2023 minutes were approved. Public Comment There were no public comments. Side note: great article in AAA magazine about e-bikes Committee Business  April meeting will be in-person in Redmond, May is scheduled to be the Sisters / West County meeting  ODOT: requesting a letter of support for funding (Congressionally Directed Spending (CDS). supporting constructing multi-use paths along US 97, considering the amount of pedestrian/bike traffic (and fatalities) around the area of the mobile home parks. ODOT can submit for one project per region. Focus is bike-ped project with a strong equity component. Currently have a rough alignment but would need further work; ideally this segment will connect to other segments that have been identified in the TSP. Even without those connections, however, these segments will be helpful. Page 2 o All voted in favor of a letter of support.  Safe Sidewalk awards - discuss and approve nominations; awards will be presented as part of our annual presentation to the Board of County Commissioners o In past years we recognized all submissions. BPAC agreed to do this again. Dave G. noted that this is a good example of people staying community-minded and we should recognize that. o Voted unanimously to award them all.  Review email from Nancy Crossan regarding bike/ped safety on Portland Ave in Bend and assign someone to respond. Background/response: the city has a project on Portland which will include general improvements, which includes removing on-street parking and making a bike lane (also lighting and crosswalks). Dave G will send a response to Nancy informing her that BPAC discussed it and referring her to the project manager and perhaps also Robin Lewis. TSP Subcommittee Update  Consultant continues to work on revising draft TSP and updating project list based on previous County comments. At some point, either the consultant or staff will go through public comments, redact identifying such as names, addresses, emails, etc., so we can have public comments appear as an appendix in the TSP. External Committee Reports Sisters Rural Trails stakeholders  Finished and has been provided to the County for review Bend MPO TAC  No update; however, we may need to solicit other reps from BPAC to attend these meetings (primary and alternate). Rachel is currently the alternate for BPAC and COIC/CET Bend Transportation Bond Oversight Committee  Main focus was the Portland project (see above). Also discussed the budget, which appears to be in line with projections. Lava Butte – La Pine trail planning  Currently in the very beginning of the project, looking at the general area as well as looking for support. Looking at potential alignments. One question: can pedestrians utilize wildlife crossings?  Will want to conduct general phone interviews between interested parties and the consultant. If interested, send to Mark Page 3 Other Updates COIC/CET:  Four routes are currently operating on detours due to construction, and this could become 5 in May (routes 5, 6, 7, and 3). Many issues operating the Newport detour on Portland (route 3). Route 5 and 6 affected by 15th/Wilson roundabout construction. Route 7 (Greenwood/hospital) affected by Neff/Purcell updates.  Several RFPs are out or about to be out: security cameras, e-fare system, shelter design.  Newest route between Crooked River Ranch and Redmond is operating well; will do presentation to Jefferson County Board  Still struggling to hire new drivers, especially with retirements, which leads to limited frequency and hours. In addition, the fleet is aging (waiting for new buses), despite mechanics keeping the existing fleet in safe shape.  New routes eventually in northeast and southeast South County  Currently out for a grant for orientation signs for Sunriver ($70,000)  Tunnel project: will be a double tunnel between store and resort. Sisters:  Roundabout at Locust will begin next year. Redmond:  Redmond BPAC was given a presentation from OAS (Oregon Adaptive Sports) about adaptive bikes. Redmond BPAC will include them in the Open Streets event in June.  Had presentation from Mike Caccavano to bring committee up to speed on all the bike ped improvements that were identified for improvements in the Redmond TSP. This included improving or buffering or new bike lanes; making ped paths more ADA accessible.  Redmond Parks Dept submitted a grant request for a trail linking Elkhorn and Wickiup (listen) to provide funds for engineering/design/easements. Projects to be awarded in October.  Finalized and adopted 2023 workplan. This version was narrowed down to actionable goals. Identified four areas: work with Redmond Parks to explore new connections to 35th Street recreational facility; develop digital and paper bike maps; resuming bike-ped count that was paused for COVID, this will be done in September; Redmond Street Fair on June 17 to increase awareness and foster communication with public. Deschutes County:  A site recon of ODOT’s proposed Lava Butte-La Pine multiuse path was held with the Page 4 consultants from Parametrix, David Amiton (ODOT Program & Planning Unit Mgr), and Peter Russell on Feb. 22. The field trip was to get the consultants familiar with the area, not to lay out a prospective alignment or pick a preferred alternative. Among the variables they looked at were driveway densities, traffic volumes, proximity to attractions (Sunriver, La Pine State Park, multiuse path that ties into Burgess Road, campgrounds, etc.), and scenic qualities.  KAI has prepared draft implementation measures for the TGM Grant for Tumalo Community Plan bike/ped/transit and rural trails near Sisters. County staff has provided comments and KAI will review and revise as appropriate. ODOT:  US 20 facility plan and Reed Market facility plans are underway  Lava Butte – La pine online open house is currently open  Online open house for electric vehicle charging along US 97; currently doesn’t discuss e-bikes  Wildlife crossings: looking at one on US 20  Design of Sisters Locust roundabout is underway, will use treatment similar to Ward-Hamby roundabout  ODOT will have a planner opening in next several months  Would BPAC be interested in a permeable paving discussion?
