MEETING MINUTES
DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
Thursday, May 4, 12:00 to 1:30 pm
DeArmond Room, Deschutes Service Center, 1300 NW Wall Street, Bend
Members Present: Dave Thomson, Rachel Zakem, Ann Marland, David Green, Wendy Holzman,
Ken Piarulli, Mark Smith, Mason Lacy, Neil Baunsgard.
Agency/Organization: Peter Russell (Deschutes County – CDD), Chris Cheng (ODOT), Barb
Campbell (Bend City Council), Robin Lewis (City of Bend)
Call to Order
Meeting was called to order at 12:00 p.m.
Introductions
Attendees of the meeting introduced themselves and, if applicable, identified the organization they
represent.
Approval of Prior Minutes
The April 2023 minutes were approved pending a correction to the next meeting date.
Public Comment
There were no public comments.
Robin Lewis: City is trying to partner to bring a Think Bike (Dutch cycling advocacy with case studies;
how to organize demonstration streets) workshop on the week of July 31 – save the date
Committee Business
• Sisters meeting has been deferred, probably until fall
• BPAC annual presentation to the Board of County Commissioners will be May 10th, including Safe
Sidewalk Award presentation
• We will have 4 openings on the committee as of June 30; one each for La Pine, Redmond, and
Sisters and one at-large. Need volunteers for an interview sub-committee

• Need to start thinking about Central Oregon Bicycle and Pedestrian Summit in September; start
discussing this at next meeting, including location and topics
Proposed Smith Rock State Park Master Plan Updates
This plan has been released; no specific items to discuss but wanted to alert everyone
Appears they are addressing parking issues; adding more accessible trail; not currently looking
for transit access
Comment period is open until May 15
TSP Subcommittee Update
Draft in process; hope to have Planning Commission work session June 22; first evidentiary
hearing on August 10
Ability for BPAC to provide additional input? Likely in hearings process.
External Committee Reports
COACT
Dave attended April meeting; primary item was presentation by a diesel truck manufacturer
(Daimler) on new California rules for greenhouse gas emission reduction. Concern about
chargers for fleet owners.
Bend Transportation Bond Oversight Committee
Bond performance dashboard website summarizes all projects and progress
Wilson Ave and 15th; expected completion May 2023
Next open house will be for Butler and Boyd key routes (in design); June 2023
Portland key route also an upcoming project; not a lot of money is available but consultant will
look at options; open house/workshop to come
Midtown crossings RFP for design has been released
Olney project open house will be held between July 6-19
Lava Butte – La Pine trail planning
Meeting in June
Looking at alternatives currently.
BLM is excited about this and has a large-scale environmental analysis planned, which would
help move things along in an expedited manner

Additional item: Lava Butte to Knott project
Bend to Lava Butte path has some land use issues (which zoning applies?): ODOT has applied
for a declaratory ruling from the County. Will go to a hearings officer.
Design is still happening; didn’t get money for the trailhead
Bend MPO (Rachel)
Discussion of goals and the language choices: using the term “rolling” versus just “biking.” Agreed
on rolling as preferred term.
Tumalo Community Plan 3rd open house May 17
Other Updates
COIC/CET
Starting Monday, interline routes have been split; all routes are running on regular frequencies
Next step: increase operation hours
Summer Mt. Bachelor shuttle will be starting around June 17; bus with three bike racks on front
and three on back, with option for putting bikes on bus as well. Wednesday-Sunday, three times
a day. Proposed stops: Welcome Station, Wanoga, Swampy, Dutchman, Mt. Bachelor. 10 am - 5
pm. Original plan was to have second shuttle going to Elk Lake but this segment will not be
happening.
South County
Pathway signage grant received
Evaluating 2024 projects
Bend
Bend MPO had some COVID relief funds; decided to fund 15 new perforated aluminum bus
shelters for CET
Distributed funds to housing projects that are going along Simpson Avenue for transportation
infrastructure (ten-foot-wide multi-use path and associated connections)
Gave funds to Bend to buy a small streetsweeper/plow to be able to clear the protected bike
lanes and sidewalks
Sisters
Sent information for Sisters rural trails project to County

Redmond
Two upcoming events to promote Redmond BPAC: Redmond Street Festival (June 17), Oregon
Adaptive Sports will also be there along with BPAC; National Night Out (August 1), which is put
on by the police department. Thanks to Commute options for swag that will be available.
Recent presentation by Morgan Snyder, Senior Planner, about the West Redmond Area Plan.
This will be affected by the new recreation center. How best to incorporate bike-ped
improvements to this area, which is anticipated to be the next major area for development?
Areas around Antler and 35th Street is terrible for biking; hopefully this new development will
provide improvements to the area
Bike mapping project: limited to Redmond city area; working with a coding system similar to
what Bend Bikes did with their map
Deschutes County:
Tumalo Community Plan: hearing with Planning Commission on August 10
ODOT:
Greenwood: ODOT has kicked off 1st-3rd Street on Greenwood segment; construction in 2024
Roundabout event on May 30; Chris will report back afterwards
Carbon reduction program: looking to do solar lighting in some areas
ODOT has planner position opening soon
Highway Design Manual for bikeways: update will be released to public for comment at the end
of May
Reed Market study: close to completion
US 20 study is moving along
Commute Options:
May is Bike Month!
May 11 is walk and roll to school day
COCC has a bike MAYhem event on the same day
