MEETING MINUTES
DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
Thursday, September 7, 12:00 to 1:30 pm
DeArmond Room, Deschutes Service Center, 1300 NW Wall Street, Bend
Members Present: Dave Thomson, David Green, Chris Cassard, Wendy Holzman, Neil Baunsgard,
Matt Muchna, Jennifer Letz, Sabrina Haggerty, Mark Smith.
Agency/Organization: Tanya Saltzman (Deschutes County – CDD), Chris Blake (City of Bend)
Call to Order
Meeting was called to order at 12:00 p.m.
Introductions
Attendees of the meeting introduced themselves and, if applicable, identified the organization they
represent.
Dave introduced BPAC’s two new members: Sabrina Haggerty (Bend); Jennifer Letz (Sisters)
Public Comment
There were no public comments.
Approval of Prior Minutes
The August 2023 minutes were approved.
Committee Business
Officer elections for 2023-2024:
Chair leadership was retained: Dave Thomson
Vice Chair: David Green
Secretary: Sabrina Haggerty volunteered; unanimous vote of approval

TSP Update
Dave Thomson provided a summary of the public hearing with the Planning Commission.
County staff and the consultant presented the report, which included the bike/ped components.
This was the part of the plan that received the most public comments, particularly the Sisters to
Black Butte trail.
One comment which was later supported by written testimony suggested the County disallow
any future trails on EFU or Forest. This appeared to be supported by one planning commissioner.
BPAC developed further written testimony to support trail connections.
Next steps: deliberations October 12.
Central Oregon Bicycle and Pedestrian Summit Planning
Scheduled for October 26 in Sunriver; 9:00 am to 2 p.m. including lunch
Dave T. provided background for new members: this summit is meant to address all of Central
Oregon, not just Deschutes County; have been doing it for many years with the exception of
during the pandemic.
Dave distributed the draft agenda and provided highlights:
o Sunriver panel will discuss paths, safety/enforcement; e-bike safety/access (with Rep.
Levy)
o Consider adding back in presentation about Lava Land paths
o Lunch keynote: working on Deschutes National Forest supervisor but no response.
o Commuter panel
o Designing paths for accessibility (Henry Stroud/BPRD)
Looking into ways to carpool; Neil has a good website that allows coordination
Big Chainring Awards
In the past, BPAC solicited nominations from the community for these awards. Low interest once
it restarted after the pandemic. A few meetings ago, the group decided to try internally
generating nominations. Thoughts? Is this still worth doing?
Thoughts:
o Great for modelling advocacy.
o What about being project-based?
o Pedestrian/ADA category?
Neil will spearhead some brainstorming

External Committee Reports
COACT
Regular COACT hasn’t met but safety committee has. Grant funding has been received, will do
some media outreach on safe driving topics. Three options: bus wraps; social media blast about
teenage distracted driving; plus a third TBD.
MPO TAC
Met yesterday
Discussed the expansion of the MPO
Updating the Metropolitan Transportation Plan; Dave emphasized to them the need to look at
active transportation
Oregon Travel Study: every decade the state surveys commuting patterns. Spread the word that
this is coming as the government uses this data to plan for facilities.
Bend Transportation Bond Oversight Committee
Discussed Portland Avenue alternatives analysis; looking at a lighter set of projects
Neighborhood Street Safety Program: has been running for a few years, involves street safety
projects that are brought up via neighborhood associations
Lava Butte – La Pine trail planning
No update
Baker Road Interchange Area Management Plan
No update
Other Updates
Redmond
Still working on bike map; adding speed limits and bike infrastructure
Pedestrian counts will be done next month
Deschutes County
The proposed community connections outlined in the draft TSP continue to be contentious
issues within the TSP review process and the deliberations for the TSP will be held before the PC
on October 12, 2023
Tumalo Community Plan: the PC closed the oral record at the Aug. 24 hearing, kept the written
record open until 4p, Sept. 7. The PC has not yet set a date to deliberate on the TCP.

COIC/CET
Concluded the summer rec services; Ride the River had huge numbers this year. Transit to Trails:
pulling the data, hoping to do it next year too.
Looking to buy a bike trailer for the shuttle that has more capacity
Bus shelters: working with City of Bend; new crosswalk near Larkspur Community Center,
looking at relocating some stops with new shelters.
South County
Very busy year on paths; hearing a lot of input regarding e-bikes; will have to make some
decisions for next year
Received grant for pathway signs, will be installing those. Will hire company to develop an
app/website for pathway maps
Bend
New striping truck with better technology; can do more in one pass and has a wider temperature
range, have been improving roundabouts and crosswalks
Next task: present to City Council about smaller thermoplastic machines that fit into protected
bike lanes
Sisters
Prepping for roundabout construction, continued planning for alternate route
