Box 6005, Bend, OR 97708-6005 (541) 388-6575 bpac@deschutes .org www.deschutes.org/bpac MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, October 5, 12:00 to 1:30 pm Via Zoom Members Present: Dave Thomson, David Green, Dave Roth, Matt Muchna, Wendy Holzman, Jennifer Letz, Neil Baunsgard, Mark Smith. Agency/Organization: Henry Stroud (BPRD), Chris Cheng (ODOT), Greg Bryant (MPO TAC), Tarik Rawlings (Deschutes County), Derek Hofbauer (CET), Chris Blake (City of Bend). Call to Order Meeting was called to order at 12:00 p.m. Introductions Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Public Comment There were no public comments. Approval of Prior Minutes The September 2023 minutes were approved. Committee Business – Dave T. None this month. TSP Update  Reminder that the Planning Commission will be deliberating on October 12. Public comment is closed but meetings are open to the public. Once the PC makes its recommendation to the Board of County Commissioners, the hearing process will repeat with the BOCC. Page 2 Central Oregon Bicycle and Pedestrian Summit Planning  Scheduled for October 26 in Sunriver; 9:00 am to 2 p.m. including lunch  Agenda was provided along with minutes. Still waiting for official confirmation from Rep. Levy.  Commuter panel is heavily weighted towards e-bikes but still has a diverse group of participants.  Henry Stroud: are there any particulars people want to hear about in the BPRD presentation? o Ideas: Could discuss e-bikes if desired; anything about trail accessibility would be great; general importance of multi-use trails; linking to concept of community connections; coordination between jurisdictions; want to hear less about specific ADAP compliance and more about creating opportunities for people of differing abilities  Discussion of various logistics: room setup, timing, lunch, etc. Big Chainring Awards - Neil  Dave Green and Mark Smith will help this coordination External Committee Reports COACT  Met September 14; safety subcommittee continues to meet and is getting an ad campaign together about safe driving. This will likely be via social media and a bus wrap. MPO TAC  Reviewed results of US97-Reed Market Safety Improvement Initiative: have looked at improving not just the interchange but surrounding area. Have several unfunded recommendations right now, including turning the roundabout at Reed Market/Brookswood into a semi double-lane roundabout to address traffic backup and some metering too. Also considering dedicated left turn lanes throughout area.  La Pine Schools presented their five-year facilities plan, which looks at expected growth, which feeds into transportation planning. First forecast in recent memory where they don’t anticipate a need for more schools. Bend Transportation Bond Oversight Committee  Meeting quarterly now so no new updates. Lava Butte – La Pine trail planning  Meeting scheduled in a couple of weeks but no new updates at this time. Page 3 Baker Road Interchange Area Management Plan  No updates Oregon BPAC  Dave is ex-officio member so will begin reporting; meets every other month  Biggest topics were next round of budgeting for ODOT, which is dealing with a huge budget crunch  Other item: the committee is not necessarily representative of the people they are trying to advocate for; committee will try to determine how to improve that Other Updates Sisters  Transportation planning will be kicking into gear with new school building; considering things like tabletop crosswalks as well as coordination with ODOT  Forest Service had a trail plan that was out for public comment; about 70 received  Bike Park 242 is having a grand reopening on Saturday Redmond  Completed annual point in time count; filled 12 of 20 volunteer slots. First time since 2019 doing this. Data is being processed and Matt will get back to BPAC will results.  Working on bike map still; working with Redmond GIS team.  Had a public comment earlier this week about e-bikes in Dry Canyon; invited this citizen to Summit Deschutes County  TSP deliberations on October 12  Primary comments remain about the multi-use path between Sisters and Black Butte, and Baker Road ODOT  Carbon Reduction Grant Program was just announced: City of Bend mobility points; City of Sisters EV charging  Maintenance is a big issue at ODOT and are looking at large-scale budget cuts; this will affect a lot of the things we want to do BPRD  Substantially complete with Drake Park boardwalk Page 4  BPRD is about to acquire 20 acres from Brooks Resources that will connect Discovery Park with Shevlin Park. Trails are currently open but BPRD will acquire soon. Commute Options  Received funding for mobility hubs; Commute Options will be administering some of those COIC/CET  Get There Challenge started on Monday. Log trips to win prizes  Just launched Route 9 in SE Bend.  Summer Mt. Bachelor Transit to Trail service: grant has been extended by feds for two years. Will be ordering a 20-bike trailer for next year. Bend  Construction season is coming to a close; commencing winter operations soon.
