Box 6005, Bend, OR 97708-6005 (541) 388-6575 bpac@deschutes .org www.deschutes.org/bpac MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, December 7, 12:00 to 1:30 pm Via Zoom Members Present: Dave Thomson, Chris Cassard, Dave Roth, Neil Baunsgard, Mason Lacy, Sabrina Haggerty, Wendy Holzman, Matt Muchna, Mark Smith, Jennifer Letz. Agency/Organization: Tanya Saltzman (Deschutes County), Chris Blake (City of Bend), Chris Cheng (ODOT), Gregory Bryant. Call to Order Meeting was called to order at 12:00 p.m. Introductions Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Public Comment  None Approval of Prior Minutes The November 2023 minutes were approved, pending a minor change to meeting location. Committee Business None this month. TSP Update – Dave T.  Dave noted that the efforts from BPAC were great, and there was also a large number of supporters there.  Clarified the process; record closed yesterday and deliberations will be scheduled.  Discussion followed about the process and ways to get people involved in the future. Page 2 Big Chainring Award nominations  Neil and Mark met to discuss options and challenges for the awards.  Still see a lot of value in these awards; highlights positive steps that are happening in our community.  Potential to do more in-house through BPAC, and potentially focus on projects and teams. Potential for interviews of stakeholders—developed a preliminary list  Idea: do the Big Chainring awards opposite in the year to the annual report presentation, which would give additional exposure of BPAC to the BOCC. In this scenario these awards would be presented in the fall.  Question: should we consider changing the name somehow to address pedestrians? One idea: BPAC Awards generally, with individual award titles.  Question: is there interest from a third person to help out?  Nominations would occur through the BPAC group with potential to visit/tour projects or groups  Next meeting to discuss this will likely be in January External Committee Reports MPO TAC  Met yesterday. Majority of meeting was about updates on projects that were awarded money through surface transportation block grant program in 2021-2. o BPRD: Gilcrest Bridge replacement design: will be able to rehab basic structure of bridge rather than replace. Will move forward to get design by summer to replace more modern surface and address bank issues o BPRD: Improving COID crossings. Ferguson crossing has been abandoned due to sewer project o City of Bend: 8th Street sidewalk and crosswalks project was completed. SW Lakewood Safe Routes to School is in design. Archie Briggs/DRT crossing feasibility study for bridge crossing. o Bike lane enhancements: assorted pavement and striping improvements o City of Bend is working on a pedestrian plan to identify areas of the city with major pedestrian needs and prioritizing them Lava Butte – La Pine trail planning  No new info Baker Road Interchange Area Management Plan Page 3  No new info TBOC  Butler Market and Boyd Acres key routes got Council direction to remove Boyd Acres, so all funds will go to Butler Market  Portland Avenue: Received additional funding to explore buffer between bike and travel lane Other Updates Bend  Preparing for winter operations. Have done some improvements with downtown paint/markings (parking, sharrows, etc.)  Will get new sweepers in February; ordered two more. BPAC will get an intro to some of these if desired. Sisters  Starting UGB expansion discussion and reiterated to CDD director importance of bike-ped Redmond  Finishing up items from 2023 workplan, starting to talk about new goals: o Looking for grants to help establish sources of funding as committee o Connections between Redmond and Eagle Crest or Bend o Reducing 6th Street to one lane and adjusting parking to be more like downtown Bend with overall goal of slowing traffic and providing safety improvements for bike-ped o Looking to fill a few seats on Redmond BPAC, including a youth one ODOT  Bend-Sisters-Redmond planning project will begin next year, in which they look at connections between those three cities  US20 Bend plan is close to completion  Safe Routes to School is aiming to do next round of infrastructure grants early next year  ODOT Innovative Mobility grant program will be starting back up: gets underserved communities access to walking, biking, and access to transit. $5000 micro-grants earlier in the year, with larger grants ($150,000 - $1M) to follow Commute Options  Received grant to expand the OR Friendly Driver program statewide. Primarily geared towards professional drivers or people who drive for work. Page 4  Vanpool program with CET is expanding rapidly and there is a lot of funding, looking to grow the program Other comments:  Dave Roth shared that the county around Reno, NV passed an ordinance banning e-bikes on sidewalks and bike paths  Goals conversation will be moved to the next meeting.
