What issues did we have an impact on? 12:30 pm - 12:45 pm: Vision of PHAB (Heather Kaisner, Public Health Director) o See attached presentation o PH Modernization  PH requirements; what we have to be doing; what we are striving for; emerging public health crisis’s as we move forward with our ‘have to’s’ o A lot of us are exhausted and a lot of what we have been doing is re-grouping o Moving forward we need to build back up public trust o Public Health is our community based health and we need to be at the table to solve these problems as a community; not just falling on PH o We can get education and communication out to the people who need it and weed through the noise o Intergovernmental agreement with OHA o Deschutes county is lucky that we have a BOCC that supports PH generously o Focusing on how we can continue the core community engagement and outreach post-COVID o PHAB advocacy and all steering the ship in the same direction in our respective agencies o How can we make sure that our PH and healthcare community are all aligning in our goals 12:45 pm - 1:00 pm: New Bylaws & Moving Forward (Tom Kuhn) ● Highlight the new action-oriented section of updated bylaws (selection attached) ○ Questions for discussion: What stands out? Comments? ■ A) The last sentence about ONLY WHEN in alignment with the BOCC has always been a difficulty for PHAB ● We can advocate for commissioners to support our PH programs ● BOCC can decide to not support a program ■ G) Hard to tie prevention into dollars; is there a clear list of indicators for this data are there gaps in this data ● RHA and COHC has been the holder of the data with over 100 indicators ○ DC Epi Adrienne has also put together dashboard and quick data indicators for us ● Challenging to get the data and a grasp on surveillance ● We need real time data (overdose great example) to make accurate action plans ● Would like the Epis to engage more with PHAB; maybe every 1 or 2 meetings ■ Heather would like PHAB to be the messengers out into the community of PH programs and services ○ Maybe just 1 presentations where we can reflect back on the presentations ○ Who is not at the table who needs this data and who is already doing this work and where can we help them 1:00 pm - 1:20 pm: Setting the Vision (Colleen Sinsky) ● Reflecting on the updated bylaws selection and on Heather’s comments, ○ Questions for discussion: How do you see PHAB’s role in the long-term goals and vision for public health in the county? ○ What would you like to see PHAB accomplish or shift in the upcoming year? 1:20pm - 1:50 pm: Strategies and Action Plans – Divide into groups (Tom Kuhn) ○ What can we realistically accomplish? Where can we make the most impact? Example: CBO work in the future ○ How could PHAB meeting agendas evolve to better enable this vision? ○ How can you personally support PHAB’s mission? ○ Groups report back ● Do we set up a sub-committee to set up meetings with Mathew and the COHC and then bring that to PHAB ● Or a sub-committee work with community engagement and CBOs ● Would rather have tasks forces instead of committees so they are advocating for certain initiatives ○ If there is a value add to support certain programs then is a subcommittee needed 1:50 pm - 2:00 pm: Wrapping Up & Recap (Colleen Sinsky & Tom Kuhn) ● Summarize key takeaways from the retreat. ● Discuss next steps and assignments. ● Closing remarks and gratitude. PHAB shall: A. Inform the Board of County Commissioners (BOCC), the County Administrator, and DCHS Leadership about emerging public health threats, legislation, and health issues in need of attention. Take action only when in alignment or directed by the BOCC. B. Work cooperatively with the Behavioral Health Advisory Board and other DCHS advisory groups to promote service integration, Department benefit and accountability as well as operational efficiency and effectiveness. C. Promote the public health programs, services, and educational opportunities provided by DCHS within the community. D. Participate in developing and endorsing the priorities and services provided or sponsored by DCHS, including health assessment review, health improvement plan development, and strategic planning. E. Assist DCHS in fulfilling the requirements necessary to be designated as a National Public Health Accreditation Board Accredited Health Department (http://www.phaboard.org/) F. Recommend advocacy positions for the resources necessary to assure the provision of essential public health functions. This includes, but is not limited to supporting Public Health budget requests made during the Deschutes County annual budget process. G. Monitor health status indicators that will help to identify community health problems and work towards identifying a solution that can be recommended to the BOCC and DCHS Leadership. H. Determine priorities that surface organically in the community in order to be relevant, timely, and responsive. I. Follow DCHS established communication protocol when acting as a PHAB Member in communicating with the Board of County Commissioners, the County Administrator, and Legislature. J. Actions to be taken by PHAB will include, but are not limited to: 1.Provide relevant information and when appropriate, recommendations to the Board of County Commissioners through presentations and informational letters, 2.Advocate on legislation that may impact public health, 3.Write letters of support for vetted grant applications and programs that will positively impact public health. 4.Respond with appropriate action on information and requests presented to PHAB by persons who are well informed on public health matters, including those brought by PHAB Members. 5.Support and amplify public awareness campaigns from DCHS, when requested. 6.Support interagency efforts related to public health promotion. 7.Other tasks as requested by the BOCC and DCHS. About the Deschutes County Public Health Advisory Board The Public Health Advisory Board is established to enhance community relations with Deschutes County Health Services to increase public knowledge about public health issues and assist in the betterment of services provided by the department. The Board also advises the Board of County Commissioners concerning matters of public health and the operation of the public health system in Deschutes County. Responsibilities: The Advisory Board’s responsibilities include providing advice, leadership, and guidance in support of the Health Services Department’s mission.
