MEETING MINUTES
DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
Thursday, May 2, 12:00 to 1:30 pm

Members Present: Dave Thomson, David Green, Sabrina Haggerty, Chris Cassard, Neil Baunsgard,

Call to Order
Meeting was called to order at 12:00 p.m.
Introductions
Attendees of the meeting introduced themselves and, if applicable, identified the organization they
represent.
Public Comment
Trevor: People have been concerned about accidents with regard to the new recreation
center being built in Redmond. Chris Cheng will follow up.
Approval of Prior Minutes
The April 2024 minutes were approved.
Committee Business
Expiring terms: Still need info from Sabrina and Mark if they would like to be reappointed.
Annual report to BOCC: Sabrina and Dave Green have been working on it and are working on a
draft. Aim is to present at May 29 BOCC meeting.
Sisters Presentations
Jennifer Letz introduced the presentation of projects happening, given by Jackson:
Summary of Sisters TSP, showed the map with existing bike and ped facilities

East Portal Transportation Hub (formerly USFS rest stop) project: in final stages of design. The
Forest Service is currently building their new ranger station; the old station will be removed and
turned into a parking lot. This project is a great example of strategic partnerships.
o The project has a phased approach starting with bus loop and drive aisle, then
perhaps RV parking and EV charging. Ideally Sisters will get more regional bus transit
(since it’s the first stop from the valley).
o Getting an agreement for grant funding from ODOT for EV charging
Hoping to move some area bike trail starts from Village Green Park as those have a lot of use
and could benefit from separating them from the park.
Mark: is the city still utilizing bike lockers? Jackson: not used anymore and won’t be considered
for this location but other bike parking/locking will be incorporated
Potential for other amenities that could attract people all day (for instance, a dog park), which
would help with community and safety
Neil: are there considerations for additional crossings over McKenzie Highway or other of the
bordering roadways? Jennifer: Not sure but there were discussions about a potential crossing
over Hwy 20 to the other Forest Service parcel. The City is also hoping to be able to lower speed
limit on Hwy 20 in that location.
Barclay Drive Improvements:
o Phase 1 construction: Fall 2024
o Would allow those who aren’t intending to stop in town to bypass the downtown area
o Would also add multi-use paths on both sides, adding turn lanes
o Neil noted the potential for bypass to attract too many car-centric businesses (drive
throughs, etc.) and that development brings more traffic, but Jennifer noted the
zoning is primarily light industrial, limiting franchises, but could be worth looking at
code to see what might be permitted. Consider having one protected crossing
somewhere on the corridor.
There are new asphalt paths near Pine, by the two former Forest Service parcels
The city has plans to create several multi-use paths: connecting Village Green Park to Peterson
Ridge trailhead; connecting Sun Ranch and Barclay
US 20 – Locust roundabout:
o On track to finish 3 legs of the roundabout by Memorial Day; southern leg to be
complete later this fall

o Also includes a bypass on former road alignment for oversized vehicles
o Soon-to-be-former elementary school property will likely be leased by Parks
Department for needed programs and as a community amenity
McKinney Butte pedestrian safety improvements: crosswalk installation, including raised speed
tables
Sunset Meadows Multi-use path: moved a path that was previously adjacent to road, making it
meander more and get away from road
Lazy Z city property (currently used for wastewater): will have constructed wetland and path
City is starting its UGB expansion process
External Committee Reports
COACT
ODOT is starting work on the latest funding package to go to legislature. Seeing revenue decline
due to gas tax. There has been ongoing discussion of EVs not paying their fair share
ODOT hired a new Region 4 director, coming from outside the region and the transportation
world.
Terrebonne undercrossing project will start in July
Note: Dave Roth will take over being the rep for COACT, Dave T. will be backup
MPO TAC
Note: Neil will be BPAC rep on the MPO TAC to help Dave T. from now on
Lava Butte – La Pine Trail Planning

Other Updates
Deschutes County
The TSP is still set for an effective date of 6/18/24 and the project website will stay up until
then.
Tarik Rawlings spoke to the availability of about $291k of available extra COVID funds: bike ped
related to safety, accessibility without any type of existing funding, ideally with broader (rather
than local) impacts. Must be in MPO geography. Dave will send out some notes with more
details for those who may have ideas.

ODOT
Microgrants are still open.
McKenzie pass construction is ongoing, please mind the construction crews
Sisters: carbon reduction program funding for EV charging is in progress, as noted above.
Sisters curb ramps to go out to bid in December.
Commute Options
May Walk and Roll challenge started today, through May 17, lots of events. Tonight there is a
panel on e-bikes at Deschutes Brewery.

COIC/CET
Extended hours for Mt. Bachelor shuttle this weekend for Rendez Van
Sunriver/South County
Sunriver Board will try and see feasibility of getting people off the road between circles 2 and 3,
where there isn’t a path (unlike the rest of the circles)
Bend
Two new pieces of equipment for sidewalk/snow maintenance have arrived. Two small sweepers
getting here end of May.
Bend Bike Night is happening May 13 4:30-6:30 pm. Northwest Crossing area, streets will be
closed. There will also be bike trains from a couple of neighborhoods.
Lots of rocks out there on roads due to construction, but reach out to city if you find any pockets
of them
