Box 6005, Bend, OR 97708-6005 (541) 388-6575 bpac@deschutes .org www.deschutes.org/bpac MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, June 6, 12:00 to 1:30 pm ODOT, 63055 N Hwy 97, Building M, Baney Conference Room, Bend Members Present: Dave Thomson, Chris Cassard, Mark Smith, Dave Roth, Jennifer Letz, David Green, Wendy Holzman, Matt Muchna Agency/Organization: Tanya Saltzman (Deschutes County), Anthony Accinelli, Henry Stroud (BPRD), Jovi Arellano (ODOT), Derek Hofbauer (COIC/CET), Tyler Deke (Bend MPO), Tobi Marx (City of Bend) Call to Order Meeting was called to order at 12:00 p.m. Introductions Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Public Comment  Dave T. summarized written comment sent in by Nunzie Gould regarding intersection safety within the City of bend, bike/ped counts and other issues (full comments attached to meeting notes) Approval of Prior Minutes The May 2024 minutes were approved. Committee Business  Thanks to departing members for their service (Chris Cassard)  Recruiting update: Sabrina has decided to stay on, which means one at-large vacancy, which closed Monday. Dave will work with the recruitment subcommittee (Three Daves and Wendy) o Matt Muchna is moving from Redmond to Bend, but will be stepping away from Redmond BPAC, has applied to the at-large position. o We will post Redmond position soon  Next month’s meeting will be July 11th Page 2 Bend Bike Share update – Tobi Marx, City of Bend  Tobi shared an overview of bike share program, which was initially a 2-year pilot. First two years have been fairly successful. Definitely saw a difference between 2022 and 2023  2022: 25,000 rides on 200 bikes  2023: 15,000 rides. Reason: beginning of 2023 Bird struggled with their local fleet managers  Pilot program will be extended, but city will take a more active role in the program  Goals: 30,000 rides in 2024, 162 bikes deployed; 1.5 rides per bike per day; 24-hour response time to address complaints  Focus on equity and access; affordable access, better engagement  Taking active role on curb and mobility management: o Promote sidewalk respect for people with disabilities, data integration, fines for devices outside designated zones  Partnered with Commute Options, doing three educational events  Technology tools: geofencing, in-app messaging, tech to analyze usage patterns  Tobi demonstrated the Mobility Manager app, which shows live location and stats (trips, how long they’ve been parked, if they’re parked near racks, etc.)  Complaints: customers can do it through the app, or send an email to Bird or use the Bend public works app  Structure: Bird has to pay an annual fee to city and maintain escrow account—they don’t have a contract per se. Bend owns the data rather than the vendor. Bird is no longer publicly traded; filed for bankruptcy and restructured their debt and are working toward being profitable. BPAC Annual Report and Safe Sidewalks awards update  Dave summarized the presentation to the Board, which included the awards presentation as well as the annual report. All in all, he felt it was a successful agenda item. Working group refinement (from BPAC goals discussion) Are the topics/groups still things we want to work on?  Outreach: Dave T., Matt, Jennifer  Community connections: Dave T. Matt, Dave G. Mark  Transit: Dave G., Rachel Page 3  Agency project input: look into County Road department. Consider inviting Road Dept and others on occasion.  Big Chainring awards: Neil External Committee Reports COACT Next quarterly meeting in September. Had recent subcommittee meeting concerning safety, but no real updates MPO TAC Currently doing a 20-year plan update utilizing a consultant. Took all of the project lists from within MPO. Identified all funding sources and how it might be restricted. Currently prioritizing (as it relates to real, available funding) Other Updates Sisters  Locust roundabout is half complete; crosswalks are still not in place yet  Concerns for bike/ped access for the RV park near Five Pines Redmond  Got prototype of bike map  Redmond BPAC will participate in National Night Out in August. Running low on bike helmets that will be offered, may look into ODOT mobility grants ODOT  Recruiting for statewide bike/ped program manager  Internal review for Bend-Sisters-Redmond connection  Joint Committee on Transportation road show will be in Bend on September 12 COIC/CET  Launched two new flex routes in Redmond, serving the airport and downtown  Getting ready for outdoor recreation services  Partnering with Bend Bikes – July 26 bike and brunch for trail shuttle  Trying to do an event at Welcome Center about ADA access with Senator Wyden Sunriver/South County  Had owner survey come back: pathways were highest approved amenity in Sunriver Page 4 Bend  Wilson has opened with lots of bike ped safety improvements  Can double the thickness of road paint, which should last longer in winter  Full grind scheduled for Riverside soon  Minisweepers should arrive and be in service mid-July Reminder: permeable pavement workshop Monday June 10 Meeting Adjourned at 1:41 pm Next Meeting Thursday, July 11 – 12:00 to 1:30 pm – ODOT offices, 63055 N Hwy 97, Building M, Baney Conference Room, Bend
