Box 6005, Bend, OR 97708-6005 (541) 388-6575 bpac@deschutes .org www.deschutes.org/bpac MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, July 11, 12:00 to 1:30 pm ODOT, 63055 N Hwy 97, Building M, Baney Conference Room, Bend Members Present: Dave Thomson, Mark Smith, Jennifer Letz, David Green, Wendy Holzman, Matt Muchna, Rachel Zakem, Sabrina Haggerty Agency/Organization: Tanya Saltzman (Deschutes County), Chris Cheng (ODOT), Henry Stroud (BPRD), Jovi Arellano (ODOT), Barb Campbell (Bend City Council), Chris Blake (City of Bend) Call to Order Meeting was called to order at 12:00 p.m. Introductions Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Public Comment None. Approval of Prior Minutes The June 2024 minutes were approved. Committee Business  All reappointments have been confirmed by the Board of County Commissioners  La Pine position: interviewed Anthony Accinelli and the committee voted to recommend him for appointment. Next step is for approval from the City of La Pine, then the Board of County Commissioners.  BPAC will shortly have an opening for a Redmond representative, as Matt Muchna has shifted to an At-Large position. Dave will work with Tanya to get that posted.  Committee officer elections at September meeting: Dave is happy to discuss with anyone who may be interested  FLAP grant process: previous application process was very open to essentially any group or agency. County Road dept as well as ODOT applied for previous ones. Now process involves Page 2 statewide coordination to identify needs first. Currently there are three opportunities for interested parties to get updates on process. BPAC should have some representation, as we did last year. o Dave is looking for a volunteer to attend one of the meetings (“office hours”) o Mark Smith will volunteer Bend – Lava Butte trail zoning appeal update (Tarik Rawlings)  Tarik gave a brief summary on the remand from LUBA (June 24)  The decision was appealed by a private landowner adjacent to High Desert Museum.  LUBA gave a lot of deference to ODOT, but still remanded based on one subassignment of error, which has to do with the zoning boundary and an older BOCC decision versus the zoning map. Legally, this was framed in a “collateral attack” argument that if there was a Board finding from the past stating the zoning, one cannot collaterally attack that decision. Needs further findings from the hearings officer on the zoning boundaries.  ODOT has yet to begin working on remand, but there’s also a chance the appellant can appeal to the Court of Appeals. If ODOT submits a remand, then Hearings Officer will hold another hearing and associated findings. No dates have been set yet, Working group updates  Outreach: meeting pending  Community connections: meeting pending  Transit: meeting pending  Agency project input: meeting pending  Big Chainring awards: TBD External Committee Reports COACT Focusing on safety work; have a safety committee. Had grant funds last year that were used for safety messaging, such as bus wraps and PSAs about distracted driving. Received that grant again this year for $100k for a safety coordinator position for tri counties (housed at COIC). Total local match would be about $50k. Hoping that the cities within the ACT could contribute, as well as major employers or groups that affect traffic (such as the amphitheater). Coordinator would be very valuable for the region; looking to Lane County as an example. Length of position TBD, but hopefully funding would be for two years. MPO TAC Met yesterday; primary item of discussion was to make a recommendation to MPO Board on how to allocate about $300k leftover COVID funding: Requests were for: Page 3  CET: improve bus stops (benches, signage, potentially electronic arrival time boards) – about $250k  City of Bend: extend sidewalk on Cooley from railroad tracks ($60k)  Bend – La Pine School District: planning and path construction along west side of 27th Street across from landfill. Water main installation soon so would piggyback on the temporary haul road that will be used for that project ($250k)  Of these, funding was allocated for Cooley and for BPRD to redo some paths near school, and to do some of the planning; $100k to CET for some enhancements Other Updates Bend  Hawthorne overpass moving, along with other Midtown crossing projects. Greenwood is in last stages of design stage. Holding off striping Greenwood because of this project. Will increase on- street parking and will widen the bike lane.  Working on updating green hot tape areas  Received new sweepers  Dave Green asked about progress about Wilson and 2nd. Project is still not complete: will add delineators to alleviate confusion.  Dave T. reiterated the need for communication for bike ped detours during projects, such as eastbound Simpson. Sisters  There is a possibility that the full Locust roundabout will be open this weekend for the quilt show, though not completely finished.  McKinney Butte Road: put out to bid for crosswalk tables, but received no bids  ODOT performed a traffic study for Highway 242  East Portal Transit Hub is at 90 percent design; worked hard to preserve many of the old trees. Will put out a bid for Phases 1 and 2 together (3 phases total), to be completed by the end of summer 2025 Redmond  Bike strategic plan is on the docket to be updated next year; works well with the timing of the new bike map project  Looking for extra bike helmets for the National Night Out Deschutes County  Redmond Airport Master Plan Update was finalized in late June (no changes to the text amendment as originally proposed) and we sent notice of this final decision on Monday 7/8/24. This Ordinance would go into effect on 9/24. Page 4 ODOT Project updates:  North Corridor project is moving quickly  Greenwood project is underway  McKenzie Pass almost complete Other updates:  Statewide bike ped coordinator: interviews are in progress  OR Community Paths grants open for applications August 1 ($61M available)  ODOT has budget issues; affecting state dollars required for match  Joint commission on Transportation will be in Bend this fall  STIF funds projects with ODOT/CET will be examined and available in January; BPAC should look at that list once it comes out BPRD  Board approved a resolution of need for right-of-way acquisition for North Unit Canal  This includes an improved crossing on Brinson Rd; just got right-of-way approved there  Presenting initial concept design for Hollinshead Park, including ADA-accessible paths  Tuesday: Henry will present history of south UGB bridge project to the Board COIC/CET  Transit to Trails service is very successful; the bus has been at capacity at the Welcome Center in some instances  Andrea’s (Director) last day was on June 28. Looking for new director. Sunriver/South County  Tried new surface treatment on some pathways with more aggregate. Results TBD.  More tunnel work needed: trying to determine the next tunnel to work on Meeting Adjourned at 1:23 pm Next Meeting Thursday August 1 – 12:00 to 1:30 pm – ODOT offices, 63055 N Hwy 97, Building M, Baney Conference Room, Bend
