Box 6005, Bend, OR 97708-6005 (541) 388-6575 bpac@deschutes .org www.deschutes.org/bpac MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, August 1, 12:00 to 1:30 pm ODOT, 63055 N Hwy 97, Building M, Baney Conference Room, Bend Members Present: Dave Thomson, Mark Smith, Jennifer Letz, David Green, Wendy Holzman, Matt Muchna, Sabrina Haggerty, David Roth Agency/Organization: Tanya Saltzman (Deschutes County), Chris Cheng (ODOT), Chris Blake (City of Bend), Derek Hofbauer (COIC/CET), Marika Tammaru (Commute Options), Anthony Accinelli (La Pine representative-elect) Call to Order Meeting was called to order at 12:00 p.m. Introductions Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Public Comment None. Approval of Prior Minutes The July 2024 minutes were approved. Committee Business  Recruiting update: La Pine position: currently waiting for La Pine city approval  Committee officer elections at September meeting: officers serve a one-year term. Dave T: OBPAC example: what if staff put out a nomination form to all committee members, then staff reached out to each nominee to verify if they would be willing to serve, then they voted on those people. Thoughts? Positive reaction from most people. o Also consider the three positions. Blend into two co-chairs? o Tanya determined that the BPAC bylaws, which contain the language about officers, can be changed by Board resolution Page 2 o David Green suggested we revisit the bylaws in time for June instead, which is the month suggested in the bylaws for officer selection. This will give BPAC the chance to look at other elements of the bylaws as well. o Will proceed with the written nomination process with Tanya as the point person.  September meeting has historically been the La Pine meeting, but haven’t done this since pre-COVID. Anthony prefers October and will look into logistics. 2024 Bicycle and Pedestrian Summit planning kickoff  Last year it was held October 26 in Sunriver  Is it better to have it more central for more attendees, or rotate to get to places that BPAC doesn’t normally touch as much? Previous summits had better attendance when they were in central locations. o Mark suggested perhaps have it in Bend every third year; Matt noted it’s easier for transit that way, but noted the importance of the regular BPAC regional meetings o Derek noted that an OR outdoor conference through OR Trails Coalition December 5- 7 in Sunriver. Possible synergies? o People recognized the need for participation from Crook and Jefferson counties through good outreach, and eventually, considering holding the summit there. o Redmond could work as it is closer to the other communities (Madras, Prineville) o Derek noted that they sometimes have meetings funded by STIF, including Warm Springs, and could potentially leverage that o Dave asked for votes: 1. Bend: 6 2. Redmond: 2 3. Outside of Deschutes County: 1 o Additional idea: announce where the next summit will be at the summit this year  Potential dates in mid/end of October: week of October 21. Tentative: October 24 (Thursday).  Potential location: Larkspur? Close to good places for tours.  Summit planning committee: Dave Green volunteered to lead, with Dave Thomson and Jennifer potentially to help.  Topics: future planning for bike-ped design (with an engineer present, perhaps ODOT as well)  Some type of panel? Page 3 Working group updates  Outreach: Jennifer and Matt met and supplied Tanya with some questions about communication opportunities, websites, etc.  No other working group updates  Mark Smith has been sitting in on FLAP grant meetings, where they prioritize potential projects. Mark will send to Dave to distribute to the group. External Committee Reports COACT Dave T. has been in a couple of meetings about safety grants; may not actually be applying for them Lava Butte – La Pine trail planning ODOT has reviewed draft. OBPAC  Met in Corvallis last week, including bike tour of some projects:  Location along 99W south where a multi-use path ends, and they installed a diagonal crossing with cameras that can distinguish between cars and bikes and turns on the red signals on all sides of the intersection  Philomath: putting in separated bike facility for a few blocks along the couplet  Kim Curley from Commute Options is now on Mobility Advisory Committee, which reviews any changes being proposed on freight routes that affects the space between trucks (“Hole in the Air”); there are two bike-ped spots on this committee. Other Updates Sunriver/South County  Working on plan to improve the only part of Sunriver that is unsafe, circle 2 to 3 Bend  Greenwood project is underway, looking to chipseal soon and then will start permanent structures (striping etc.)  Riverside improvements  Sidewalks from Newport to Shevlin Park are done  Wilson: all striping is complete, will add a sign at 2nd Street to prohibit left turns Page 4 Sisters  The city held a special council meeting to address lack of bids for McKinley Drive crosswalk tables; will get funded and should be done before school year. Will parse out sections for now. Redmond  Redmond BPAC is tabling at National Night Out  Annual Dry Canyon bike-ped counts on August 17  Next meeting Monday Deschutes County  None; will post listing closing September 1 for Redmond BPAC representative ODOT  OR Community Paths grants open as of today ($61 million—the biggest it will ever be). This grant is federal money, so ODOT will need to be involved. Chris is available to discuss potential projects, questions, etc.  Statewide bike-ped coordinator starts in September, hopefully he can join a meeting or the summit  Greenwood: installing 4th Street crossing  Sisters roundabout is open for cars Commute Options  Getting ready for school year/Safe Routes to School will have lots of volunteer opportunities  Updating many Safe Routes maps COIC/CET  Transit to Trails service is doing really well; doubling ridership, getting great press  Service ends Labor Day  Working with Discover Your Forest, they will ride the 9 am shuttle for interpretive talks  August 9: Smoky Bear’s 80th birthday event  Redmond routes are doing well, doing some transportation trivia with routes for seniors  Joint Transportation Committee is coming to Bend on Sep. 12 at OSU Cascades. Roundtable with ODOT, elected officials. Bus tour of different sites, discussing transit, public testimony from 5-7 pm. (Sign up around 3:30 if interested.)
