HomeMy WebLinkAboutPHAB 05-07-24 Minutes Minutes Public Health Advisory Board (PHAB) May 7, 2024 12:00 – 1:30pm Facilitator Rob Ross, MD, PHAB Chair Staff Coordinator Tom Kuhn, PHAB Coordinator Scribe Aimee Burroughs Next Meeting June 4, 2024 – at Pioneer Park Topic and Lead Gathering 5 minutes Introductions 5 minutes – Rob Approval of the April Minutes Tami motioned to approve meeting minutes, Colleen seconded. April minutes approved. Announcements and Updates 15 minutes  Any Public Comment?  Any group announcements or updates?  OHA Director Sejal Hathi, MD, visit update – Heather Kaisner o Dr. Hathi has been meeting with PH and BH around the region; met jointly with PH and BH o Very receptive to what we have been doing in DC o Heather and team talked about modernization successes o Also talked about the Panic and neglect cycle of PH and how do we ensure and sustain the core PH mandated functions when it comes to modernization funding o Reiterated the Governors priorities; houselessness; early intervention for BH o Talked about primary prevention and how local PH o Also discussed healthy schools program and its successes o Dr Hathi shared that FY26 will be tough for PH, not expecting much of an increase in PH funding o Along with local funding challenges PH will be struggling in FY26 o Also discussed CCOs quite a bit; CCO 3.0 and how PH can be more involved in the discussion o She is very results oriented and is holding herself accountable as well as others o Commissioner Chang asked of Dr Hathi stated what we should be doing now to advance the legislative goals; Heather answered that really trying to get in front of our legislators to push the important of primary prevention and how PH needs to be involved in that funding; CLHO is working on this as well o Also continuing to push the needs of governmental PH when it comes to modernization “To promote and protect the health and safety of our community.” Updated 9/18/24 o Showing the metrics and show the successes in regards to modernization funding and how its working o Commissioner Chang also asked if there were any legislators we can meet with to help push through certain bills o Heather is going to speak with Sarah in o Colleen asked if anyone from PacificSource had any take on their meeting with her o Lindsay Atagi said that it was a good discussion regarding innovations and uniqueness between the regions; she also said that PH was mentioned and how they engage and work with PH partners o Lindsay was most impressed by her perspectives and focus on upstream work and ideas on universal pay and supporting maternal care in Oregon  Health Hero Awards update – Tom – watch video  Need nominations  Discussed organizations that aren’t directly Health Organization  Not in the criteria that a PHAB member can’t nominate other organizations that aren’t necessarily Healthcare or clinical people  Heather brought up also churches that opened doors during smoke, heat and cold events, could be good nominees  Colleen mentioned that she wants to nominate Shepard’s House because she is so impressed with how they have stepped up OHA’s Community Based Organization Equity Grants and Public Health 30 Minutes – Shana Falb  See presentation  Dr. Ross asked how Shana reached out to Northern Klamath county because it is so rural; Shana said that H+ had a connection there and reached out to Shana to connect with local PH and the CBO hosted it and we sent nurses and had the vaccine; it was a great partnership of CBOs and PH departments  Commissioner Chang shared that there are some Pacific Islander organizations that are new that he can connect Shana with  Sarah Barron asked would the CBOs that Shana couldn’t get in contact with; what were the strategies used that didn’t work? Shana said that some of the challenges were unable to get in touch with orgs and also unresponsive or uninterested.  She also stated that the first role out with these grants was messy and that there wasn’t a lot of communication about how the CBOs should be working with the LPHAs so it was bumpy. Over time that has smoothed out a little bit  Sarah said that if there is anything she can do on her end because she trains a lot of community health workers and that she can connect with Shana  It was asked if there have been tensions between CBOs that serve the same communities and Shana said no, she hasn’t seen that, she has seen them be very happy in working together.  Dr. Ross asked where OHA came up with is idea and why? Links:  Funding: https://app.smartsheet.com/b/publish?EQBCT=bd78e77937d94721b86a322d2d090eb7  Funded CBOs: https://app.smartsheet.com/b/publish?EQBCT=3bbd52f4743741c5893313c2436706a2  Heather shared Shana is talking about PH modernization not CBO 2.0, 3.0; funding went to CBOs right in the beginning of COVID  Shana shared that the grants are funded by buckets of work sort of; not held do specific metrics by OHA and they are loosely tied to their work plan that they submit to OHA  Dr Ross asked if there are ways that PHAB could help Shana’s work; she answered that she wants to think on it for a bit  Shana remarked that the CBOs are vital to PH work and that it can help get messaging out and be received better by the public “To promote and protect the health and safety of our community.” Updated 9/18/24 Flu Vaccine discussion  Melissa Brewster asked “when folks are stopping giving influenza vaccines. With positives still above 6.8% I am recommending we continue through the end of May. Thoughts?” th  Logan said their goal was June 15 but they are not going to make that because they couldn’t get more at COPA.  Melissa is seeing numbers plummet for vaccines and said people are not very receptive  Heather also shared that Lane Co is having an uptick of pertussis and that  Dr. Ross shared that the number of pediatric cases of kids unvaccinated is a big problem  Logan shared COPA is having a vaccine week next week Adjourn Dr. Ross adjourned 1:27pm “To promote and protect the health and safety of our community.” Updated 9/18/24
