Box 6005, Bend, OR 97708-6005 (541) 388-6575 bpac@deschutes .org www.deschutes.org/bpac MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, September 5, 12:00 to 1:30 pm ODOT, 63055 N Hwy 97, Building M, Baney Conference Room, Bend Members Present: David Green, Sabrina Haggerty, Matt Muchna, Jennifer Letz, Wendy Holzman, Rachel Zakem, Anthony Accinelli, Mark Smith, Neil Baunsgard Agency/Organization: Tanya Saltzman (Deschutes County), Chris Cheng (ODOT), Chris Blake (City of Bend), Derek Hofbauer (COIC/CET), Henry Stroud (BPRD), Diane Flowers (public), Greg Bryant (public) Call to Order Meeting was called to order at 12:00 p.m. Public comment Diane Flowers: the Powell Butte roundabout is great but question: the section between the 2 RAB is 35 mph and seems to be pushing traffic back to the segments beyond those roundabouts. Introductions Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Public Comment None. Approval of Prior Minutes The August 2024 minutes were approved. Committee Business  Welcome Anthony Accinelli, La Pine representative  October meeting in La Pine update: at City Council chambers. Page 2 Officer elections for 2024-2025 Votes were held for each of the three BPAC officer positions. The results are as follows.  New chair: Jennifer Letz  Vice Chair: David Green  Secretary: Sabrina Haggerty 2024 Bicycle and Pedestrian Summit planning update  So far, we are unable to find a location, so unable to move forward with other aspects o Can change date or postpone until next year o Mark: while he believes it’s important, maybe this year it is best to skip o Originally chose end of October to avoid weather/holidays/etc. o Potential to move to spring  Side note from Wendy: at the next summit, we should request a presentation from other counties, in which they can talk about their needs and get them engaged  BPAC decided to postpone to a general date in spring, have vice chair as subcommittee leader, with 2 or 3 others helping o Matt is interested; Wendy is tentative interested and will discuss offline o Still consider Larkspur; perhaps April 10? Working group updates  Outreach (Matt and Jennifer): potential meeting with Whitney re: communications; getting mailing list from Dave T.; TS to reengage with group  Community connections: n/a  Transit: n/a  Agency project input: n/a  New and improved Big Chainring: to be discussed; Mark can help Neil on this topic External Committee Reports MPO TAC Page 3  Greg Bryant provided a summary: at the meeting, they reviewed 2045 projects. Total projects of about double the available funding, so some narrowing down will need to occur  Wendy noted that it might be good to have a rep from the MPO TAC to speak at a future meeting (Tyler Deke) Lava Butte – La Pine trail planning  No update, no final preferred alternative released yet OBPAC  OR joint transportation committee: legislature will be in Bend on September 12. Dave T. hopes to participate in bus tour and round table, with public comment in the evening Other Updates La Pine  Andrew met with city manager about installation of bike racks; not in city code now. Hopefully will add to code for new businesses and look at other ways for funding  Mark may have some extra racks from Sunriver Sunriver/South County  Identified next tunnel to be fixed; near Village  Working with additional property owners on circle 2 to 3 segment to look at potential bike lanes (only one without that)  Looking at signage Bend  Olney bike ped improvements plan is at 90 percent  Bear Creek roundabout plans at 90% - next spring for possible construction  Franklin bike-ped improvements at 60%  Safety upgrade at China Hat and Knott  Finish paving on Reed Market  Riverside project starts next week Sisters  Roundabout still under construction; possible end of October completion  New school opened on far west side of town; staff has been working on plans for access for everyone but it’s a work in progress  Finished the tabletop crossings on McKinney Butte (had to break up the project, contract-wise) Page 4  Commute Options is coming to elementary school next week for walk-bike training  Applied for grant for Barclay improvements Redmond  National Night Out was a great success; have some extra bike helmets  Did bike-ped count for Dry Canyon August 17, will hear totals at the next Redmond BPAC meeting  Currently stress testing bike map Deschutes County  Redmond hiring update: waiting for applications from HR, TS to follow up ODOT  Construction on going for many projects  Greenwood has some sidewalk closures  OR Community Paths pre-applications due September 15th  Innovative Mobility Program (IMP) opens for applications Sept. 25-October 25 for historically underserved populations. State funds so this gives a bit more flexibility than Federal.  New ODOT Statewide Bicycle-Pedestrian Coordinator started yesterday: Ian Davidson. Hopes to have him join a future BPAC meeting. BPRD:  Midterm update to Comprehensive Plan (from 2018) underway, which includes an updated trail map. Will be presented to the Board on October 1  Trail plan map: identified specific crossings/intersections where they’d like to see safety improvements  Working on letter of interest for OR Community Paths for study of trail underpass of Hwy 20 by Hayden Homes Parkside Place development  Continue work on North Unit Canal Trail; have offers for trail easements going out next week; have right of way permits for crossing of Brinson Road  Waiting for preliminary costs for Riverfront St project Commute Options  Bend-LaPine School district received grant to hire an active transportation manager for 2 years (received grant funding), in collaboration with Commute Options  Temporary pause for new vanpool signups Page 5 COIC/CET  Getting new Transportation Manager, Bob Townsend (previously ODOT)  In response to Matt’s question: Redmond flex routes had about 500 rides in August, which is pretty good, though it’s still new  Transit to Trails: 2,146 trips this summer--double last year o Next year may try to run it until mid-October  OR Outdoor Recreation Summit December 5-7 in Sunriver Meeting Adjourned at 1:30 pm Next Meeting Thursday, October 3 – 12:00 to 1:30 pm – La Pine City Council Chambers
