Box 6005, Bend, OR 97708-6005 (541) 388-6575 bpac@deschutes .org www.deschutes.org/bpac MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, October 3, 12:00 to 1:30 pm La Pine City Hall, La Pine Members Present: Jennifer Letz, David Green, Sabrina Haggerty, Wendy Holzman, David Roth, Anthony Accinelli, Neil Baunsgard Agency/Organization: Tanya Saltzman (Deschutes County), Chris Blake (City of Bend), Rachel Vickers (Associate Planner, City of La Pine), Diane Flowers (public), Greg Bryant (public), Bob Nash (Redmond BPAC) Call to Order Meeting was called to order at 12:00 p.m. Introductions Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Public comment Diane Flowers followed up on her conversation with Tarik re: speed limits (Butler Market/Dickey/Erickson to 20) Approval of Prior Minutes The September 2024 minutes were approved. Committee Business  Committee changes – Bend MPO TAC representatives: Dave T. was former MPO TAC rep. Jennifer reached out to Tyler Deke for next steps. Things are going to get busier in terms of active projects so would like a rep and an alternate. Neil volunteered, with Dave G. as alternate.  New Redmond recruitment update: Dave and Jennifer interviewed Bob Nash a few days ago. Bob introduced himself, has been on Redmond BPAC about 2 years, interested in community connections and bike/ped safety. BPAC voted to recommend Bob to BPAC.  Dave T. vacant seat (at large), has left a vacancy. Page 2  Consensus was to reopen and keep Diane in the group of applicants. Tanya will initiate a recruitment for a month and then continue from there. La Pine area topics – Andrew Accinelli and Rachel Vickers  La Pine was awarded a TGM grant, which will allow the city to build a plan for future growth. TGM: Adoption-ready comp plan by May 2025; TSP in 2026  La Pine was only incorporated in 2006, so is a relatively new jurisdiction/government  Noted the mixed-use path between Wickiup and La Pine; great proof that if you build it they will come. In order to ride around La Pine, you are riding on shoulders, etc. The city has a great opportunity to become walkable and bikeable due to its small size  Bike racks: hope to discuss with Mark for potential Sunriver hand me downs. Currently not in code at all to require bike racks.  Dave R. asked about the Newberry neighborhood. Rachel explained the quadrants, which have a center open space and increasing density closer to the center. The most southern quadrant has been developed; Palisch has one quadrant. Others are still TBD. o Each quadrant needs to have access to Burgess. Once the area is fully developed, the whole area should be connected with multiple paths. o Areas on the east side towards Wickiup: Infrastructure is a concern as land gets developed. Several lift stations are at capacity.  Goal is to continually use the trails to show the community the popularity (and need for) bike ped infrastructure and safety.  Highway 97 offers opportunities to have eyes on the city rather than as a divider; try to use it to the city’s advantage.  The city is often eligible for numerous planning/design grants due to its demographics and lower income; also large elderly and disabled population Working group updates  2025 summit (April 10): Dave G is trying to get in touch with OSU Cascades; or could try and raise money ($100?) for Larkspur; or BPRD building. Greg can ask MPO if there could be any funding o TS to look into County funding possibilities but is unlikely  Outreach (Matt and Jennifer): TS can reach out for communications; also looking at shared docs structure. Looking into bolstering our mailing list.  Agency project input: Dave and Mason working on a document to share with group next month External Committee Reports Page 3 None this month Other Updates Bend  Looking at bike-ped issues for Franklin Sisters  Roundabout is still being built  Lots of people biking around for the Folk Festival last year Redmond  Continuing to work on bike map thanks to new GIS staff. Currently vetting some routes and stress levels  User conflicts in the Dry Canyon: unleashed dogs (majority), e-bikes  Grant funding (possibly developer fees): paving the gravel from Oasis Village to the city; completion of Homestead Trail ODOT  Robin Lewis is going to lead a bike tour of North Corridor project Commute Options  See COIC update re: vanpool COIC/CET  Vanpool program (with Commute Options): vanpool has been doing great; a month ago Commute Options was told to stop operations (had approximately 70 vanpools). First, the direction was to stop new signups; subsequently, they’d have to provide funding for 70%, instead of receiving 100% subsidy and 100% for gas. Now the program is only getting 30% subsidy and zero gas subsidy, which is a drastic change that will adversely affect this program.  Two vanpools will continue with the original program from Warm Springs Meeting Adjourned at 1:48 pm Next Meeting Thursday, November 7 – 12:00 to 1:30 pm – Bend ODOT Offices, Baney Conference Room
