Box 6005, Bend, OR 97708-6005 (541) 388-6575 bpac@deschutes .org www.deschutes.org/bpac MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, November 7, 12:00 to 1:30 pm ODOT, 63055 N Hwy 97, Building M, Baney Conference Room, Bend Members Present: Jennifer Letz, Wendy Holzman, David Roth, Anthony Accinelli, Neil Baunsgard, Mason Lacy, Matt Muchna, Mark Smith, Bob Nash, Rachel Zakem Agency/Organization: Tanya Saltzman (Deschutes County), Chris Cheng (ODOT), David Amiton (ODOT), Diane Flowers (public), Greg Bryant (public), Derek Hofbauer (CET), Julia Ohlson (public), Emilie Merlinghaus (public), Henry Stroud (BPRD) Call to Order Meeting was called to order at 12:05 p.m. Introductions Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Public comment Julia Ohlson and Emilie Merlinghaus spoke about pedestrian/bike safety near the planned mobility hub near Troy field. They are concerned there isn’t a safe pedestrian path from Kansas Street to the mobility hub. Plan doesn’t take into account Kansas, Methodist Church, Learning Garden, Environmental Center, Troy Field, etc. In addition, according to plans they referenced, the east pedestrian gate has been blocked by planned e-bike parking rack. This gate is used often and needs access. They also voiced concerns about removing parking spots. Derek Hofbauer (CET) responded that these plans aren’t yet at 100% and they are still preliminary; he will take these comments into account as the project progresses. Approval of Prior Minutes The October 2024 minutes were approved. Page 2 Committee Business  Welcome Bob Nash as new committee member from Redmond. Bob is also a member of the Redmond BPAC.  At Large position open: Tanya is still waiting for applications. Review committee: Wendy, Dave Roth, Mark. There may also be an opportunity for a second vacancy.  January meeting is currently scheduled for a day that is still winter break for schools. o Changing meeting to January 9. 2025 BPAC Summit planning  Dave Green and Greg Bryant have been doing a lot of research and have some options: o Larkspur Center: limited room hours, parking, not the best set of options o BPRD offices: inexpensive, but window to book hasn’t opened yet o First Presbyterian Church: close to Larkspur Trail, reasonable cost  Funding: Jennifer will get some numbers down to share for Greg to inquire with MPO and possibly Matt to ask the Envision Bend board  Matt: it’s good to have a theme, but also consider a keynote speaker that discusses specific efforts like people-focused communities.  Other ideas for content: o Henry could present about trail planning along canals o Bend Lava Butte La Pine presentation from ODOT? o Consider a roundtable for representatives from other counties to get them involved. Jennifer might be able to bring this up in a future small cities conference Working group updates  Outreach: o Dropbox issues. Considering moving it to Google Docs or some other solution. o Trying to expand the mailing distribution list—for instance, bike shops. There is a bicycle shop industry mixer tonight that Matt/Jennifer may try and go provide an introduction.  Community connections: a preferred route has been identified by Parametrix (consultant) in La Pine. More info to come.  Transit: No update Page 3  Agency project input: Mason shared an outline/proposal created by Dave G. that will be shared with the group; it involves choosing a group of agencies by region and asking them to do an annual report to BPAC, which would help get info from agencies who cannot regularly attend.  Big Chainring Awards: still think these are valuable, and an opportunity to bring to light the progress happening in different spaces. o Potential new categories: Best Plan, Project Completed (this could include the contractor and agency), Project Champion/Big Dreamer (someone who has brought energy or extra effort) o Want feedback: is name still appropriate given pedestrian focus? One option: Moving Together. Feel free to suggest other names. o Timing: opposite the annual report meeting, so likely next fall. External Committee Reports MPO TAC (Neil): Had intro and first meeting recently. Lots of kudos given to BPAC for involvement in TSP and Tumalo Community Plan. Lava Butte legal: Court of Appeals affirmed the LUBA decision. Project is currently funded. Next step would be for ODOT to submit another application to the County to initiate a remand re: Hearings Officer decision to make stronger findings. Other Updates CET/COIC  New COIC transportation director is Bob Townsend  Legislative update: got rave reviews for the legislative road show that happened in Bend last month  Derek Hofbauer participates in one of the working groups (JCT workgroups) for active transportation. Meetings occur before the legislative session starts in February. This is very important—transportation package generally occurs only every eight years.  MPO gave CET funds to work on bus stop enhancements in Bend  Considering a mobility hub on the north side of Bend in the future  Working on area near Hawthorne Station, pulling some buses toward back of lot; completion in November  Potential for Sisters mobility hub improvements ODOT  Revere Ave: first advisory committee meeting in a couple weeks, with public outreach in spring  City of La Pine was awarded a TGM grant to update their TSP; the current TSP is still their original one from their incorporation Page 4  OR 242: lots of messaging but it’s essentially the same messaging as always in terms of access for cyclists  OR Community Paths program: some good projects potentially in the mix  Innovative Mobility and Safe Routes to School programs have a lot of great options as well. More to come. La Pine  Working with planners on TGM, need everything ready to go by May 2025 Sunriver  Had first plow last week with the first snow  Looking for funding strategies for pathway system Sisters  East Portal transit center (name is temporary): started work on that parcel, are saving more trees than anticipated Redmond  Bike map work continues; the map is about to go out to the community for comment  East side arterial project: will build a new section of 9th street from Veterans Way to Hemlock and include two roundabouts Commute Options  Vanpool is now 30% subsidized with zero fuel costs covered (see last month’s minutes for more information on this change) Meeting Adjourned at 1:43 pm Next Meeting Thursday, December 5 – 12:00 to 1:30 pm – ODOT, 63055 N Hwy 97, Building M, Baney Conference Room, Bend
