A meeting of the Public Safety Coordinating Council was held at 3:30 p.m. on
Tuesday, May 4, 2021 via Zoom Conference call.

1. CALL TO ORDER & INTRODUCTIONS:
Meeting was called to Order at 3:32 p.m.
2. APPROVE PSCC MEETING MINUTES:
The minutes of March 2, 2021 meeting were approved unanimously.
3. PUBLIC COMMENT:
None.
4. CRIMINAL JUSTICE COMMISSION SPECIALTY COURT GRANT
APPLICATION
Lisa Nichols states that the court is applying as adult treatment court. The
court has been operating since 2006. The current biennium funding is
$241,000. The program has served 47 people to date. The program is on
track for its target for population. 90% of participants have completed
parent classes. Application is due June 15th. They are requesting $515,000
with the same components as previous years.
Commissioner DeBone asked if there is an industry standard for “drug
court”. She states that the name has evolved to “treatment court”. Focus is
pretty much the same but there is more parent involvement.
Motion: John Hummel made a motion to approve the Criminal Justice
Commissioner Specialty Court Grant Application. Chief Tarbet Seconds.
Motion Carried.
5. JUSTICE REINVESTMENT INITIATIVE 2021-2023 APPLICATION
Trevor Stevens explains the JRI application. This is the County’s fourth
application. In the past, there was one solo application submission. Now
there is a two part JRI application process – a phase 1 for Criminal Justice
Commission review, and then invitation for phase 2 application. The county
also manages a supplemental grant, which DA’s office and Sheriff’s office has
indicated they are interested in reapplying for the purpose of the pretrial
program. The JRI program has found success with primary grant goals of

prison utilization, which has decreased by 47%. Recidivism has also reduced
or remained flat. He anticipates receiving $1.5M for Fiscal year 2021-2023.
Deevy Holcomb explains the phase 1 application plan for PSCC review. Tom
Anderson asks for clarification on the decreased prison utilization of 47%.
Ms. Holcomb explained that quarterly, the state measures how many people
are in prison multiplied by the number of months they have been
sentenced; then compare it what that number was as a baseline in 2013.
Keith Witowsky asked if Measure 110 has any effect on JRI. Ms. Holcomb and
Tanner Wark indicate that the JRI population must be prison-eligible, and
Measure 110 primary impacts will be for possession charges would not
normally be prison-eligible. John Hummel explains the difference between
prison and jail and who would go to each. Ken Hales mentions the second
portion of the application won’t be due until August.
Motion: Ken Hales made a motion to approve the first phase of the JRI
application. Chief Tarbet Seconds. Motion Carried.
Mr. Stevens explains the Victims Services Solicitation process.
Shane Nelson mentions community populations that aren’t served. White
males take up much of the jail. Mr. Stevens adds the he and other
Community Justice Staff work with the CJC dashboard to see the data of
different populations. Ms. Holcomb adds that it all starts with data to
understand the population, understand if and where disparities of
outcomes exist, and strategize ways to eliminate disparities in partnership
with affected communities. Mr. Hummel adds that the District Attorney’s
office is applying for a federal grant using similar approach.
Motion: Commissioner DeBone motions to approve the Victims Services
Solicitation process. Sheriff Nelson Seconds. Motion Carried.
Mr. Stevens reminds the group that there will need to be at least three
Victim Services Subcommittee members appointed to review applications.
Motion: Commissioner DeBone motions to appoint Melanie Kebler, Sheriff
Nelson, Chief Krantz, Judge Ashby and himself (Commissioner DeBone). Ken
Hales Seconds. Motion Carried.
6. DISCUSSION: SERVICE DELIVERY LOCATION FOR TRESPASSED
INDIVIDUALS WITH SERIOUS MENTAL ILLNESS

Holly Harris starts the discussion by mentioning it is increasingly difficult to
access upper levels of care at state hospital under civil commitment. Staff
from time to time are asked to provide services or medications to unstable
and unregulated persons, who may have been trespassed from behavioral
health facilities, and/or present physical safety concerns. She suggests
requirements such as personnel security and metal detectors. Sheriff Nelson
asks to speak to Ms. Harris offline to help fix the situation. Judge Ashby
briefly mentions why these type of interactions no longer occur at the
courthouse even though there is plenty of security. Mr. Hales mentions that
plans for the Parole & Probation building expansion project currently
include publicly accessible space with proximity to law enforcement support
and other safety precautions.
7.OTHER BUSINESS:
Commissioner Debone states that the BOCC recently appointed
Donna Mills (Citizen Member) to PSCC.
Judge Ashby mentions that a new Trial Court Assistant is almost
ready to start. He also gives an update on the ADA courthouse
remodel which should be done midyear.
Commissioner DeBone adds that Nick Lelack is the sole finalist for
the County Administrator position.
ADJOURNMENT: There being no further discussion, the meeting was
adjourned at 4:31 p.m.
