A meeting of the Public Safety Coordinating Council was held at 3:30 p.m. on
Tuesday, August 3, 2021 via Zoom Conference call.

1. CALL TO ORDER & INTRODUCTIONS:
Meeting was called to order at 3:32 p.m.
2. APPROVE PSCC MEETING MINUTES:
The minutes of May 4, 2021 meeting were approved unanimously.
3. PUBLIC COMMENT:
None.
4. JUSTICE REINVESTMENT INITIATIVE (JRI) 2021-2023 APPLICATION
Community Justice Adult Parole and Probation Management Analyst Trevor
Stephens explains the JRI application for Deschutes County.
Motion: Thomas Spear motions PSCC chair signature for JRI application. Donna
Mills Seconds. Motion Carried.
5. JRI 2021-2023 VICTIM SERVICES GRANT RECOMMENDATION
Community Justice Adult Parole and Probation Management Trevor
Stephens explains the victim services grant process and the four
organizations requesting funds- KIDS Center, Mary’s Place, CASA of Central
Oregon and J Bar J. Judge Ashby explains the subcommittee selections based
on individual scoring. The following percentages were agreed upon by the
subcommittee: Kids Center- 25%, Mary’s Place- 25%, CASA 25% and J Bar J
15%.
Motion: Sonya Littledeer- Evans motions to approve the subcommittee
recommendations. Erin Taylor Seconds. Motion Carried.
Donna Mills abstains because she is on the CASA Board.
6. JUSTICE REINVESTMENT SUPPLEMENTAL 2021-2023 APPLICATION
Chief Deputy District Attorney Mary Anderson explains the supplemental
application. 94% appearance rate for all individuals in the program that
show up for court. This grant would help fund a .5 FTE DDA, 1 FTE pretrial
deputy, .5 FTE management analyst and contract position for an evaluator.
Judge Ashby asked if the deputy DA would be a new position. This position is
actually a reduction down to .5 FTE from the current position of 1 FTE.
Donna Mills asks about the duties of the contract evaluator. DDA Anderson

explains that the grant would help reserve four slots per week for Aid and
Assist Evaluations as these are evaluations that pre-trial defendants can
spend excessive lengths of time in jail waiting to receive. Since evidence
exists that the longer you are in jail pre-trial the more likely you are to
receive a prison sentence, this could support many goals including
humanitarian goals of providing individuals medical and other assistance
they need sooner, but also in decreasing prison usage. There is a huge cost
savings.
Motion: Donna Mills motions to approve the supplemental application. Dave
Tarbet Seconds. Motion Carried.
7. JUSTICE REINVESTMENT 2019-2021 SEMIANNUAL REPORT
Community Justice Adult Parole and Probation Management Trevor
Stephens explains the semiannual report. He highlights how well virtual
visits, transportation and child care have been within the program. He states
that the grant has unspent funds that can be used to support existing
supplemental program staff (pre-trial Deputy DA and DCSO Pre-trial
Deputy).
Motion: Thomas Spear motions to approve the semiannual report. Dave Tarbet
Seconds. Motion Carried.
8. OTHER BUSINESS:
Keith Witcosky asked the Judge when the community can expect the
two new judges that were just approved by the legislature. Judge
Ashby states that there will be two new judges by the beginning of
next year and explains the lengthy process of hiring these judges.
Ultimately the Governor makes the hiring decision with input of local
attorney stakeholders which include DDA Anderson. He thanks the
county for all the hard work regarding the courthouse remodel and
overall support to increase the number of judges in the county.
Chief Dave Tarbet states that he is retiring in December 31, 2021.
Judge Ashby states that he will continue conducting the PSCC
meetings through video conference only for the foreseeable future
given the current surge in COVID-19 cases.
ADJOURNMENT: There being no further discussion, the meeting was
adjourned at 4:18 p.m.
