Minutes of LPSCC Meeting Tuesday, February 1, 2022 Page 1 of 3 1. CALL TO ORDER & INTRODUCTIONS: Chair Judge Ashby called the meeting to order at 3:33pm. Introductions were made for the record. Judge Ashby noted that Jedidiah Harris was present, who introduced himself as recently off probation and one year clean last Friday. Mandy Gautney, Adult Parole & Probation Officer, Jedidiah's Parole Officer, was also introduced. Roger Olson was present as an observer. Richard Coe joined later as an observer. Judge Ashby also introduced Judge Michelle McIver, new County Court Judge. She greeted attendees and gave a short briefing on her background. Judge Ashby noted that Judge Alycia Herriott will start at the Court next week. He commented that it was a Community effort to get both appointed. 2. APPROVAL OF PSCC MEETING MINUTES: Action: Commissioner DeBone made a motion to approve the minutes of January 5, 2022. Motion was supported by Donna Mills. Motion carried. 3. PUBLIC COMMENT: None presented. 4. ADULT TREATMENT COURT SEMI-ANNUAL REPORT: Judge Ashby recognized Trevor Stephens and Angie Curtis. Mr. Stephens presented a report on the Adult Treatment Court. A full report is in the LPSCC packet but specifically: • Added a new DCSO patrol officer to assist in community supervision. He is part of the Community Action Target Team. • Sent five ATC team members to the National Drug Court Conference. • Hiring process for a new ATC Coordinator. • RFP process for a new ATC SLID provider. Ms. Curtis briefed on the ATC Coordinator Recruitment. Mr. Stephens briefed on the process for the new ATC SLID provider. Mike Gill, Erik Kropp and Ms. Curtis are on the panel. Judge Ashby thanked both for their presentation and noted that Judge Raymond Crutchley is a passionate worker in this program. Action: Melanie Kebler moved approval of Submission of the Q1 and Q2 Semi Annual ATC Grant Report for Deschutes County Motion was supported by Nick Lelack. Motion carried. S. JUSTICE RE -INVESTMENT PROGRAM SEMI-ANNUAL REPORT: Judge Ashby recognized Trevor Stephens. He presented a report on the Justice Re -Investment Program. A full report is in the LPSCC packet but specifically: • Prison usage we are below our baseline. Slight increases, likely due to changing COVID restrictionbut still well below the baseline numbers. • Still haven't seen a large decline in recidivism data, but we are not seeing an increase. • Community Conversation Group working on a structured pilot program. Minutes of PSCC Meeting Tuesday, January 4, 2022 Page 2 of 3 Pre -Trial and Supplemental JRP Program is in process of hiring new DA and we expect final report from SOU to be ready shortly. Judge Ashby thanked Mr. Stephens for his presentation. Action: Melanie Kebler moved approval of Submission of the Q1 and Q2 Semi Annual JRI Grant Report for Deschutes County Motion was supported by Donna Mills. Motion carried. Deevy Holcomb introduced two guests. Mandy Gautney an Adult Parole and Probation Officer who works with clients in the JRP program and Jed Harris, who has been a participant in the program. Mandy was Jed's Parole & Probation Officer. Jed gave his initial impressions of the program and where he was at the start, then he went on to describe his progress and where he now was within the community. Mandy briefed on where Jed was when she first met him and where he now is and the progress he made from non-compliance and trying to manipulate the program to compliance and completion. She now sees him as a progressive member of society making good decisions, taking advice — and criticism, and staying out of the criminal justice system. She noted that the program is a great motivator to stay out of prison and learn to make correct choices in life. Jed noted that his main motivator that helped him through was when his fiance became pregnant and being a father has been an incredible journey. Council members thanked both the participants. They expressed pride in Jed's achievements and wished him luck for the future. In answer to a question about what he would change for the program, Jed noted that to be an integral part of it, an addict needs to be finished with using drugs and want to be on the program. He also noted that not every addict is a bad person, there is some good in everyone, and you just have to reach out to it. 6. CHER BUSINESS: Thomas Spear noted that he is looking for a new Defense Attorney. There are more than 30 people in jail awaiting a Defense Attorney assignment. ADJOURNMENT: There being no further discussion, Judge Ashby thanked everyone for attending and the meeting was adjourned at 4:10pm. Next meeting at 3:30 pm on Tuesday March 1, 2022.
