1. CALL TO ORDER & INTRODUCTIONS:
Judge Ashby called the meeting to order at 3:31 p.m.
2. APPROVAL OF PSCC MEETING MINUTES: Motion made and supported to approve the
February 1, 2022 Meeting Minutes. Donna Mills motioned; Melanie Kebler seconded.

3. PUBLIC COMMENT: None presented.
4. Pretrial Release Changes - Update: Judge Ashby presented the item explaining the
process revolving around Senate Bill 48, the intention of the state to minimize cash
bail/security whenever possible and maximize release, and options for community
safety. He will be drafting a Presiding Judge Order to align with requirements of state
Chief Justice Order being drafted currently, based on SB 48. A draft will be presented in
May for feedback. Sheriff Nelson commented on the importance of pretrial services.
5. Adult Treatment Court Treatment — Update: Trevor Stevens and Angie Curtis reported
on the recruitment process for the Adult treatment coordinator search. The third
recruitment will soon be posted and will report on progress at the next meeting.
6. Deschutes County Public Safety Campus Plan — Update: Facilities Director Lee Randall
presented an update on the master plan. The area of the campus is 27.9 acres. Mr.
Randall reviewed the history of the property and the scope of the project.
Mr. Randall reported on the Courthouse Expansion project noting costs for
construction continue to rise. County Administrator Lelack reported the estimate of the
courthouse expansion is $40 million including the contingency, whereas original budget
was $27M. Board of County Commissioners continues to give full support to this
project. Contract negotiations are in process with the design firm.
7. Senate Bill 587 (Tobacco Retail) Impact to ORS 167.785 — Update: Sonya Littledeer-
Evans reported on the work in process regarding Senate Bill 587 that took effect in
January. It is no longer illegal for juveniles to possess tobacco/inhalants. The onus is on
retailers to assume responsibility and accountability for such. Law enforcement officers
may not yet be aware of this and continue to cite and refer to Juvenile. Juvenile will not
be processing these citations moving forward.
8. Senate Bill 1510 Impact to Police and Parole & Probation Discussion: Deevy Holcomb
presented the item noting it was a law effective upon signing on March 24, 2022. Ms.
Holcomb reported that SB 1510 intends to further shrink involvement of parole &
probation with substance use addiction and treatment population, and make reporting
less onerous as one way to eliminate racial and ethnic disparities in the criminal justice
system. Changes include elimination of the general condition of supervision "not
possess or use controlled substances", and changing reporting requirements. Tanner
Wark spoke on case management for the programs and administrative work that will
need to be done to reflect the changes. Sheriff Shane Nelson spoke on equipment
violations. Aaron Wells noted the department is updating policies and working with
staff on best practices moving forward. Thomas Spear commented that SB1510
changes regarding consent to search are connected to recent Supreme Court rulings.
Chief Cory Darling commented the department is adapting to the new process. Judge
Ashby spoke on the increased volume of search warrants and that the bench will
continue to serve in this capacity. Chief Mike Krantz spoke on the increased demands

related to searches and consents, and that law enforcement is constantly changing and
will continue to adapt.
9. Other Business:
• Judge Ashby reported on the recent swearing in of two new judges and his
gratitude for everyone's effort and commitment in increasing judicial capacity in the
county.
