Minutes of Meeting
Tuesday, September 6, 2022
A meeting of the Local Public Safety Coordinating Council was held at 3 :30 p .m . on
Tuesday, September 6, 2022 via Zoom virtual meeting platform

1. CALL TO ORDER & INTRODUCTIONS:

Acting Chair Erik Kropp, Deputy County Administrator, called the meeting to order at
3 :34 p.m .
2. APPROVAL OF PSCC MEETING MINUTES:
Action: Motion made by Chief Devin Lewis to approve the August 2, 2022 meeting
minutes.
SECOND: Donna Mills
VOTES : All yes . Motion carries.
3 . PUBLIC COMMENT: None presented.
4 . VICTIM ADVOCATE VAWA GRANT APPROVAL:
Ashley Beatty, Victim Advocate Coordinator for Deschutes County, presented the
Violence Against Women Act (VAWA) grant opportunity for competitive grant funding .
The full grant amount would fully fund a co-located advocate who would be tasked
with restraining order violations . It would also fund a best-practice case review, in
partnership with Saving Grace. The duration of the grant is three years, and grant
would be for up to $400,000 . A 25% match is required. Redmond PD and Deschutes
County would have a set schedule for the co-located advocate.
Action : Motion by Vice Chair Nick Lelack, for LPSCC to support the VAWA grant
application and to have Judge Ashby sign the letter of support to the grant review
committee .
SECOND: Chief Devin Lewis
VOTES : All yes . Motion carries .
5. OTHER BUSINESS :
• Acting Chair Erik Kropp recognized the recent Safeway tragedy and the
tremendous job by law enforcement and first responders . Ashley Beatty
spoke about the Community Assistance Center, a partnership between
Deschutes County Behavioral Health Services, St . Charles Health System,
Deschutes County Victim Advocates and Bend La Pine Schools . The
Assistance center was open all week following the tragedy. Support services
were moved to the Stabilization Center over the weekend. They continue to
work together for scheduled debriefings for staff members providing the
service . The tri-county response team is working in the schools.
• Vice Chair Nick Lelack recognized that the community as a whole is grappling
with what happened . Following the incident, he received a prompt call from
Sara Crosswhite, 9-1-1 Director. He then notified the County Commissioners
and reached out to City Manager Eric King. He commended the coordination
efforts and collaboration amongst all law enforcement agencies and the
health department.

• Erik Kropp shared that he has been the Interim Health Director while the
search for a new one has been taking place. Janice Garceau , Deschutes
County Behavioral Health Director has been offered (and accepted) the
position of the new Deschutes County Health Director and she will start in
her new role on October ist.
• Erik recognized that an off-duty Deschutes County Sheriff's deputy, Ernie
Brown, lost his life over the weekend in a tragic motorcycle accident in
Junction City, Oregon. His name is Ernie Brown. William Bailey shared that
Ernie will be transported back home tomorrow.
• Commissioner DeBone acknowledged the somber news our community is
working through together. Erik Kropp added that the coordination and
preparation is vitally important, and starts before the incident occurs .
ADJOURNMENT: There being no further discussion, Acting Chair Erik Kropp thanked
everyone for attending and the meeting was adjourned at 3:55 p .m .
