CALL TO ORDER AN D INTRODUCT IONS: Chair Ashby called the meeting to order at 3 :31 p.m. and introductions were made by those in attendance. It was noted that Commissioner Chang has replaced Commissioner DeBone on the committee, and Bend City Councilman Anthony Broadman has rep l aced Melanie Kebler. Chair Ashby welcomed them to the Public Safety Coordinating Council. 2. APPROVAL OF PSCC MEETING MI NUTES: Action : Motion made by Deevy Holcomb to approve the January 3, 2023 meeting minutes. SECOND: Donna Mills VOTES: All yes . Motion carries . Minutes adopted . 3. PUBLIC COMME NT: None presented. 4. COO RDINATED HOU SELESS RES PONSE OFFICE: Cheyenne Purrington, Houseless Strategies and Solutions Director, provided an overview of the Coordinated Houseless Response Office, which has received two years of funding. Central Oregon faces an alarming rate of increasing homelessness . Coupled with a critical housing shortage, the region is unable to provide sufficient affordable housing to meet the need. Approximately 80% of Central Oregon 's homeless population is unsheltered, and approximately 60 to 70% have a disability or co - occurring disorders. Ms. Purrington views the crisis as one of both housing and health. Intervention is crucial to "bend the curve", so a coordinated response system has been established . Ms . Purrington urged public agencies to respond differently, urgently and at-scale. Her office's goal is for homelessness to be rare, brief and non -recurring. Strategic investments are being made to measure system performance . Homelessness work intersects with many other teams and agencies, and collaboration is essential. Ms. Purrington shared some different ways in which public agencies can help bend the curve. She provided a brief overview of the Governor's Executive Orders on Homelessness . Central Oregon is one of several "emergency areas" in which a homeless state of emergency has been declared. Additional orders address shelter beds and affordable housing . Donna Mills thanked Ms . Purrington for her presentation . She asked whether or not she 's had the opportunity to meet with Carmen Madrid of the Central Oregon Health M inutes of PSCC Meeting Tuesday, February 7, 2023 Page 2 of 4 Council (COHC), to which Ms . Purrington responded that in fact, they are actively collaborating. Deevy Holcomb asked about the consolidated database, who has access to it and what benefits it offers to clients. Ms. Purrington shared that every community must have a Homeless Management Information System (HMIS}, which serves as a central database for tracking data . The idea is to have a single front door through which everyone passes, and the most vulnerable are prioritized. This creates a dynamic prioritization waitlist. Community member, Sherrie Grieef, asked Ms. Purrington a few questions about Central Oregon 's increasing homeless population , and whether the population is moving here from out of area and unable to afford housing. Ms. Purrington reported that between 60 -80% of Central Oregon's homeless population has lived in the area for a number of years and became homeless here, but situations are unique to each individual experiencing homelessness and many factors are at play. Ms . Purrington 's office is currently working on a Strategic Plan and budget. Chair Ashby thanked Ms. Purrington for her informative presentation and gave her an open invitation to visit him at the courts, to find ways in which they can work together. 5. JUSTICE REINVESTMENT SEMI-ANNUAL REPORT: Trevor Stephens, Community Justice Business Manager, provided an overview of the Justice Reinvestment Grant report . If approved, it will be submitted after this meeting. It is on a two-year grant cycle. The full report is attached to the meeting agenda. He shared that the Adult Parole and Probation remodel will be wrapping up soon . He is hopeful that CBT (Cognitive Behavioral Therapy) services, which have been offered remotely since COVID, may be able to move to in -person . His department is looking forward to working gender responsivity into some of their programs . He provided some statistics on prison usage and recidivism. The supplemental grant provides funding for the pretrial program. Deputy Marchington reported that they currently have 83 people in the program, and over 80% of them are cooperating with the program requirements . Action: Motion made by Bend City Councilman Anthony Broadman to approve submittal of the grant report. SECOND : Sheriff L. Shane Nelson VOTES: All yes. Motion carries. 6. ADULT TREATMENT COURT-SEMI-ANNUAL REPORT : Trevor Stephens reported that they have ramped down their Adult Treatment Court, and although they haven 't accepted any new clients into the program, any clients still in Minutes of PSCC Meeting Tuesday, February 7, 2023 Page 3 of 4 the court are provided the opportunity to receive all of the services promised to them upon their entry into the program. An Adult Treatment Provider is in place and they have been responsive in meeting the needs of participants . A change in Parole Officer was made, but the transition has been fairly seamless. An upcoming graduation will take place on Tuesday, February 21 at 12 p.m. and Angie Curtis, Court Administrator, invited all to attend . Five participants will graduate that day . Action : Motion made by Bend City Councilman Anthony Broadman to submit the sem i- annual Adult Treatment Court progress report . SECOND: Sheriff L. Shane Nelson VOTES : All yes. Motion carries. 7. LEGISLATIVE UPDATE: Chair Ashby asked the group to share any legislative items of interest . None being shared , he reported that the court is seeking some funding from the Oregon Justice Department for pretrial servi ces . These funds would be used to provide for a su itable level of supervision as a means to avoid pretrial incarceration . Maintaining public safety and encouraging court appearances is beneficial to the community. 8. OTHER BUSINESS: • Chair Ashby shared that they had their first Veterans' Intervention Strategies event on January 30 . This is a District Attorney's Office program with a court component. The program serves veterans who are court-connected. Graduates of the program have formed a social support group, and he is very pleased with the program's success.
