Box 6005, Bend, OR 97708-6005 (541) 388-6575 bpac@deschutes .org www.deschutes.org/bpac MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, December 5, 12:00 to 1:30 pm ODOT, 63055 N Hwy 97, Building M, Baney Conference Room, Bend Members Present: Jennifer Letz, David Green, Dave Roth, Mark Smith, Bob Nash, Anthony Accinelli, Neil Baunsgard, Rachel Zakem Agency/Organization: Tanya Saltzman (Deschutes County), Brian Potwin (Commute Options), Chris Blake (City of Bend), Sue Schultz (public), Rick Schultz (public), Diane Flowers (public), Derek Hofbauer (CET) Call to Order Meeting was called to order at 12:03 p.m. Introductions Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Public comment None Approval of Prior Minutes The November 2024 minutes were approved. 2025 BPAC Summit planning  Still working on the summit for April 10:  4 possible Bend locations, ideally on east side: o BPRD HQ. Rental fee would be waived, but $50 food fee and AV rental fee ($75). Reimbursable deposit of $1000. Room is a bit small for expected audience of about 80-100 people (capacity is 80). Page 2 o Bend Country Club: a couple of rooms that would cost $500-600. Only allow food for their kitchen, can provide box lunches of $15/pp. No veg option. o First Presbyterian Church (9th Street, by Bend High). Well located. Have a big room available for $240 for 6 hours. Has projector/screen. Concern is the room is dark; used to be church sanctuary. o Church of the Nazarene on 27th Street. Gym would be $1200, plus security/damage deposits and $200 AV. Location not ideal. o Dave Green recommends 1st Presbyterian or BPRD. o Vote is for BPRD. Dave will proceed with planning. Neil will reach out to MPO for funding. Brian Potwin noted that Commute Options could potentially provide funding as well.  Dave will get subcommittee together and report on potential summit agenda at January meeting. Bob Nash expressed interest in helping.  Other county involvement has been difficult in the past. Need to do more outreach. Jennifer may be meeting in Madras and was hoping to plant the seed then. In general, looking for connections in Crook or Jefferson Counties. Committee Business  At Large position update: o Interviewed Diane Flowers before the meeting. She has been attending as a member of the public previously; lives in the County; has varied job background and has been a bike commuter for years. o Subcommittee supports her nomination. o Full BPAC voted to support Diane Flowers’s recommendation. Next step is for BOCC to approve on consent agenda, which Tanya will coordinate. Working group updates  Outreach: o Matt has moved our documents from the Dropbox to Google Drive. o Matt went to a bike industry mixer last month and helped introduce BPAC; received about 14 new participants on the email list, including the Schultzes, who are in attendance today.  Community connections: no update  Transit: no update  Agency project input: no update Page 3  Big Chainring Awards: Mark has an idea for new name: Self-Propelled Award. Has an idea for a logo, which Anthony offered to help as a graphic designer. To be continued…  Awards: Three categories of awards and a nominating group will assemble nominations. External Committee Reports COACT Dave Roth and Jennifer attended most recent meeting  ODOT: discussed winter levels of service; funding appears to be there  Planning: Knott-Baker to Lava Butte is in progress  Discussed safety levels in Bend-Redmond-Madras with respect to fatalities. Long discussion about the messaging around McKenzie Pass and access--essentially nothing has changed; it has technically never been open.  Safety Committee: received funding to hire a coordinator for one year.  DUIs in state: 63% were from marijuana, not alcohol.  ODOT is looking at diversifying their funding streams beyond gas tax. MPO TAC Met yesterday:  Discussed updating of the MPO boundary based on population. New area will include some state park areas near Tumalo as well as Deschutes River Woods.  Update from Bird e-bike pilot; will end in December and will use data to inform a long-term plan that could start next summer.  Will put out an RFP for TSAP update (Transportation Safety Action Plan) Other Updates La Pine  Still discussing/getting ready for TGM grant. Goal is to have everything complete by May 31. Sunriver  New roundabouts coming in the area (near gas station and near Caldera resort). Anticipating some public outreach where BPAC will be helpful.  Built a new public works building; moving in this week Page 4 Bend  Wilson to 2nd Street: had the chance to experience snow removal, it will be a learning experience so please be patient  Franklin design (west of underpass to 4th Street): put three concepts together for public; agreed on one where bike lane will be buffered next to travel lane but there will be a curb. Pedestrians will be behind the landscape strip. Next step is to secure financing.  Hiring temporary help to help with roundabout snow removal  Received funding for dedicated hot tape crew for striping; will help crosswalks, bike lanes, green boxes  Two new City Council members; this means Council will continue to support bike-pedestrian initiatives  Working on wayfinding project that will be installed this spring Sisters  Out to bid for first phase of reshaping Barclay, which includes significant bike path infrastructure  Work has started on transit center (name TBD); adjacent apartment complex will be complete soon Redmond  Looking forward to getting more members in January Commute Options  Moving forward with e-bike safety education on online course to meet current OR state laws  Awarded $125k Pacific Power Foundation for e-bike rebates. Working with bike shops for applications, education, etc. Doing an RFP with bike shops (with City of Bend). Last round there were over 600 applications for 75 bikes.  OR Friendly Driver Program: making this more accessible, getting more participation. COIC/CET  CET has offered to provide additional funding. Also can speak about Transit to Trails  OR Trails Coalition is doing a summit in Sunriver, will be speaking about Transit to Trails program  STIF funding of $18M. One goal is to expand hours for transit to allow for people to get to work. Also will include new bike racks, investing in mobility hubs and vanpool programs.  Mt. Bachelor shuttle is running, have season passes for the bus available. Page 5  Looking for future funding for Transit to Trails, as the grant will be ending. Potential advertisers? Other funding? Looking to discuss with BPAC in the future re: hours, operating characteristics, etc.  Meissner shuttle fell through (Dave G. noted): Previously CET had helped out but this year’s effort was to be with Shuttle Oregon, not CET. Other issues:  2025 calendar to be set with respect to offsite meetings  Next month: January meetings will be on 2nd Thursday, January 9.
