Ruth – wants to be a voice in the room of diversity Logan – opportunities for collaboration and how to get the engagement here Lindsay – learning about opportunities to collaborate and how to maximize time; being actionable Erin – collaboration; looking at what our future direction is Colleen – same goals; want to know more action items Not Present: Tammy Pike Melissa Brewster Peter Boehm Heather Kaisner  Purpose of the Retreat – Tom Kuhn o PHAB be more proactive o Education on PH Modernization o Review PHAB survey o Start working towards establishing committees Priority Retreat Agenda Items  Public Health Modernization Overview – Tom (see presentation) o Goals are defined by each community o Goals are set by the staff of each county, doesn’t have community input o Focus on staffing was initially in CD, Prevention and Health Promotion, and Environmental Health o Diversity, Equity and Inclusion is also a big focus and shift in DC PH o The State gave some examples for goals but gave the counties a lot of freedom to set their goals o Accountability metrics are set by the State o Modernization funding will go forward indefinitely with the Accountability Metrics; want to make sure we are doing that work o Statewide Goals = Modernization Accountability Metrics o Funding distribution has changed, which means that local PH has suffered because they have gotten less and less o The argument for adding CBOs to the distribution was that it was thought they could reach more of the population o Lots of work to make the compliment work of CBOs and DCPH more evident o PHAB members showed a lot of interest in CBOs and other modernization issues; more info to come o We need legislative advocacy from PHAB!  PHAB Survey Results and Themes – Tom Kuhn & Rob o 2 or fewer: o Local faith based community o Tribal serving organizations o Communications (marketing) o Local government o Minorities serving organization o Youth serving organizations o Internal presentations of Health Topics o Areas of expertise PHAB should think of adding:  Robust feedback from the survey around who should be recruited from different organizations o How can we utilize groups when everyone is stretched very thin and maybe don’t have time to attend meetings o Connecting PHAB and BHAB would be beneficial for being taken seriously by the BOCC  Membership Expectations – Rob o Please let us know if you can’t attend (Miss 3 or more that is a reason to kick you off, but we haven’t kept to that) o Please help us recruit!  Establish Committees – Tom o Legislative Leads (in alignment with BOCC)  Identify potential legislative priorities  Develop written and oral testimony o Colleen o By-Laws/Membership committee (informed by PHAB Survey Results)  Review of membership criteria and recommendations for updates  Discuss potential changes to by-laws regarding attendance and participation o This needs the most work o Sara; Rob o Public Health Budget Advocacy – Tom w/ Heather Kaisner  Assign leads (should include at least one chair)  Present to BOCC when appropriate o If you want to be involved, contact Tom PHAB Retreat Takeaways for 2025:  PHAB Development Workgroup (Rob Ross & Sarah Baron) o Work with Tom to assess current PHAB membership and gaps. (refer to survey results; follow up to ask for specific affiliations.) o Identify list of “seats” and identify gaps o Identify recruitment priorities o Revisions to bylaws  Define “seats” if appropriate  Increase number of PHAB members if needed  Attendance / proxy bylaws o Make recommendations to PHAB  Legislative and Advocacy Workgroup (Commissioner Chang and Colleen Sinsky) o Advocacy in alignment with Commissioners o Public Health Modernization is the main Legislative Priority o Work with Tom to identify Legislative priorities (info from CLHO) o Develop written and oral testimony with support from Tom  Public Health Budget Advocacy (Rob Ross as Chair plus others as needed) o Program areas in need of advocacy will be brought to PHAB o When needed, meet with Commissioners to advocate  Workgroup to identify areas of overlap between PHAB and BHAB (Lindsay Atagi) o Push this back out a few months o Colleen Sinsky to participate only if it’s about homelessness  New PHAB member orientation o To be initially developed by Tom o Tom will meet with PHAB volunteers to review proposed orientation  Adjourn
