HomeMy WebLinkAboutPHAB 12-03-24 Minutes Minutes Public Health Advisory Board (PHAB) December 3, 2024 12:00 – 1:30pm Facilitator Rob Ross, MD, PHAB Chair Staff Coordinator Tom Kuhn, PHAB Coordinator Scribe Aimee Burroughs Next Meeting February 4, 2024 – In-Person Topic and Lead Gathering 5 minutes Introductions – Begin YouTube Livestream! 5 minutes – Rob Approval of the October & November Minutes 5 minutes  October: Ruth motioned; Erin seconded; minutes approved  November: Ruth motioned; Sharity seconded; minutes approved Announcements and Updates 20 minutes  Any Public Comment?  PHAB Member Announcements and Updates? o Sarah Baron thanked Tom for hosting COCC Public Health field trip o Rob announced that he got approval and funding for 3 more residents (physicians) o Changes in government will mean funding will be different moving forward o He also stated there will be a shortage of 269k physicians in the US o OR has the WORST access to psychiatric care in the NATION (deplorable!) o Such a big issue in Oregon that isn’t addressed and will just get worst in the coming years o Melissa stated that Mosaic is in the process of finding a new board-certified pharmacist and would love to work with Rob and his new residents when it gets up and running  Health Heroes Award – Tom o Process starting sooner this year o Awards ceremony in June o Health Heroes criteria and nomination form coming in an email “To promote and protect the health and safety of our community.” Updated 2/19/25  PHAB 2025 calendar - Tom o New calendar invites coming in the New year; separate for in-person and virtual  PHAB Retreat Recap – Tom & Chairs o Tom sent out recap and notes o Tom will be working in a workgroup for new members o Other work groups formed: legislative, PH Budget advocacy, areas of overlap between BH and PH o New PHAB orientation o Colleen mentioned engaging CBOs; Shana is going to present on CBOs in Feb o Heather mentioned that for PH as far as funding there is a lot of uncertainty; she mentioned the CBO work is important and will continue o Political discussion about how we prepare for the upcoming changes in administration and how that will affect our community (all people) o Commissioner Chang urged everyone to be patient and wait to see what happens and who is confirmed into the new administration and hold true to the bedrock principles of what this group is for  PHAB Officer Terms – Tom rd o Chair terms are for 2 years but chair can elect to stay for a 3 o Rob would like to remain chair for 1 more year o Consensus is yes o Next year: Vice Chair will move into Chair position or elect a new Chair/Vice C.  Public Health Accreditation update - Heather o See attached document o Deschutes County did a lot of assessment internally as our reaccreditation is up this next year o PH leadership has decided to NOT pursue accreditation o Main reason being a lot has changed and most of it has to do with the implementation of Modernization o Another reason is the cost; 8k/year o It is a big lift for the teams to provide the documentation for reaccreditation o Have not received any funding to support this work OR received grant preference for being accredited o Other counties around are not renewing or have never been accredited o 10 years ago, it was the only way to show PH was meeting the core priorities o Now with modernization, that is not longer the case o Asked PH staff and managers/supervisors and the majority are for not pursuing reaccreditation o Will continue to participate and provide excellent services to our community o Heather is pushing hard for modernization; ask PHAB to support modernization o Commissioner Chang asked, 10 years ago who did we think this accreditation was going to impress? If we did this to impress certain entities do we still need to impress them  Heather answered that the CDC and federal funding in terms of grants and giving priority to those accredited agencies. Also, OHA also said they don’t see that changing o Heather remarked it was beneficial to go through it the first time, to take a hard look and that will continue o Colleen stated that the number of those counties NOT seeking reaccreditation is very high “To promote and protect the health and safety of our community.” Updated 2/19/25 o She asked about the metrics and level of transparency and asked if those were being held in another process o Heather answered that it is being done through modernization; and that PH is going through a rigorous Strategic planning process o After all questions answered, PHAB stated they will support Heather and PH in not moving forward with reaccreditation o PHAB also will support PH Modernization measures how they can Healthy Schools Annual Report 30 Minutes – Aimee Snyder, PhD, Healthy Schools Supervisor  See attached presentation  Ask from PHAB: advocate for funding and a PHAB liaison  Outcomes for those without Healthy Schools; decreasing trend for suicide and substance use-related ED visits  Similar to that ED data; stabilization center visits also decreased within the population that have Healthy Schools  North County doesn’t have Healthy Schools; Bend-LaPine schools only  Commissioner Chang noted that Bend LaPine school asked to partner with DC for this program and provided 50% funding, which is why Healthy Schools was able to get going  Rob asked about correlation between the school-based health clinics and the data o Mathew noted that they haven’t thought about it in that way, but the data goes by zip code of residents  Aimee S, stated that there are other factors that contribute not just Healthy Schools, but that needs to be teased out a little  Sarah asked about school data, i.e. number of suspensions and how that impacted  Aimee stated they don’t have that data but might be down the road; UpShift program is working with the district on pulling out disciplinary data  Data shows that the peer program that trained Peers on how to refer peers to outside help, was very successful  Lots of wins and awards for Healthy Schools program in Bend LaPine  Public Health was used to help reduce the barriers to teaching required health topics, especially sexual abuse Questions:  Sarah Baron asked when funding ended; ongoing funding from Bend LaPine and County General fund, always looking for advocate for funding o Heather mentioned that the prevention team has done a good job at braiding funding o CLHO has a bill that would support Healthy Schools and emphasize primary prevention  Commissioner Chang also mentioned talking to CDC about being able to participate in a grant and funding program that Bend LaPine isn’t eligible for due to size  County General fund is stretched and might be useful to have PHAB support to the committee  Heather added that Public Health as a whole needs support to continue services PHAB Strategic Dialogue Session (reoccurring) 25 minutes – All PHAB Members No time. “To promote and protect the health and safety of our community.” Updated 2/19/25 Adjourn – 1:34pm Attendance: Tom Kuhn Heather Kaisner Rob Ross Aimee Snyder Mathew Christensen Sharity Ludwig Ruth Vernotico Leela Stuart Sarah Baron Phil Chang Erin Fitzpatrick Melissa Brewster Tami Pike Colleen Sinsky Jessica Jacks “To promote and protect the health and safety of our community.” Updated 2/19/25
