HomeMy WebLinkAboutPHAB 02-04-25 Minutes MINUTES Public Health Advisory Board (PHAB) February 4, 2025 12:00 – 1:30pm Zoom Facilitator Rob Ross, MD, PHAB Chair Staff Coordinator Tom Kuhn, PHAB Coordinator Scribe Aimee Burroughs Next Meeting March 4, 2025 – Virtual Meeting Topic and Lead Gathering Introductions Approval of the December Minutes Ruth motion to approve; Sharity seconded; minutes approved Announcements and Updates  Any Public Comment? o No public  PHAB Member Announcements and Updates? o Sharity shared that February is pediatric oral health month o She went to DC for an Oral Health seminar in late 2024 and she would like to share the executive summary when it is shared o Rob shared that the psychiatry program at St Charles and OHSU might be resurrected o Lindsay Atagi shared that CO is able to receive new fund requests  Development Work Group - PHAB Member Seats for By-Laws update – Rob, Sarah, & Tom o New strategic planning documents o Want a more diverse and equitable board o Pausing new board appointments until formalizing recruitment process and board seats o Have to get changes approved by BOCC before we can move forward o In assigning seats, we want a broad coalition but also want to keep it small o See attached draft (current members assigned to seats) o Looked at the mission of the PHAB to assign seats o Ruth said they would like their affiliation with SUS be listed as well o Will vote on this at a later time after workgroup meets again o Lindsay shared that she thought a BH rep should be on there, but we reviewed the notes from the retreat which showed that we would just be visiting not a board seat o Colleen votes to approve the seats as is; but wants relevance of public safety more broadly named “To promote and protect the health and safety of our community.” Updated 2/19/25 o She also said we should have CBO general instead of specific o Also, mentioned we don’t have to be fully staffed to run as a board, which can be our decision as a board o Will be sending out the matrix and by-laws; review and vote on at next meeting  PHE 110 Class update – Sarah Baron o See link for SharePoint doc o https://cocc- my.sharepoint.com/:w:/g/personal/sbaron_cocc_edu/EbqXsyXOZBxLqeuVkhpMJB8B_O- kwEyjOwhqPg39_hrIbQ?e=TFFNdK o Ask: looking for volunteers to be interviewed by students in the PHE 110 class o Goal is to introduce PH to high school students o Exciting Anecdote: After field trip to the PH department last term, one of her students changed their major to PH  Legislative Update – Tom o Top 3 bills PH is advocating for; See document attached o Will be looking to this group in the future for advocacy help  Public Health Director update – Heather Kaisner o Wanted to take a moment to acknowledge the uncertainty right now in PH and BH, we are doing our best to support staff and community o We have not paused any programs or services; funding remains intact o Until directed otherwise, we are still operating as before o Specifically to PH there has been a lot going on, at this point no federal funding has changed o Meeting with OHA weekly to discuss changes, what we can expect o CDC has cancelled all meetings with States and paused most communication; but it is challenging o OR continues to put out state and local data o ¼ of PH funding, not including direct services, is federally funded o An evolving situation, we are continuing to support and serve our community the best we can o Ruth stated that he has been directed to not use the phrase “sanctuary state” and asked Heather her thinking on that  Heather stated that we are taking our direction from OHA; we are not required to report new or changed immigration status  Still bound by HIPA so that data is still protected  Against OR law for Public agencies to have any immigration officers participate in any of our services without a warrant staff has been educated on this o Logan concurred and are doing lots of training; ICE is only allowed in public areas, not allowed anything labeled ‘Private’; waiting rooms parking lots only place at COPA NOT private o Focusing heavily on vaccine education o Has a new training program on ICE and those practices if someone needs it  Asked about Gender Affirming care  Still a service they are providing  HIPPA regulation; prohibits the release of protected health information for prosecution o Ruth asked about students who have been cut off from their medication due to legislation change “To promote and protect the health and safety of our community.” Updated 2/19/25  Logan said that there is a good chance COPA could help and also Mosaic could help o Colleen stated that she had an afternoon of panic and reached out to local senators who were very receptive o Encouraged everyone to share the impact with their legislators; if you need contact info please reach out to Colleen  From Ari Powell:  The Health Council is going to host a panel discussion with Mosaic on the policies and procedures that they have put in place relate to the new immigration policies. We reached out to St Charles to request participation. @Logan Clausen It would be great to have COPA share your procedures for protecting your patients as well.
