HomeMy WebLinkAbout2013-11-04 - Historic Landmarks Commission Minutes MINUTES DESCHUTES COUNTY HISTORIC LANDMARKS COMMISSION DESCHUTES SERVICES CENTER 1300 NW WALL STREET, BEND, OREGON, 97701 NOVEMBER 4, 2013 – 5:30 P.M. I. CALL TO ORDER Chairman Stenman called the meeting to order at 5:30 p.m. Historic Landmark Commissioners (HLC) present were Sharon Leighty, Rachel Stemach (Ex-officio), Broc Stenman, and Chris Horting-Jones. Pauline Hardie, Sisters Community Development Director, Peter Gutowsky, Principal Planner and Matt Martin represented staff. Commissioner Leighty motioned to accept the September 19, 2013 minutes with modifications, seconded by Commissioner Horting-Jones, and accepted unanimously. II. PUBLIC COMMENTS Nunzie Gould, a resident of Deschutes County acknowledged the importance of posting HLC meeting minutes for the public. Chair Stenman requested staff distribute HLC packets a week prior to the meeting, send internet links to the packet, and remind the HLC of upcoming meetings to assure a quorum. III. OLD PALACE HOTEL / EXTERIOR ALTERATION / REVIEW AND APPROVAL Chairman Stenman read an opening statement. Pauline Hardie provided a PowerPoint presentation summarizing the exterior alteration proposed for the Old Palace Hotel and the basis for the decision, applying Deschutes County Code Chapter 2.28 and the City of Sisters Development Code as a Type III application. The formal request for the exterior alteration includes: 1) Removing upper story windows with double-hung windows (24” x 42”); 2) On the bottom story, where there are currently no windows, add two new windows (24” x 42”); 3) Adding wood board and batt siding and cedar shingles; 4) Adding new a new corrugated tin roof where the shake overhang is today; 5) Painting the building in hues of red that are from the City of Sisters approved color board; 2 6) Including to the other unit a new roof overhang with corrugated tin and structural corbels or knee braces; and 7) Re-staining the siding. Chris Mayes, Mayes Architecture & Planning, Inc. provided additional information on the exterior addition, including the roof material, building color, and siding. Chairman Stenman asked Mayes if he knew the age of the existing siding. Mayes replied that it was resided in 2002 or 2003. Stenman asked if there was any historic material underneath the siding. Mayes replied that he did not know because selective demolition has not occurred. Commissioner Leighty asked how the roof would handle snow accumulation. Mayes responded that corrugated material is more difficult to have snow guards. Rather than have a bar or rail system running across the roof, he recommended clips that could affix to the roof. The steepness of the roof in his opinion would slough the snow so that it would not accumulate in large amounts. Commissioner Stemach asked Mayes about the gable being extended over the face of the siding for the residential unit. Mayes responded that small braces would be used to support the fascia to give it a sense of completeness. Commissioner Stemach asked if there was a corner post that provided structural support to the building. Mayes responded that the interior is vaulted. He suspected that there is some type of header beam for the studio apartment that goes all the way along the backside. Commissioner reminded Mayes of the importance of being aware of water intrusion. Mayes stated that there would be some tricky detailing associated with the siding work. Commissioner Horting-Jones stated she looked up this property in the state historic database and it is recognized as eligible and contributing. There is a building at this address called the Atkinson Store. Pauline Hardie stated it is the same building. Pauline Hardie stated she spoke with the State Historic Preservation Office (SHPO). Kuri Gill, an employee with SHPO recommended applying Sisters and Deschutes County Code for this request, and go through the HLC. Commissioner Horting-Jones asked if historic photos were available. Pauline Hardie stated she has not been able to visit the Deschutes County Historic Society. Most photos that she has seen are in black and white and do not show the back of the building. Chairman Stenman emphasized the importance of replicating the historic color, to the extent it is known to maintain historic quality. Commissioner Leighty motioned to approve the exterior addition. Commissioner Horting- Jones seconded the motion. The motion passed unanimously (Stenman, Leighty and Horting-Jones, YES; Commissioner Stemach abstained). IV. DRAFT SCOPE OF WORK / HISTORIC PRESERVATION STRATEGIC PLAN Peter Gutowsky provided any overview of the draft scope of work. Commissioner Leighty suggested adding tourism organizations and chambers of commerce to the outreach efforts (page 8). Commissioner Leighty also asked staff to clarify the estimated FTE (page 11). 3 V. CERTIFIED LOCAL GOVERNMENT (CLG) GRANT UPDATE Photography Project – Peter Gutowsky provided an update regarding photographers visiting historic landmarks during the months of July, August, and September. This month Mary Alice Willson will be providing staff with photographs of historic landmarks in Sisters Country. Next spring, photographs will be incorporated into an interactive website managed by the Community Development Department (CDD) that enables viewers to learn more about each property’s historic and cultural heritage. Reconnaissance Level Survey – Peter Gutowsky stated that he expects Tama Tochihara to identify a boundary and target area this month. Matt Martin informed the HLC that Deschutes County, as a Certified Local Grant (CLG) community, recently received the Golden Paint Brush award from SHPO. In an effort to strengthen the CLG program, SHPO established an informal awards system to acknowledge and encourage participation. Award levels are achieved by earning points for seeking advice from SHPO, training attendance, timely/accurate submittal of grant applications and reports, presenting at the CLG workshop, hosting the CLG workshop, etc. The Golden Paint Brush is currently the highest award level to achieve. VI. COMMISSION / STAFF COMMENTS Commissioner Stemach stated that Commissioner Kelly Madden was interested in coordinating another historic landmark fieldtrip. Peter Gutowsky stated he would reach out to Kelly to see if one was possible. Commissioner Stemach also alerted the HLC and staff to the Newberry Country Economic Vitality Summit - Economic Power on Main Street and Beyond, this Friday, November 8. VII.
