MINUTES
DESCHUTES COUNTY HISTORIC LANDMARKS COMMISSION
DESCHUTES SERVICES CENTER
1300 NW WALL STREET, BEND, OREGON, 97701
FEBRUARY 3, 2014 – 5:30 P.M.
I. CALL TO ORDER
Chairman Stenman called the meeting to order at 5:30 p.m. Historic Landmark
Commissioners (HLC) present were Sharon Leighty, Rachel Stemach (Ex-officio), Ray
Solley (Ex-officio), Broc Stenman, Bill Olsen, and Chris Horting-Jones. Pauline Hardie,
Sisters Community Development Director, Peter Gutowsky, Principal Planner and Nick
Lelack, Community Development Director represented staff.
Commissioner Leighty motioned to accept the November 4, 2013 minutes with
modifications, seconded by Commissioner Horting-Jones, and accepted unanimously.
II. PUBLIC COMMENTS
None.
III. OLD PALACE HOTEL / EXTERIOR ALTERATION / REVIEW AND APPROVAL
Chairman Stenman read an opening statement. Pauline Hardie provided a PowerPoint
presentation summarizing the exterior alteration to the front and side elevations proposed
for the Old Palace Hotel and the basis for the decision, applying Deschutes County Code
Chapter 2.28 and the City of Sisters Development Code as a Type III application.
Pauline Hardie, after visiting the Deschutes Historical Society, provided the HLC with a
historic survey and old photographs dated from 1963 and 1976. According to the survey,
the back did have an addition as well as a false front.
The property owner is interested in putting posts back into the design of the building at the
front elevation. If possible, the owner is interested in restoring windows above the
storefront and side. Chris Mayes, Mayes Architecture & Planning, Inc. provided additional
testimony.
Commissioner Stenman suggested taking before and after photographs to trace the
changes of the building over time.
Commissioner Olsen motioned to approve the exterior addition as presented by Sisters
staff. Commissioner Leighty seconded the motion. The motion passed unanimously.

IV. GOAL 5 HISTORIC INVENTORY DISCUSSION
The HLC revisited Deschutes County’s Goal 5 Historic Inventory and discussed the
importance of making sure historic landmark descriptions are as accurate as possible.
V. CERTIFIED LOCAL GOVERNMENT (CLG) GRANT UPDATE
Reconnaissance Level Survey – Peter Gutowsky stated that Reconnaissance Level
Survey is focusing on the Cascade Highway. Tama Tochihara, the consultant is currently
coordinating with Ian Johnson with the State Historic Preservation Office.
Photography Project – Peter Gutowsky stated volunteer photographers completed their
site visits of approximately 53 historic landmarks located in the rural county and Sisters. A
volunteer intern is now incorporating the photographs into an interactive website managed
by CDD that will enable viewers to learn more about each property’s historic and cultural
heritage. Staff will unveil the interactive website and formally recognize the volunteers
during May Preservation Month.
May Preservation Month – Peter Gutowsky acknowledged that Vice Chair Leighty
convened a small working group at the Deschutes Historical Society to discuss ideas for
promoting May Preservation Month. A follow-up meeting is scheduled for February 6.
VI. DRAFT SCOPE OF WORK / HISTORIC PRESERVATION STRATEGIC PLAN
Peter Gutowsky stated that staff met with the Cities of Bend and Redmond and their
respective HLCs to discuss the draft Historic Preservation Strategic Plan Scope of Work.
Both jurisdictions stated their support for such an effort. He recommended the HLC make
a recommendation to the Board of County Commissioners to prioritize it.
VII. COMMISSION / STAFF COMMENTS
Petersen Rock Garden / National Register - Peter Gutowsky acknowledged that Petersen
Rock Garden was officially listed in the National Register of Historic Places on October 30.
HLC Training Opportunity - Peter Gutowsky alerted the HLC that the Oregon Heritage
Conference is scheduled in Albany for April 23-25. CLG funds are available to cover the
cost of registration and lodging expenses for two participants.
Tumalo Dam Signage - Peter Gutowsky mentioned that Terry Holzapple with the Bureau
of Land Management is in the process of installing the "Tumalo Dam 1915 Deschutes
County Landmark" signs. Ms. Holzapple will be leading a tour of the site during May
Preservation Month.
