August 21, 2014
Meeting Recap
ATTENDANCE: Ted Scholer, Michael Bentz, Monte Dammarell, Vic Russell, Bob Baggett,
Dennis Pahlisch, Chad Bettesworth, Ed Criss, Kate Fitzpatrick, Donnie Montagner, and Judy
Forsythe. Staff: Nick Lelack, Todd Cleveland and Peter Gutowsky,
1. INTRODUCTION
Nick welcomed everyone and recapped the Board of County Commissioner's direction for the
FY 2014-15 work program. Committee members and staff introduced themselves.
2. PROGRAM HISTORY
Nick shared a PowerPoint with the committee that provided an overview of the Transferable
Development Credit (TDC) Program. Staff noted that the entire packet is available on the

Committee members raised the following issues:
Asked questions about the timing of a Goal 11 exception in relationship to the TDC program.
Staff anticipates a draft burden of proof and a map of the affected area to justify a Goal 11
exception will be available from DLCD and DEQ sometime this fall. DEQ and DLCD are
interested in then initiating a series of informal public review meetings prior to Deschutes
County commencing a formal Goal 11 exception application.
What is affordable housing in La Pine?
Dennis Pahlisch and Vic Russell stated that existing construction/infrastructure costs make
developing in the Neighborhood Planning Area extremely difficult because it exceeds the
price of building homes in La Pine.
Suggested inviting Pine Forest Development LLC to participate on the TDC Advisory
Committee, recognizing, that HB 3347 as a legislative bill in 2011 identified a funding
mechanism to help southern Deschutes County address groundwater related issues.
Asked staff to summarize at the next meeting the environmental benefits derived from the
existing TDC/Pollution Reduction Credit (PRC) program
The importance of fairness as it pertains to the County's property and private property within
the Neighborhood Planning Area.

3. COMMITTEE PURPOSE
After briefly discussing Goal 11 exceptions, DEQ’s Steering Committee, and other groundwater
related issues, the Committee agreed to focus its attention on the TDC / PRC program.
4. MEETING LOGISTICS
There was a general consensus to record future meetings.
