RE: October 16, 2014 Meeting
Two items are on the agenda for the October 16 meeting, scheduled from 9:00 to 11:00 a.m. at
the Deschutes Services Center, DeArmond Room:
NeighborImpact will discuss their involvement administering Deschutes County’s revolving
loan program that assists rural property owners with septic system improvements.
Continue discussing the Pollution Reduction Credit (PRC) program. If time allows, staff is
interested in a TDC Advisory Committee recommendation as it pertains to Neighborhoods 1,
2, 3 and 4.
o Neighborhood 1: Vick Russell will discuss the PRC
program and potential changes as it relates to his
property located in Quadrants 1a, b, and d.
Recommendation – To be determined.
o Neighborhood 2: Last month, Chad Bettesworth stated
Pahlisch Homes (owner of Quadrant 2b) believes the
current program is working and will create value to taking
nitrates out of the groundwater. Any proposals to modify
the program need to be equitable and fair. Long-term,
the program can work. Regarding Quadrants 2a and d,
which are owned by the County, should they be sold with
the TDC/PRC burden or at market rate?
Recommendation – To be determined.
o Neighborhoods 3 and 4: Deschutes County owns both neighborhoods. Removing the
PRC allocation (3,654 PRCs) will allow the County to sell the property at market value
(as opposed to discounting the property by the PRC burden) and allocate the entire
amount to the Groundwater Protection Fund.
