The proposed rate will raise approximately$408,363 in
2006-2007;$420,614 in 2007-2008;$433,232,in.2008-2009;

mated cost for this measure is an ESTIMATE ONLY based on
the best information available from the county assessor at the
time of estimate.

EXPLANATORY STATEMENT
The Black Butte Ranch Rural Fire Protection District(the
"District")provides fire and emergency medical services to its
residents on a 24 hour 7 days per week basis. The District's
current permanent tax rate is$1.4677 per$1,000 of the as-
sessed value of property in the District.
The District has proposed a local option tax to irverease the
budget for operations. The local option tax will be$0.90 per
$1,000 ofamessed value of arty.Orv*4600 home, _ ..
the assessment would be$37.50 per month or$450 per year.
The proposed rate would raise approximately$408,363 in
2006.2007;$420,614 in 2007-2008;$433,232 in 2008-2009;
$446,229 in 2009-2010;$459,616 in 2010-2011.
This levy would replace the current levy of$170,000 per year
or$.3746 per$1,000 of assessed value of property,resulting
in a net increase on a$500,000 home of$.5254 per$1,000
which computes to a monthly increase of$21.88 or an annual
increase of$262.50.
The Oregon Constitution allows for a 3%annual increase in
the assessed value for each property,and because Black Butte
Ranch is almost completely built to capacity,there is no growth
from new construction or expansion. This results in an annual
increase in revenue of 3-314%.
With overhead increasing at a much greater rate,the District is
not able to maintain the current level of service.The District's
2002103 year end expenditures were$858,270;the 2003/04
year end expenditures were$973,835;the 2004/05 year end NO ARGUMENTS FOR OR AGAINST THIS
