historic Marysville Elementary.School in.south0ast Portland.
Thanks to the quick actions of teachers,faculty,and firefighters,
all 460 students made it out safely.
Unfortunately,there are countless school buildings across
Oregon that are 100 years or more old,and haven't been
updated in many,many years,making them more prone to
a disaster like the Marysville School fire.Existing state law
makes it nearly impossible for small,rural districts to raise
enough money to update or repair their facilities.
Measure 68 will help local communities make decisions about
updating or repairing their school buildings while keeping
local costs low.
Every school day,parents entrust their children's safety to their
local schools,and they trust that their school buildings are safe.
Your child should be as safe at school as they are at home.

to supplement or replace such tax levies.
Sec.1.(1)Notwithstanding the limitations contained in
section 7;Article XI of this Constitution,and in addition to other
exceptions from the limitations of such section,the credit
of the state may be loaned and indebtedness incurred in an
amount not to exceed at any time three-fourths of one percent
of the true cash-value of all taxable property in the state,as
determined by law.
(2)Proceeds from any loan authorized or indebtedness
incurred under this section shall be used to provide funds with
which to acquire,construct,improve,repair,equip and furnish
[those] buildings,structures,land and other projects,or parts
thereof,[and to purchase or improve sites therefor,designated
by]that the Legislative Assembly[for]determines will benefit
higher education institutions[and]or activities or[for]com-
munity colleges authorized by law'to receive state aid.
[(3)The amount of any loan authorized or indebtedness
incurred under this section by means of bonds to be issued in
any biennium shall not exceed the dollar amount appropriated
from the General Fund for the same or similar purposes.Any

subsection shall be specifically designated therefor by the

section in any biennium shall be matched by an amount that is
at least equal to the amount of the indebtedness.The match-

used by today's community colleges and public universities.
Ballot Measure 69 would make it clear that community col-
leges and public universities could finance projects that benefit

tional language may limit the projects that may be financed
with bonds issued under Articles XI-F(1)and XI-G of the
Oregon Constitution.Existing language does not specifically
authorize'the state to use these lower cost bonds to purchase
existing buildings that are less expensive than new construe-
tion.Existing language further raises questions about the types
of projects that can be financed with general obligation bonds
issued under Articles XI-y1)and XI-G.
Ballot Measure 69 continues the requirement that Oregon
University System have enough revenues to pay for bonds
issued under Article XI-F(1).. Current language in Article XI-F(t)
of the Oregon Constitution requires projects financed with
bonds authorized by this Article to be entirely self-supporting
through revenues,gifts,grants or building fees.Ballot Measure
69 changes existing language to allow moneys used to support
such projects to originate from-any source other than tax

would also eliminate confusing language that interferes with
financing mixed-use projects with proceeds from bonds issued

The Alternate Format Ballots (AFB) are voting tools that are available to voters with
disabilities.There are two types ofAFB's.The e-ballot allows voters with disabilities
who are unable to mark a printed ballot to vote privately and independently at home if

Explanatory Statement
Deschutes County has a population of 170,705 with one(1)jail.
The county jail houses inmates for City of Bend Police Department,
City of Redmond Police Department, Deschutes County
Sheriff's Office, Black Butte Police Department, Sunriver Police
Department,Oregon State Police and Parole and Probation.
Currently,there are 228 beds in the jail for the general population
with an additional 90 beds in the Work Center for sentenced,low
risk inmates.
• Since 1995,the average daily general population in our jail
has increased from 89 to 223 through December of 2009
(Deschutes County Adult Jail records).
• Since the passage of permanent funding in 2006,the tax
rate has not increased even though Sheriff's Office cost
have increased.This year,the Sheriff's Office will submit
a budget proposal to the County Commissioners and the
County Budget Committee that would reduce the county
wide district (District 1) tax rate for the 2010/2011 fiscal
year.Under this proposal,District 1 property owners would
pay$.92 per$1,000 of assessed value. District 2(rural)
property owners pay$1.40 per$1,000 of assessed value.
Passage of this bond would:
• End early release due to overcrowding.
• Add approximately 250 beds for general population in-

Explanatory Statement
The proposed Pinewood Country Estates Special Road District
would include the area located generally southeast of Oregon
Water Wonderland,west of Highway 97,west of Huntington Road

proposed special road district is to construct,maintain and improve
public roads within the district. Funds for operating the district
would be provided by levying taxes on all real property within the

would appoint a three-member board of commissioners for the

board would be the governing body of the special road district.

Explanatory Statement
The Black Butte Ranch Service District(the"District")provides
police services to its residents.The District's current tax levy is
$1.0499 per$1000 of the assessed value of property in the District.
The District has requested a local option tax to increase the
budget for operations.The local option tax would be$0.55 per
$1000 of assessed value of property.On a$500,000 home,the
assessment would be$22.92 per month or$275 per year.The
proposed levy would generate approximately$282,100 in 2010-
2011, approximately $291,000 in 2011-2012, approximately
$300,100 in 2012-2013,approximately$309,500 in 2013-2014,
and approximately$319,100 in 2014-2015.
Approximately 77%of the District's budget is spent on payroll and
related costs.The District currently has six sworn law enforcement '
officers and one administrative person on staff.Currently,there
is at least one officer on patrol at all times.Although the Oregon
Constitution allows for a 3%increase in the maximum assessed
value for each property each year,because Black Butte Ranch is
almost completely built out,that 3%increase in valuation results
in only a 3-3'h%increase in revenue.That revenue would not be
sufficient to cover all the costs associated with all six law enforce-
ment officers.The District currently has a$.40 local option tax
that expires this year.If this local option tax is not approved,there
would be a budget shortfall.One option to address the shortfall
would be a reduction in patrol hours.
